Captain Hal Rees has submitted his resignation, effective June 15,
1990 to accept the position of Chief of Police of Ellensburg,
Washington.
I have appointed Lieutenant Dave Everett to serve as Acting
Division Commander, Captain, to replace Captain Rees, effective
June 16, 1990.
Lieutenant Everett is highly qualified to temporarily fulfill the
responsibilities of Police Captain. I recommend that the Civil
Service Commission approve Lt. Everett's provisional appointment
to the rank of Captain for a period not to exceed six months or
until an eligibility list for the position of Police Captain is
• created. Once an eligibility list is created, a regular
appointment will be made from the list.

current eligibility list for police officer.

obtained during the background investigation and psychological
testing. It is my opinion that this candidate does not possess the
characteristics sought by the Kent Police Department.
2. MR. BRAD RUSSELL - I recommend that this candidate be removed
from the eligibility list due to information obtained during the
background investigation and psychological testing. It is my
opinion this candidate does not possess the characteristics sought
by the Kent Police Department.
• 3 . MS. JULIE LAIGHTY - I recommend that this candidate be removed
from the eligibility list due to information obtained during the
background investigation, psychological testing and polygraph test.
I do not feel this candidate possesses the characteristics sought
by the Kent Police Department.

SOUTH KING COUNTY TASK FORCE NOT A PROMOTION OR A NEW HIRE SITUATION

entry level Corrections Officer. Due to the depletion of the last
Corrections Officer eligibility list and the vacancy being created
by Todd Durham, it is necessary to establish a new eligibility
list.
I will be present at the next Civil Service Commission meeting to
discuss this process and answer any questions.
