HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 12/16/1988 (3) CIVIL SERVICE COMMISSION MEETING MINUTES December 16, 1988 The regular meeting was called to order by the Secretary at 8:00 a.m. Introduction was made of the new Commission member, Robb Dreblow. In attendance: Commission members Bob Jarvis and Alex Thornton; City Attorney Driscoll , Administrative Assistant Webby, Chief Angelo, Chief Frederiksen, Assistant Chief Aldridge, and Battalion Chief Fronsdahl Also present: Personnel Analyst Viset.h, Personnel Specialist Fowler and Firefighter Shepard Bob Jarvis was unanimously elected Chairman and proceeded to conduct the meeting. Mr. Dreblow moved to accept the minutes of the meeting of November 17, 1988 as submitted. Mr. Thornton seconded and the motion carried. Chief Angelo reported the Joint Apprenticeship Training Committee is receiving alternatives to upgrade and improve the program. The Committee consists of Fire Administration and Fire Union and formulates apprenticeship standards and training programs. The final determination will be presented to the Commission in a few months. • At Chief Angelo's request, Battalion Chief Fronsdahl gave a brief summary of the recent firefighter exam process which started with 590 applicants. After four stages of testing, an eligibility list has been established which will be presented for the Commission's approval today. There are 43 candidates remaining on the list with six minority applicants, including two females, which is only the second time there have been females finishing in the finals. Prior to hiring, the candidates will proceed to their psychological exam, medical exam and background investigation. Regarding the revision of the rules and regulations, the City Attorney stated she would present it to the Commission at a later date with recommendations on the process. Mr. Dreblow moved to approve the police captain eligibility list as follows: James M. Miller Kenneth R. LaBelle Dave Everett Robert Cline James D. Towne, Jr. William H. The letters from Chief Frederiksen to Officer Steven S. Tamanaha, dated November 18, 1988, and dated November 19, 1988 to Officer Glen P. Woods, informing them of their appointments to permanent status were read. Mr. Dreblow moved, Mr. Thornton seconded, to accept the letters into the record. Motion carried. A memo of November 23, 1988 from Chief Frederiksen informing of the promotion of Al Emerson to the rank of Police Sergeant, effective November 23, 1988, was read. Mr. Dreblow moved, Mr. Thornton seconded, to accept the memo into the record and the motion carried. • - 2 - Copies of the letter dated November 21 , 1988 to Sergeant Robert M. Boone from • Chief Frederiksen were provided the Commission members prior to the meeting. Mr. Dreblow moved to accept the letter into the record. Mr. Thornton seconded and the motion carried. Secretary noted that a copy of a letter from the Disability Board regarding Sergeant Boone will be forthcoming. The letter of November 28, 1988 to Joe Street from Mayor Kelleher was read. Also read was the memo dated November 29, 1988 to the City Council from Mayor Kelleher informing of the appointment of Robb Dreblow as a member of the Commission, effective immediately. Mr. Dreblow moved to accept the correspondence into the records. Mr. Thornton seconded and the motion carried. The memo of December 6, 1988 from Chief Frederiksen informing of the promotion of Sergeant James Miller to the rank of Police Captain and Officer Lorna Ruffener to the rank of Police Sergeant, both effective December 6, 1988, was read. Mr. Dreblow, moved, Mr. Thornton seconded, to accept the memo into the record. Motion carried. In regard to the selection process for the position of Secretary and Chief Examiner, Mr. Webby presented the Commission with two alternatives for the selection: (1 ) Direct Personnel Department to advertise for an open competitive examination following State statutes and Commission rules and • regulations regarding recruitment. (2) Recruit from within all City departments and, if successful , Personnel staff could provide the services to the Commission that are currently being provided by the Secretary. Personnel would recruit for police and fire positions, coordinate with the Department promotional examinations and serve the Commission at meetings, hearings and other matters with the services of the Personnel Analyst, Personnel Specialist and staff. Mr. Webby noted that if the Personnel Department was serving the Commission in recruitment, promotion, selection and other related activities, scheduling will have to be taken into consideration, along with responsibilities to other departments recruitments and selection. Another consideration is that Personnel is involved with all the unions of the City, of which Mr. Webby is Chief Negotiator, and with the assistance of the Personnel staff, there is a relationship with the Department Managers, Mayor, City Council and the bargaining units of the Police and Fire Departments. They are also included in disciplinary matters with all union and non-union employees and their representatives. The next consideration is the interest of both the Police and Fire Chiefs. They depend on having their positions filled when there are vacancies with promotional exams as quickly as possible. Mr. Webby said Personnel can provide that service but it needs to be scheduled. . To Chairman 's question, City Attorney Driscoll explained that there has to be one person appointed as Secretary and Chief Examiner for the Commission. The - 3 - Commission could authorize that person to delegate some of the duties to another individual . No matter which method is chosen, the recruitment has to be done by competitive exam so the person could not be determined at this meeting. Mr. Webby also clarified that in terms of assigning work responsibility and managing the process of recruitment selection for the City, if there wasn't a need during a particular period to be doing Commission business, the Secretary and Chief Examiner would be involved with Personnel work. In response to Mr. Dreblow, Mr. Webby said lie is not sure a person who is budgeted to work an average of four hours a day will always be able to provide service to the Commission and to the Police and Fire Departments because of the magnitude of the job. Mr. Webby did not feel a time frame needs to be a major concern for the Commission because the Commission would direct an interim relationship and the City staff would provide services to the Commission. City Attorney clarified for Chairman that the rules provide that if the Chief Examiner is unable to conduct a particular examination, the chief of the department for which the exam is being given shall act as Examiner Pro Tem and perform the duties of the Chief Examiner or he could designate someone to do It. The Commissioner could then designate someone to serve as interim secretary. Chairman expressed his personal opinion that he would prefer one person to serve the position. • Firefighter Shepard, representing the Firefighters Union, stated that since this represents a potentially major change in the Commission's, course, requested a postponement of the decision for a month so that the Fire and Police Unions could respond in writing to this matter. Taking into consideration the Personnel Department's confidence in operating in the interim, Mr. Dreblow moved to accede to Mr. Shepard's request. Mr. Thornton seconded and the motion carried. The next meeting is January 19, 1989. Letters will go to the Unions. Chief Frederiksen expressed his concern that a four hour day may not be sufficient to meet the needs of the City and perhaps can be closely analyzed and to consider the possibility in the near future of making it a full time position. With the increase in personnel in both departments and future growth of the City, he said it may be an appropriate time to analyze the situation. Chief Angelo concurred with Chief Frederiksen and felt that the alternatives as presented by Mr. Webby covered all points. Chairman asked if the budget provides for a full time position and the City Attorney responded that it would require City Council authorization. Chairman requested Chief Frederiksen to submit a letter covering this matter. It was moved by Mr. Thornton that Sue Viseth be appointed Interim Secretary.
