The meeting was called to order at 8: 06 by Acting Chairman, Ron
Forest.
Catherine Dixon the Secretary & Chief Examiner gave a report on the
results of the Entry Level Police Examination as follows:
There were 318 invited to the written exam of these there were 200
no shows. Seventeen of the 118 who wrote the exam were females.
There were only six (6) failures in the written exam. Of the 102
participants invited to the Physical Assessment Center there were
14 no shows, 32 failures and 2 arrived with no Physicians Release
Statements. The one Lateral Officer candidate failed his physical.
The 26 top scorers were invited to the Oral Board. Twelve of these
made the Eligibility List. There was a tie for the ninth position.
Of the twelve, two are female.
Chief Frederiksen added to this report the statement that the
Police Department is very concerned with the lack of Lateral
Candidates for the Department. One problem may be the competition
in the area. Police Department is presently looking very strongly
at the qualifications and standards that the department has for the
Laterals. It may be necessary to reduce some of the standards.
While the Chief would hate to do that because he feels that we have
pretty minimal standards, two years of college, but that this seems
to be a stumbling block. The Police Departments experienced
officers will look in that area and explore some options for
attracting more people.

OLD BUSINESS
Acting Chairman Ron Forest entertained a motion that the
minutes from April 19, 1990 Civil Service Commission meeting
be accepted. Seconded by Mr. Thornton and carried.
Acting Chairman Ron Forest motioned to accept into record the
memo from Captain Byerly dated May 3, 1990 formally
withdrawing his complaint and request for a Civil Service
Commission Hearing. Seconded by Mr. Thornton and carried.
NEW BUSINESS
Acting Chairman Forest motioned to accept into record the
letter dated April 16, 1990 from Chief Frederiksen notifying
Officer Paul Petersen of the successful completion of his
probationary period and appointment to regular employment
status. Seconded by Mr. Thornton and carried.
Acting Chairman Forest motioned to accept into record the
letter dated April 18, 1990 to Chief Frederiksen from Officer
Rick Snodgrass resigning his position with the Kent Police
Department effective June 15, 1990. Seconded by Mr. Thornton
and carried.
Acting Chairman Forest motioned to accept into record the
letter from Chief Frederiksen dated April 23, 1990 notifying
Frank J. Connelly of his reinstatement to his previous
position as Patrolman 1 with Kent Police Department effective
May 16, 1990. Seconded by Mr. Thornton and carried.
Acting Chairman Forest motioned to accept into record the
Certification letter dated April 27, 1990 from the Secretary
& Chief Examiner establishing the Entry Level Police Officer
Eligibility List. Seconded by Mr. Thornton and carried.

Acting Chairman Forest opened the meeting for discussion of
the memo dated May 3, 1990 from Chief Frederiksen to t h e
Commission recommending that Detective Rodger Kellams be
provisionally appointed to the rank of Sergeant to allow him
to act as acting supervisor of the South King County Drug Task
Force.
Chief Frederiksen stated that the position was not a budgeted
position, however he had brought the subject to the attention
of the City Administrator. City Administrator has approved
that the funding be taken from the Police Budget. There is
no additional funding outside of the budget. We serve on the
task force with the cities of Auburn, Renton and Tukwila.
Each city supplies one detective to the Task Force Operation
and we have shared in the responsibility of providing a
supervisor for that unit. It is Kents turn to take that
action. There is no current Eligibility List, therefore
according to the Civil Service Rules the Chief can
provisionally appoint a supervisor. He stated that he did
need to bring this to the attention of the Public Safety
Committee at a later time if there is going to be a regular
appointment to fill the position for a longer period of time.
Chief Frederiksen will be bringing this to the City
Administrators office at that time.
Acting Chairman Forest questioned that the appointment is only
for 6 months. Chief Frederiksen concurred.
Chief Frederiksen stated that Detective Rodger Kellams has
been on the Task Force since its inception. He is an
excellent Narcotics Officer, well experienced and highly
qualified to serve as an acting Sergeant.
Acting Chairman Forest motioned to accept into record the memo
from Becky Fowler, Personnel dated May 10, 1990 advising of
the non-duty disability retirement of Detective Sam Kelch from
the Kent Police Department effective May 3, 1990 under the
provisions of RCW 41. 50. 060. Seconded by Mr. Thornton and
carried.
Acting Chairman Forest motioned to accept into record the
memo to Chief Frederiksen from Corrections Officer Kim Germain
tendering her resignation effective May 15, 1990. Seconded
by Mr. Thornton and carried.

Chief Frederiksen asked the permission of Acting Chairman
Forest to direct a question to the Assistant City Attorney
regarding Detective Kellams provisional appointment. Chief
Frederiksen stated that he understood that the provisional
appointment had to be approved by the Commission.
The Assistant City Attorney stated that that was so.
Acting Chairman Forest then moved that the Commission accept
Chief Frederiksens' recommendation. Seconded by Mr. Thornton
and carried.
Chief Angelo apologized to the Commission for his late arrival
due to a prior meeting with the City Administrator. Mr.
Forest accepted his apology. Chief Angelo reinforced the
invitation to the Commission to the dedication of the West
Hill Fire Station and Police Sub Station on Saturday, May 19
at 11:30.
Meeting was adjourned at 8: 15 a.m.
The nest regular meeting of the Civil service Commission is
scheduled for June 21, 1990 at 8:00 a.m. in the Council Chambers.
