Orndorff had been working hard by allowing the candidates to practice the physical
agility exercise each week and monitoring for property safety procedure. He
believes that this will be the most complete testing process to date.
The three memos from Chief Aldridge regarding James Lutz's promotion to Second
Class Firefighter, Bob Backstein to Third Class Firefighter and Guy Thompson to
First Class Firefighter, all effective September 16, 1988, were read. Mr. Street
moved to accept the memos into the record. Ms. Hinz seconded and the motion

read. Ms. Hinz moved, Mr. Street seconded, to accept the letter into the record
and the motion carried. Chief Angelo stated a different approach has been
initiated requiring each Probationary Lieutenant to identify a project for them to
complete within a year's time, which will be of practical use in their field with
their peers or subordinates.
Copies of the letter of resignation from Commission member Michele Hinz was sent to

Chairman also extended the Commission's appreciation and congratulations to

Upon Chief Frederiksen's presence, Chairman asked for clarification on the
qualifications for captain. As long as the candidates successfully served one
- 4 -
year in Kent and served three years as a sergeant or above in another department,
he/she will be eligible to take the Captain s test. Regarding completion of course
work, Chief acknowledged that it would be based on his evaluation. As long as
he/she meets the requirement, they do not need to presently be an officer.
The next meeting will be at 8:00 a.m. , November 17, 1988. Secretary noted the
remodeling of the Council Chambers will be started by that date so the meeting will
