HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 09/21/1971 CIVIL SERVICE COMMISSION MEETING f- 7A- -7Y The regular meeting of the Kent Civil Service Commission was called to order by Chairman Norwood Cunningham. Present were Commissioners T. Richard Ried and Don Whitener and Chief Foster. Chief Skewes and Deputy Chief Freelove. The minutes of the August 23. 1978 meeting were approved. Chairman Cunningham suggested methods for speeding the grading of essays and resumes: 1. Have forms filled with necessary information by Secretary. 2. Have the Secretary total the figures. 3. Suggested considering changing questions for the essay. He also suggested meeting whenever necessary to take care of any matters to expedite the testing process. Chief Skewes presented copies of eleven questions put together for the Ser- geant's examination. A motion was made and seconded to approve September 25, 1978 as the date to distribute the questions to the Sergeant's applicants. Motion carried. Chief Skewes reported that the Oral Board consists of: Jan P. Deveny, Director of the Mercer Island Police Department, Art Stearns, Assistant Chief of the University of Washington Police Department. and Art Clifford, Lieutenant of the Kirkland Police Department. The Oral Board members were approved by the Commissioners. A letter from Brian P. Vold, 12th on the Law Enforcement Eligibility List, was read. Mr. Vold requested removal of his name from the Eligibility List as he has taken employment with the Mercer Island Police Department. It was moved and seconded to approve his request. Motion carried. A letter from Lt. Boudreau was read, regarding the employment of Dean Janavice and Stephen B. Koransky to the Police Department, effective September 25, 1978. Secretary reported receiving a request from Brad Crosta, intern for William Fite, attorney for Skeet. McKelvy, Henke, Evenson and Betts, 900 - 4th Avenue, Seattle 98164. for a copy of the Kent Civil Service Rules and Regu- lations. A motion was made and seconded to release the current Rules and Regulations now in effect and for Mr. Crosta to come to get it. Motion was carried. A motion was made and seconded that the top four applicants for the Sergeant's examination will be put on the Eligibility List and will complete the testing process and the four remaining applicants will be kept on record. Motion carried. It was approved to hold a special meeting on November 6, 1978 at the Police Department to certify the Sergeant's Eligibility List. Civil Service Commission Meeting Minutes - Page 2 Chief Skewes reported on the regional and state level testing program to be administered by the King County Sheriffs and Police Chiefs Association, of which Chief Skewes is Chairman. Under this program, the written and physical agility examinations will utilize the Wallock and Associates' tests and the remaining portions of the examination will be given by each respective city. Chief Skewes reported that John R. Blankenship. police applicant, failed the lackground investigation and polygraph test. It was moved and seconded to remove his name from the Eligibility List. Motion carried. Chief Skewes also reported that Mark G. Wentworth, police applicant, failed the background investigation and polygraph test. A motion was made and seconded to remove his name from the Eligibility List. Motion.carried. It was also reported by Chief Skewes that Larry P. O'Leary withdrew from the Law Enforcement Eligibility List. It was moved and seconded to remove his name from the Eligibility List. Motion carried. John C. Parmann also has requested his name be withdrawn from the Eligi- bility List as he has taken employment with the Los Angeles Police Depart- ment. A motion was made and seconded to remove Mr. Parmann's name from the Eligibility List. Motion carried. A motion was made and seconded to reject an application if the.applicant does not answer questions directly on his application form. Motion carried. It- should be so stated on the form letter to applicants that if a question is not answered directly, it will be considered an incomplete application.
