Subject: Provisional Appointment
Date: February 28, 1990
I was very pleased to learn that Sgt. Lorna Rufener will soon be
having a baby! Effective immediately, Sgt. Rufener is assigned
temporarily to light duty Patrol Administrative Assignments. Her
availability will greatly assist Patrol Administration during Lt.
Ken LaBelle's disability leave.
During Sgt. Rufener's temporary assignment and subsequent medical
leave, I have appointed Officer Mike Painter as acting sergeant.
This action is authorized by Civil Service rule XII section 7.
As this temporary assignment is likely to be necessary for a long
period of time and in the absence of a current eligibility list for
the rank of police sergeant, I am recommending to you that Officer
Mike Painter be provisionally appointed to the rank of sergeant for
a period of time not to exceed six months or until the
establishment of a sergeant eligibility list should that occur
prior to the end of the six month period.
• As is required by Civil Service Rule XII section 4, it is your
responsibility to determine whether or not the nominee possesses
the necessary experience, training and other prerequisites for the
position. To help with your decision, Officer Painter is 30 years
of age. He has an AAS degree. Prior to his current assignment as
K-9 handler, he was one of the Kent Police Departments best Field
Training Officers. Officer Painter is one of the leaders in the
Patrol Division in the areas of self initiated activity and quality
job performance. He is highly respected by his fellow officers and
departmental supervisors. I feel he is very well qualified for the
provisional appointment and certainly is highly motivated to accept
this challenge.
I am pleased to recommend Officer Painter and will assist you in
any way necessary to evaluate this excellent candidate.

HE IS LISTED AS A MARGINALLY ACCEPTABLE APPLICANT.
7. STEVEN S. CHURNING: THERE IS MESSAGE IN CHURNING'S PACKET, INDICATING
THAT HE DISIRES TO "NOT" CONTINUE IN THE SELECTION PROCESS.
BECAUSE OF THIS REQUEST, HIS NAME IS RECOMMENDED FOR REMOVAL.
ADDITIONAL INFORMATION: MR. CHURNING WAS VERY DIFFICULT TO CONTACT AND
FAILED TO RETURN ALL CALLS TO HIS RESIDENCE. DURING THE ENTIRE SELECTION
PROCESS, HE BEHAVED AS THOUGH HE WISHED WE WOULD FORGET HIM.

HE HAS DEMONSTRATED AN EXCEPTIONAL ABILITY TO HANDLE ALL ASPECTS OF THIS
ASSIGNMENT. I HAVE NO RESERVATIONS IN RECOMMENDING THAT NOT ONLY HIS
NAME REMAIN ON THE CIVIL SERVICE ELGIBILITY LIST, BUT THAT HE BE OFFERED
AN APPOINTMENT AT THE FIRST OPPORTUNITY.
9. SUSAN M MODINE: PER ALL PHASES OF THE SELECTION PROCESS, MODINE APPEARS
0 BE AN ACCEPTABLE APPLICANT WITH NO REMARKABLE ACCOMPLISHMENTS.
