HomeMy WebLinkAboutCity Council Committees - Public Works/Planning - 05/19/2004PUBLIC WORKS COMMITTEE MINUTES May 19, 2004 COMMITTEE MEMBERS PRESENT: Chair Bruce White, Ron Harmon, Julie Peterson, Council President for Debbie Raplee The meeting was called to order by Committee Chair Bruce White at 5:19 P.M. Approval of Minutes of April 19, 2004 Committee Member Ron Harmon moved to approve the minutes of April 19, 2004. The motion was seconded by Council President Julie Peterson and passed 3-0. S. 228th Street Extension – FMSIB Grant - Authorize Don Wickstrom said the legislature has awarded the City of Kent a $2 million grant for the construction of the S. 228th Street Extension. Julie Peterson moved to recommend Council authorize the Mayor to execute an agreement with the Washington State Department of Transportation Highways and Local Programs office to accept $2,000,000 from the Freight Mobility Strategic Investment Board (FMSIB), to establish a budget for these monies within the S. 228th Street project fund and to authorize spending it accordingly. The motion was seconded by Ron Harmon and passed 3-0. S, 228th Street Extension – Public Works Trust Fund Loan - Authorize Don Wickstrom said the City has been awarded a $10 million loan for construction of the S 228th Street Extension. The loan has a 20 year term and the interest rate is set at 0.5% per year. The first payment would be due July 1, 2005. Accepting the loan would provide adequate funds for the S. 228th St Extension and possibly allow reallocating some funds to the Railroad projects. Ron Harmon moved to recommend the Council authorize the Mayor to execute the Public Works Trust Fund Loan Agreement accepting $10,000,000 for construction of the S. 228th Street Extension, and direct the Public Works Department to establish a budget for the loan monies, spend the money accordingly and set the 20- year repayment schedule beginning July 1, 2005. The motion was seconded by Julie Peterson and passed 3-0. Soos Creek Water and Sewer Interlocal Agreement - Authorize Don Wickstrom said this agreement will authorize the City of Kent to obtain property from Soos Creek Water and Sewer District in the form of a Quit Claim Deed to be used to realign and restore Meridian Valley Creek. Julie Peterson moved authorize the Mayor to sign the Interlocal Agreement with Soos Creek Water and Sewer District upon the concurrence of the language therein by the City Attorney and the Public Works Director. The motion was seconded by Ron Harmon and passed 3-0. 2 Millennium Elementary School Latecomer Agreement - Authorize Public Works Director Don Wickstrom said the latecomers agreement will reimburse the School District for the sewer extension. The agreement will be a good deal for the residents. Ron Harmon moved to recommend Council authorize the Public Works Director to execute a Sewer Latecomer Agreement with the Kent School District for the Millennium Elementary School Sewer Extension. The motion was seconded by Julie Peterson and passed 3-0. Cable Television Conduits – Street Crossing & Mainline Distribution Conduits - Ordinance Public Works Director Don Wickstrom said the ordinance regarding the installation of underground cable television conduit was passed in 1982 to encourage the provision and extension of cable television which was a new technology at that time. The ordinance required developers and /or landowners to install and pay for street crossing conduits and mainline distribution conduits at the same time they installed sewer or water utilities. Now the technology is established and because the existing franchise requires the cable operator to provide nearly all City residents with cable availability, it is no longer necessary to impose this requirement on landowners and developers. Julie Peterson, Council President asked if there was a definition of “cable television” in the City Code or if one should be included in this ordinance. Pat Fitzpatrick, Deputy City Attorney stated he would check on the definition of cable television and determine if the definition is broad enough. If the definition needs to be changed it will be done as a separate amendment to the ordinance. Ron Harmon moved to recommend that the City Council adopt the proposed ordinance which amends Section 7.10.040 of the Kent City Code regarding the installation of cable television conduits for street crossings and mainline distribution. The motion was seconded by Julie Peterson and passed 3-0. Other Business Mel Roberts, 9421 S. 241st Street asked to address the Committee regarding bicycle safety on S 228th Street. Mr. Roberts stated he was concerned about the safety during construction on the S 228th St. Extension project on the east side of the Green River. He said the construction contract stated the bicycle path was to be clear and safe. There is gravel on the trail and survey tapes moved. Don Wickstrom said he would look into the safety issues and report back to Mr. Roberts. The meeting adjourned at 5:45 P.M. Janet Perschek Administrative Assistant
