March 26, 1975
The regular meeting of the Civil Service Commission was held
on March 26, 1975. Present were Warren Bell , Hal Cline,
Chief Mc Query and Officer Dave Everett.
The minutes of the previous meeting were approved.
A motion was made and seconded to extend the Eligibility
List for Law Enforcement Officer to April 30, 1975. Motion
carried.
A motion was made and seconded to extend the Eligibility
List for Firefkt4utenant to April 30, 1975. Motion carried.
A letter was read from Officer Everett requesting a waiver
of the requirement that an officer must be certified as an
"a" Patrolman before becoming eligible to take the Sergeant
examination. After discussion, a motion was made and seconded
to deny Officer Everett' s request for a waiver on the grounds
that it would not be fair to allow Officer Everett to take
the examination when there are other officers who started
at the same time, and there are already 15 officers eligible.
Motion carried.
The secretary reported, in answer to a question asked at the
last meeting, that the commission had not officially approved
the change proposed in the qualifications for Lieutenant.
A motion was made and seoonded, that since the commission is
\ still operating under the current rules , the qualifications
for Lieutenant will be as stated in the current rules.
Motion carried,
A letter was read from the Kent Police Guild asking that the
Guild be notified as to who is eligible to take the Sergeant
examination, what the passing score will be, etc.
The chief examiner reported that the Sergeant written exam
will be held on Friday, April 11, in two shifts, so as not
to deplete the manpower of the department all at one time.
The commission reviewed the written examination. Capt. Sells
drew the names for the Oral Boards for the Sergeant and
Lieutenant exams. The Board for the Sergeant exam will be :
Lt. Robert Heil Puyallup
Sgt. Vernon Guy Bothell
Lt. Reed Mercer Island
Alternates if needed will be :
Lt. Sam Mulkey Auburn
Sgt Edward Mott Issaquah
The Board for the Lieutenants exam will be :
Capt. John E. Buff Renton
Dep. Chief Plancich Bothell

A motion was made and seconded to approve that the top seven
scorers on the Sergeant written exam will go on to the Oral
Interview, Motion carried. A motion was made and seconded
that the wrights on the exam will be 50% for written and
50,% for the oral interview. Motion carried, The commission
apaproved a suggested application form for each officer to
fill out for the promotional examinations to be used as a
help to the oral board members.
A motion was made and seconded that because of the limited
number of applicants for the position of lieutenant, that
all applicants will go;:on to the oral interview. Motion
carried,
The secretary announced that there will be a conference in
Seattle sponsered by the USCSC on a notionwide police selection
project. Chief Mcquery, Capt. Grant and Mrs. Muuritsen will
attend.
A motion was made and seconded to hold a workshop dinner
meeting on April 10, at 4 P.M. for the purpose of working
on the Rules and Regulations. No other business is planned.
Motion carried.
