MINUTES
FEBRUARY 15, 1990

The meeting was called to order at 8:05 a.m. by Chairman Bob
Jarvis.
REPORTS
Carolyn Lake, Asst. City Attorney: No report
Chief Frederiksen, Police Department: The Police Department
is sincerely enjoying working with the Secretary/Chief
Examiner who is doing an excellent job. The department is
pleased with the progress in testing for current job
vacancies.
Chief Angelo, Fire Department: With regard to the recent
severe trauma incident at the Kent Senior Center which
resulted in the death of a City Employee. Chief Angelo is
proud of the relationship between the Police Department, Fire
Department and Public Works. All agencies worked well to
minimize the effects on this area.

OLD BUSINESS
Chairman Jarvis entertained a motion that the January 18,
1990, minutes be accepted. Motion was seconded by Mr. Forest.
Motion carried.
NEW BUSINESS
Chairman Jarvis asked for discussion on permanently changing
the Civil Service meeting time to 8:00 a.m. After some
discussion Chairman Jarvis entertained a motion to change the
regular meeting time to 8: 00 a.m. Seconded and carried.
Chairman Jarvis motioned to Accept into Record the memo from
Chief Norm Angelo, asking for removal of the Following Names
from the Firefighter Eligibility List:
Tim Smith, R. P. Stredwick, Mark Anderson, Doug Windle,
Mike Boyer, Tom Tallman, John Keffer, John Mosley, John
Bissett, Bryce Clark, William Darnell and Joe Root.
Motion seconded by Mr. Forest and carried.
Chairman Jarvis motioned to Accept into Record the memo from
Jed Aldridge, Assistant Fire Chief advising that Firefighter
Eric Pedersen has succesfully passed his First Class Exam
effective December 26, 1989. Seconded by Mr. Forest and
carried.
Chairman Jarvis motioned to Accept into Record the memo from
Chief Norm Angelo advising that Lieutenant Terry Mc Cartin has
been returned to the status of Firefighter effective February
1, 1990. Seconded by Mr. Forest and carried.
Chairman Jarvis motioned to Accept into Record the memo from
Chief Norm Angelo advising that the following firefighter
candidates have accepted positions with the Kent Fire
Department effective February 26, 1990:
Humenik, Jeffrey J. Hessen, Barbara L. Medema, James A.
Johnson, Eric H. Meissner, James D. Cox, Patrick E.
Conroy, Daniel P. Hagen, Kevin E. Smith, Steven R.
Barberie, Donald W. Ohashi, Kyle B. Rabel, Larry D.
Seconded by Mr. Forest and carried.

Chairman Jarvis motioned to Accept into Record the memo from
Fire Chief, Norm Angelo advising of the selection and
promotion of (five) 5 candidates for the vacant positions of
Lieutenant effective February 16, 1990. Order of selection:
1. Guy Thompson 2. Randy Anderson 3. Chris Martin
4 . Greg Markley 5. Mitch Snyder
Seconded by Mr. Forest and carried.
Chairman Jarvis motioned to Accept into Record the memo from
Becky Fowler, Disability Board Secretary, informing the
Commission of the retirement of Gary Fox, Police Officer.
Effective date of retirement is January 7, 1990. Seconded by
Mr. Forest and carried.
Chairman Jarvis motioned to Accept into Record both the letter
from Chief Freederiksen to Richard Potter regarding acceptance
by Mr. Potter of the position of Probationary Corrections
Officer with the Kent Police Department effective January 2,
1990; and the letter from Rick Potter to Captain Byerly
resigning said position effective January 16, 1990. Seconded
• by Mr. Forest and carried.
Chairman Jarvis motioned to Accept into Record the letter from
Chief Frederiksen to Miklos Presyz regarding acceptance by Mr.
Presyz of the position of Patrolman 2 effective February 1,
1990. Seconded by Mr. Forest and carried.
Chairman Jarvis motioned to Accept into Record the letter from
Chief Frederiksen to Officer Otto Orive notifying him of his
successful completion of his probationary period and
appointment to regular employment status effective January 16,
1990. Seconded by Mr. Forest and carried.
Chief Frederiksen brought to the Commission's attention a typo
in the next item. Chairman Jarvis moved to delete the phrase
"PAGE 2" from the the following item. Seconded by Mr. Forest
and carried.
Chairman Jarvis motioned to Accept into Record the letter
from Chief Frederiksen to Officer Eugene Pearce notifying him
of his sucessfull completion of his probationary period and
appointment to regular employment status effective January 16,
1990. Seconded by Mr. Forest and carried.

Chairman Jarvis motioned to Accept into Record the letter to
Records Manager, Carole Stevenson from Sheryl L. Jensen,
Records Specialist resigning her position of Records
Specialist effective January 15, 1990. Seconded by Mr. Forest
and carried.
Chairman Jarvis questioned the following item as an Action
Item. Chief Frederiksen stated that the item is a
notification of the position of the testing process and should
be accepted into the record. Further stated that he or
Captain Miller can address any concerns or questions that the
Commission might have with regard to the process. Captain
Miller stated that there was a typo under the heading LATERAL.
Number (1) should read "any two raters" . Captain Miller will
supply the Civil Service Secretary with a corrected copy for
the Civil Service Records.
For clarification purposes under ENTRY LEVEL past practice
has been that the total eligibility list ranking has come
about as a written score and the Oral Board has only been a
pass/fail. This time the Police Department has moved to
change that to make the Oral Board more meaningful in the
• overall selection process and therefore they will be assigning
a point schedule for the Oral Board that will be factored in
with the written score for the final score. Thats why the
percentage breaks down as shown under ENTRY LEVEL.
Chairman Jarvis motioned to Accept into Record the
notification letter from Captain Miller to Chief Federiksen
showing the breakdown of how the scores will be determined in
the Police Lateral and Entry Level testing. Seconded by Mr.
Forest and carried.

Meeting was adjourned at 8: 15 a.m.
The next regular meeting of the Civil service Committee is
scheduled for March 15, 1990 at 8:00 a.m. in the Council Chambers.
