A RESOLUTION of the City Council of the
city of Kent, Washington, expressing support for
Puget Sound Regional Fire Authority ("PSRFA")
Proposition 1 in which voters will be asked to
restore the PSRFA's regular property tax levy to a
rate of $1.00 per $1,000 of assessed value at the
April 24, 2OL8, special election.
RECITALS
A. The PSRFA adopted Resolution 132 on January L7, 2019.
Resolution 132 calls for a special election, to be held on April 24, z}Lg,
which will ask the voters to restore the PSRFA's property tax levy to g1,00
per $1,000 of assessed value. The ballot measure is referred to as
Proposition 1.
B. The law limits the ability of the PSRFA to increase its property
tax rate by Io/o per year. As a result of this 1olo limitation, the tax rate
imposed by the PSRFA has not kept up with the rate of inflation, and the
PSRFA has determined that its effective property tax rate across the area
served by the PSRFA has dropped to ço.77 per 91,000 of assessed value.
C. The PSRFA Governing Board has determined that restoring its
regular propefty tax levy to a rate of 91.00 per 91,000 of assessed value
will allow it to maintain and improve fire protection and emergency medical
services; maintain staffing; replace apparatus, equipment, and facilities;
and provide for firefighter safety.

D. In accordance with RCW 42.L7A.555, city councils are
authorized to vote on a resolution to support or oppose ballot measures so
long as the action is taken at a public meeting, the notice of the meeting
includes the title and number of the ballot proposition, and
councilmembers and meeting attendees are afforded an equal opportunity
to express an opposing view.
E. It is appropriate for the council to support Proposition 1 as
submitted by the PSRFA, and therefore, the council urges voters to vote
"Yes" on Proposition 1,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF KENT,
WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS:

SECTION 7, - Suooort for Proposition 7. The Kent City Council
endorses PSRFA Proposition 1 which will be submitted to the voters at the
April 24, 2018, special election, and urges Kent voters to vote "yes" to
maintain and improve fire protection and emergency medical services;
maintain staffing; replace apparatus, equipment, and facilities; and
provide for firefighter safety. The Proposition 1 ballot title and ballot
statement are as follows:

adopted Resolution No. L32 concerning a
proposition to maintain and adequately fund Puget
Sound Fire operations.
This proposition authorÍzes Puget Sound Fire to

$1.00 per $1,000 of assessed value to be assessedin 2018 and collected in 2OL9. The funds will
maintain and improve fire protection and
emergency medical services, maintain staffing,
replace apparatus, equipment and facilities and
provide for firefighter safety. The maximum
allowable levy in 2018 shall serve as the base for
subsequent levy limitations as provided by chapter
84,55 RCW.
SECTION 2. - Effective Date. This resolution will take effect and be
in force immediately upon passage.
PASSED by the City Council of the city of Kent, Washington, at a
regular open public meeting held the 20th day of March, 2018.
CONCURRED in by the Mayor of the city of Kent this 20th day of
March, 2018.

A RESOLUT¡ON OF THE GOVERNING BOARD OF PUGET SOUND REGIONAL FIRE AUTHORTTY PROVIDING FOR
THE SUBMISSION TO THE QUALIFIED ETECTORS OF PUGET SOUND FIRE AT A SPECIAL ETECTION TO BE
HELD W¡TH¡N PUGET SOUND FIRE ON APRIL 24,2018. OF A PROPOS]TION AUTHORIZING A LEVY OF A
PROPERTY TAX NoT TO EXCEED $1.00 PER $1,000.00 0F TRUE AND ASSESSED VALUATION SUBIECT TO
OTH ERW¡SE APPTICABLE STATUTORY LIM ITATI ONS.
Background: WHEREAS, it is the judgment of the Governing Board of Puget Sound Fire that
it is essential and necessary for the protection of the health and life of the residents of Puget
Sound Fire that the fire and emergenry medical services be provided by Puget Sound Fire.
WHEREAS, The Governing Board has determined that the accelerated demands for, and
increasing costs ol providÍng services will necessitate the expenditure of revenues for
improved fire protection operations, replacingapparatus and equipment, providingstaffing
and maintaining emergency medical seruice levels in excess of those which can be provided
by Puget Sound Fire's regular tax revenue levied at the current rate of approximately *J69
per $1,000.00 of assessed valuation of taxable property within Puget Sound Fire as limited
by the 10lo/o limitation, not to exceed 10lo maximum increase peryear.
WHEREAS, Puget Sound Regional Fire previously levied its regular property tax at the rate of
$1.00 per thousand of assessed valuation of taxable property.
WHEREAS, The Governing Board has determined that it is in the best Ínterest of Puget Sound
Fire that the maximum allowable levy authorized by this Resolution serve as the levy base
for purposes of applying the limit factor established by RCW 84.55.010 in subsequentyears.

Section 1, In order to maintain and increase the level of fire protection, prevention,
ernergency medical services and the protection of life and property in Puget Sound Fire, it is
necessary for Puget Sound Fire to operate and maintain emergenry fire and medical service
vehicles, to acquire and improve station and other capital facilities and to retain properly
traÍned personnel equipped with proper firefighting and emergency medical equipment.
Section 2. In order to provide the revenue adequate to pay the costs of maintaining and
providing the services described in Section 1 and to assure the continuation and
improvement of such services Puget Sound Fire shall, in accordance with RCW 84.55.050,
remove the limitation on regular property taxes imposed by RCW 84.55.010, and lery
beginning in 2018 and collect beginning in20Lg, pursuant to RCW 52,26.140, a general tax
on taxable property within Puget Sound Fire at a rate of $1.00 per $1,000.00 of assessed
valuation subject to otherwise applicable statutory limits.

Section 3. The amount levied in 2018 shall serve as Puget Sound Fire's tax le'ry base for
purposes of applying the limit factor established by RCW 84.55.010 in subsequentyears.
Section 4. There shall be submitted to the qualified electors of Puget Sound Fire for their
ratification or rejection, at a special election on Aprll 24,20t8, the question of whether or
not the regular property tax levy of Puget Sound Fire should be restored to $1.00 per
$1,000.00 of true and assessed valuation, subject to otherwise applicable statutory
limÍtations, The Governing Board hereby requests the auditor of King County, as ex-ofñcio
Supervisor of Elections, to call such election, and to submit the following proposition at such
election, in the form of a ballot title substantíally as follows:

Ballot TÍtle:The Board of Puget Sound Regional Fire Authority adopted
Resolution No. 132 concerning a proposition to maintain and
adequately fund Puget Sound Fire operations.
This proposition authorizes Puget Sound Fire to restore its
regular property tax lerry 10 $1.00 per $1,000 of assessed value to
be assessed in 2018 and collected in 2019. The funds will maintain
and improve fire protection and emergency medical services,

provide for firefighter safety. The maximum allowable levy in

Section 5. The Governing Board hereby requests that King County Elections prepare and
distribute a LocalVoters Pamphlet
Section 6. The Governing Board hereby assigns to the Fire Ghief or designee the task of
appoÍnting members to a committee to advocate voters'approval of the proposition and to
a committee to prepare arguments advocatingvoters'rejection of the proposition.
Section 7. For purposes of receiving notice of any matters related to the ballot title, as
provided in RCW 294.36.080, the Governing Board hereby designates the Fire Chlef and legal
counsel as the individuals to whom the County Auditor shall provide such notice,

Section 8. The Puget Sound Regional Fire Authority Chief is authorized to imptement such
administrative procedures as may be necessary to carry out the directives of this resolution,
including modifying the text of the ballot title and any other text, language and/or
descriptions relative thereto necessary to conform such ballot riile, text, language and/or
descriptions to the intent of the parties, consistent with the objectives of this resolution
Section 9. The Chiel or designee, is hereby authorized and directed, no later than February
23,20L8, to provide to the County Auditor a certified copy of this resolution and the proper
District officials are authorized to perform such other duties or take such other actions as
are necessary or required by law to the end that the proposition described in this resolution
appear on the ballot before the voters at the April 24, 2018 election.
Section 10. If any sectÍon, subsection, paragraph, sentence, clause or phrase of this
resolution is declared unconstitutional or invalid for any reason, such decísion shall not
affect the validity of the remaining portions of this resolution.
Section 11, Any act consistent with the authority and prior to the effective date of this
resolution is hereby ratified and affirmed.
Section 12. This resolution shall take effect and be in force immediately upon its passage.
Adoption: AD0PTED by the Governing Board of Puget Sound Regional Fire Authority at an
open public meeting of such Board on the 17th day of lanuary 2018, the following
