Thursday May 17, 1990 at 8: 00 a.m. , in the Council Chambers of Kent
City Hall.

SUBJECT: Provisional Appointment
I recommend that Detective Roger Kellams be provisionally appointed
to the rank of sergeant to allow him to serve as acting supervisor
of the South King County Drug Task Force as is authorized in Civil
Service Rule XII, Section 4 . This appointment will not exceed six
months in duration. Please see the attached report for further
details.
I will be present at the next Civil Service commission meeting to
answer any questions or concerns you may have regarding this
matter.

Subject: South King County Drug Task Force: Supervisor
Date: April 27, 1990
Problem Statement
The South King County Drug Task Force is made up of narcotics
detectives from the cities of Kent, Renton, Auburn and Tukwila.
The Task Force was formed to better address and coordinate
enforcement efforts on a regional basis in South King County.
The Task Force requires a unit supervisor (sergeant) to be supplied
by one of the member agencies. The City of Auburn provided the
sergeant for the first year of Task Force operation and the City
of Renton has provided a sergeant for the second year of operation.
Renton' s sergeant will be promoted to the rank of lieutenant during
the month of May 1990 and reassigned to other duties leaving a
supervisory vacancy.
It is the City of Kent's turn to supply the supervisor for the
• unit. We do not have an eligibility list for the purpose of
promotion to the rank of police sergeant.
Recommendation
I recommend that Detective Roger Kellams be provisionally appointed
to the rank of sergeant to allow him to serve as acting supervisor
of the South King County Drug Task Force as is authorized in Civil
Service Rule XII, sect 'on 4 . This appointment will not exceed six
months in duration. Detective Roger Kellams is a well respected
and highly qualified narcotics detective who has the capability to
effectively supervise the narcotics unit. He has been Kent's
representative on the Task Force since its formation and is very
well informed of current Task Force investigations and narcotics
distribution networks in our area. In addition, he has excellent
contact with Federal, State and Local narcotics enforcement
agencies.
For us to replace Detective Kellams on the Task Force now would be
an improper action for the following reasons:
The City of Renton is replacing it's experienced
representative on the four man team due to promotion.
The City of Auburn has just removed it's experienced
representative due to a personnel problem. For the Kent
Police Department to remove it's representative now would
further reduce the capability of the unit and could cause
substantial damage to unit effectiveness.
The Kent Police Department, in cooperation with the Kent Civil
• Service Commission, hope to establish an eligibility lists for
the position of Police Sergeant and Police Lieutenant this
summer. Once this has been accomplished, as is required by Civil
Service rules, the eligibility list for sergeant will be used to
select either a temporary or regular appointment to the position
of sergeant to fill the vacancy described.
The City of Kent, through mutual agreement with other cities
comprising the Task Force, have agreed that each city will
provide a supervisor to the unit for a minimum of one year and
that this responsibility will rotate between entities.
Cost
The following is a breakdown describing the difference between
Detective Kellams current salary and what a provisional sergeant
salary would be

The cost of my proposal can be absorbed within the Kent Police
Department budget and no additional monies are asked for to
facilitate the temporary promotion.
Conclusion
This proposal will satisfy the immediate need for an experienced
narcotics detective and unit supervisor for the South King County
Drug Task Force. In order to meet the agreed to responsibility
of taking our turn at providing a unit supervisor for the task
force for a minimum of one year will require a regular
appointment of a supervisor. This solution will have to follow
• the establishment of an eligibility list for the rank of sergeant
which we hope will be established this summer. Additional
information regarding my proposal is available upon request.
