SUBJECT: PROMOTIONS OF LIEUTENANTS

I have selected five (5) candidates for the vacant positions of
Lieutenant. While it is expected that all must satisfactorily pass
probation to attain the level of permanent status, there is another
factor which could be impacted by the order of selection. It is
possible that by year' s end, we may have to reduce the rank of two
personnel due to the completion of the Bond projects. This would
possibly affect one (1) Lieutenant position. If all the
probationary Lieutenants successfully completed probation, then the
determination of who would be reduced in rank would be in
accordance with Civil Service Rules.
Therefore, I am providing a list of my selection of the candidates,
after my application of the rule of three. The number along the
• candidate's name indicates the order of selection.

HE TO DIRECT A MESSAGE TO YOU WITH SOME INFO SURROUNDING THIS MATTER.
AT FIRST, THE ONLY OTHER INFORMATION WAS FROM A PASTOR THAT POTTER
HAD UTILIZED. SINCE THAT TIME, I HAVE HAD AN OPPORTUNITY TO ACTUALLY
DISCUSS THE MATTER WITH MR. POTTER. BECAUSE OF THIS, I NOW FEEL BETTER
ABLE TO DRAFT THIS MESSAGE.
AS PER MR. POTTER, HE CAME DOWN FROM ALASKA TO BE WITH A SPECIAL PERSON
T" RESIDES NEAR PUYALLUP. THIS PERSON, AS IT TURNED-OUT, IS MARRIED
A. ADVISED POTTER THAT SHE WAS RETURNING TO HER HUSBAND. FOR SOME
UNKNOWN REASON, THIS CAUSED HIM GREAT DISTRESS AND HE WAS MOTIVATED TO
RETURN TO ALASKA. BECAUSE OF THIS GREAT DISTRESS, HIS RETURN TO ALASKA
WAS IMMEDIATE AND COMMENCED THAT EVENING. AS OF THIS CONVERSATION, HE
WAS STILL IN ALASKA AND PLANNED TO REMAIN.
HE APOLOGIZED FOR THE PROBLEMS HE CREATED WITH KENT P.D. ALSO, HE
ADVISED THAT HE REALLY ENJOYED HIS ASSIGNMENT AND IS SORRY FOR THE
THIS SITUATION. HE UNDERSTANDS THAT HIS DECISION WOULD PROBABLY EFFECT
HIS ODDS FOR FUTURE EMPLOYEMENT, BUT HE JUST COULD NOT REMAIN.
FOR THE RECORD, MR. POTTER PERFORMED HIS DUTIES WITH THE CORRECTIONS

SUBJECT: TEST SCORING ✓//
The following is a breakdown of how scores will be determined
in the upcoming Lateral and Entry level testing.
WRITTEN: will be given to all qualified Entry level
applicants. Minimum passing score = 70%
PHYSICAL: will be given to all Lateral entry applicants and
Only those Entry level applicants with a score of
70% or greater on the Written test.
ORAL BOARD: will be given to all Laterals and Only the top 24
isEntry Level applicants who pass the physical agility
test
an applicant will fail the oral board if
(1) any two raters fail them in the same
category
(2) oral score is less than 50% (average
of raters)
LATERAL: the ranking will be the scores from the oral board
after any Veterans Preference % points are added
ENTRY LEVEL: Ranking will be:
Passing written + Veterans preference = 30%
Passing oral = 70%
