UEST FOR PROPOSAL
FOR
KENT CIVIL SERVICE RULES REVISIONS
The City of Kent requests proposal 's from qualified applicants to review and
revise the Kent Civil Service Commission Rules in accordance with the
requirements set forth below.
A. SCOPE
The proposer would review existing Kent Civil Service Commission Rules
and draft new and amended rules to ensure that the rules comply with
Washington State law, the Kent City Code, and address specific problems
and issues identified by the Kent Civil Service Commission, Legal
Department, Fire Department, and Police Department.
B. REQUIREMENTS
Proposers must submit plan outlining specific process to complete work as
described. Proposer must submit information that demonstrates proposer's
experience, knowledge and familiarity with civil service rules and laws.
Proposal must be complete and address all items herein or will be
rejected. All proposals must be signed by an authorized agent of the
proposer company and the individual who will perform the project work.
C. SCHEDULE
I . Request for proposal release date

4. Completion of project
A conference with City officials to discuss questions relate to the
request for proposals will be held at on
1990, at Kent City Hall Council Chambers, 220 Fourth
Ave. S. , Kent, Washington 98032.
D. PROPOSAL ELEMENT
The proposal must address the following:
1. Statement of experience and qualifications. This information will
provide the City with an overview of the vendor's background and
experience and business operation. Home office with:
2. Complete address and phone number;
3. Business ownership;
4. Description of services available;
5. Description of professional background enabling vendor to perform
task described;
6. Educational qualifications of individual performing the work enabling
respondent to perform task described;
7. Describe who project manager and contact person will be;
8. Resume;
9. Description of how the proposer intends to meet scope of work
assignment.
E. ASSIGNMENT
The proposer's rights and obligations under any contract cannot be
transferred or subcontracted without the written approval from the City.
The proposer cannot have any conflict of interest related to this project
and, if it is determined by the City that proposer, if chosen, has a
conflict, the vendor must resolve such conflict to the benefit of the
City in the sole judgment of the City. The City, if it contracts with
the proposer, shall incur no liability to third persons for payment of
any compensation provided herein to the proposer.
F. INDEMNIFICATION
Proposer will be required to indemnify and hold the City harmless for any
matters related to the work performed herein.
G. SPECIAL CONDITIONS
1. All information directly related to the request for proposal
specifications must be in a binder. Proposers are encouraged to be
brief, concise, accurate, and realistic in their proposals.
Information should be presented in the same sequence as this request
for proposals.

H. SUBMITTAL
Proposal must be submitted to Marie Jensen, City Clerk, City of Kent, 220
Fourth Ave. S. , Kent, Washington 98032.
Submittals must be received by the City Clerk no later than 5 p.m. , as
determined by the clock in the Kent City Hall lobby, on July ,
1990. All proposals must be labeled on the exterior envelope as "Request
for Proposals - Civil Service Rules Revision".
I. PROPOSAL EVALUATION CRITERIA
Evaluation criteria will be in four categories:
1. Completeness of proposal : if proposal is not complete, it will be
rejected.
2. Information requirements: overall credibility, experience, reputation
capability of proposer.
3. Proposer interviews, resumes, and reference checks.
4. Financial proposal .

SUBJECT: Temporary Appointment
Detective Sergeant Bob Cline has been transferred to the Valley
Drug Task Force to provide first line supervision for that unit.
This has created a vacancy in the Detective Unit at the level of
Sergeant. Per Police Department policy, we have opened the
application process to all existing Kent Police Department
sergeants to fill that position. That vacancy will be filled from
existing sergeants in either the Patrol or Traffic Units.
Regardless of where that sergeant is chosen from, the ripple down
affect will create another vacancy at the rank of sergeant in the
Patrol Division.
As is authorized by Civil Service Rule XII, Section 5 "Temporary
Appointment", effective September 16, 1990, Officer Leslie H. Wong
will be transferred to the Patrol Division to fill the temporary
appointment at the rank of sergeant for a period not to exceed six
months.
Officer Wong is presently number two on the current eligibility
list for the rank of sergeant. Officer Michael Painter, who is
number one on that list, is currently filling a provisional
appointment as sergeant and is assigned to the Patrol Division.
Officer Wong is well qualified to fill the appointment. He began
his law enforcement career in November of 1968 as a police officer
in the State of Hawaii, where he worked until July of 1980. In
July of 1980 he took a position as police officer for the City of
Pacific, Washington, where he worked until he was hired by the City
of Kent in August of 1982 . Officer Wong was assigned to patrol
duties until June 30th, 1987 when he was selected/assigned as the
Department's Training Coordinator. Officer Wong has done an
admirable job as Training Coordinator and has gained the respect of
his fellow officers, departmental supervisors, and command staff
alike.
Officer Wong has returned to school while employed by the Police
Department and earned an Associate of Arts Degree in Criminal
Justice. I feel he is very well qualified for the temporary
appointment and assure you that he is highly motivated to accept
the position and its challenges.

BOARD Library Board. CONFIRMATION of the Mayor' s
appointment of Joann Brady to replace Betty
Rasmussen Van DeMark who has resigned.. The
appointment will become effective immediately and
will continue through January 31, 1991.
SURPLUS (CONSENT CALENDAR - ITEM 3K)
EQUIPMENT Surplus Equipment. AUTHORIZATION to surplus a
1980 John Deere Backhoe No. 156 and a 1980 John
Deere Tractor No. 157 and offer same for sale or
use as trade for new equipment as approved by the
Public Works Committee.

Shops Remodel. ACCEPT as complete the contract
with Radosevich Construction for the Shops Remodel

1990 with one bid submitted in the amount of
$16, 512 .55 by Coastline Ford Tractor. This bid
amount included allowance for a trade-in of our

four different companies. The low bid was submit-
ted by Case Power, however the equipment for which
their bid was submitted did not meet specifica-
tions. Coastline Ford Tractor submitted the next
lowest bid for equipment that did meet the speci-
fications. Coastline Ford Tractor's bid of
$27,454 . 50 included an allowance for trade-in of
existing equipment which has been surplused by
Council action tonight. Staff recommends that the
equipment be purchased from Coastline Ford Tractor
for the bid amount of $27 ,454.50. WHITE SO MOVED.

Asphalt Patcher. Bid opening was held on
August 7 , 1990 with two bids received. The low
bid was submitted by Process Heating Company of
Washington in the amount of $18, 258. 09 . Staff

CITY HALL (CONSENT CALENDAR - ITEM 3F)
HVAC Maintenance Contract Extension. AUTHORIZA-
TION for the Mayor to sign a contract extension
for one year with Control Contractors, Inc. for
maintenance of the HVAC systems in the computer
room, City Hall, Kent Commons, Senior Citizens
Center, Special Populations Resource Center,
Corrections Facility, and adding the City Shops
and Riverbend Golf Course, as approved by the
Operations Committee.

ZATION to expend funds from the Public Office

is the largest Union Local for Machinists in the United States.
He has had extensive personnel training in arbitration,
organization and problem solving.

Lt. Charles Miller is promoted to the rank of Captain. Captain
Miller is assigned to command the Support Services Division.
Sgt. Bob Cline is promoted to the rank of Lieutenant. Lieutenant
Cline is assigned to the Patrol Division. Lt. Cline will continue
with his current assignment with the South King County Drug Task
Force until another supervisor can be assigned to the Task Force.
The selection of a sergeant to serve as Task Force Supervisor will
be announced in the near future.
Officer Les Wong is promoted to the rank of sergeant. Sgt. Wong is
assigned to the Patrol Division as shift supervisor and should
report to Capt. Jim Miller for specific job assignment.
As you are aware, Captain Jim Miller will be leaving this weekend
for the FBI National Academy. He will be absent from the
Department until the latter part of December. In order to provide
continued quality supervision in Captain J. Miller's absence, Lt.
Bill Mitchell is appointed to serve as Acting Captain in charge of
the Patrol Division. I will request that the Civil Service
Commission approve the temporary appointment of Acting Captain
Mitchell until Captain Miller returns from the FBI National
Academy.
The assessors have commented about the quality and demonstrated
ability of all five individuals competing for Captain. The
decision was a tough one for me to make as all three of the top
candidates possess the ability to fulfill the obligations of the
Captain's position. I am proud of each of the candidates!
Please join me in congratulating Captain Chuck Miller, Lt. Bob
Cline and Sgt. Les Wong! With your support they will do an
excellent job for this community.

the level of services we are expected to provide, I am granting

Since 1983 , I have been working in the Corrections profession, both
with the State of Washington, at Purdy, and the City of Kent. This
career, with the City of Kent, includes an original member of the
transition team of the new Kent Corrections Facility.
In addition, I have functioned successfully in the various
Corrections posts and other speciality assignments, which include
but are not limited to, Work Release Coordinator, Trusty
Coordinator, Filed Training Officer (F.T.O. ) , and the Supply
Officer for the last three years.
At this time, I am at a position in my professional life, where I
find I need to evaluate my present direction and future options.
• Due to the nature of the job, and various other professional and
personal factors, I am submitting the following request:
At this time, I am requesting a four (4) month leave of absence
without pay, as authorized by the Kent Civil Service Rules and
Regulations, Rule #XVI . If authorized, I would like this leave
without pay to commence on Thursday, November 1, 1990. If the full
four (4) months are approved, my date of return would be Friday,
March 1, 1991.
As per City policy, prior to the effective date of this LWOP, I
will have depleted all accrued annual leave, holiday leave, and
compensatory time.
Your consideration of this important matter is appreciated. Should
you have any questions on this issue, I would be pleased to meet
