5. ReCode Kent: Creating Housing Option - Project Introductions
The Long Range Planning team provided an overview of the Recode Kent
project, which will update Kent's housing code, permitting processes, and
development standards.

Phase 1 of the project will focus on implementing state legislation that has a
deadline of June 30, 2025. More background information about the project

Kristen Holdsworth gave a presentation to introduce the Board Members to
the ReCode Kent project. There were several questions imbedded in the
presentation to engage the Board Members. Most of the discussion was
centered on the following:
• There were several questions about HB1110 regarding the number of
units allowed and what lots/zoning it affects. Kristen gave a review of the o
state legislation and said it will generally affect lots zoned SR-1, SR-3, Cn
SR-4.5, SR-6, SR-8, and MR-D. N
• There were further discussion about what design standards Middle w
Housing will fall under. Kristen explained that single family home design a

standards are for 1 unit. The middle housing design standards cannot be
more restrictive than single family design standards, so there will be a a
holistic update.

• Ownership opportunities were brought up and Kristen reviewed several N
options including condo-izing and zero lot line (fee simple) subdivisions. N
• Members wanted to know will Kent be doing any outside engagement N
including King County Stormwater Management. Stormwater
requirements will be a large limiting factor for Middle Housing. Kristen 4-
explained that the LRP team has already had one meeting with the Master
Builder's Association and internal staff team and plan on having more.
There will be a general open house to engage the public. More to come.
• Sandra Pierera Reynolds noted that Middle Housing should be integrated
into existing neighborhoods to maintain a 'neighborhood' feel.
• There was concern about any open/recreational space? Kristen stated that
at the Middle Housing level, it is unreasonable to require the developers
to create a new park, but there are ways to incentivize a
maintaining/creating open space on lots with Middle Housing.

SUBJECT: ReDiscover Downtown: Subarea Plan Update
SUMMARY: At the upcoming LUPB meeting staff will provide an overview of the
ReDiscover Downtown Subarea Plan update process.
BACKGROUND:
The City is working to update Kent's Downtown Subarea Plan (DSAP). The DSAP is
a policy guide for Downtown that encourages a dense, mixed-use urban center that
complements transit and infill and redevelopment compatible with the community's
economic, environmental, and planning goals. It was last updated in 2013.
The Puget Sound Regional Council (PSRC) develops policies and coordinates
decisions about regional growth, transportation and economic development
planning within King, Kitsap, Pierce and Snohomish counties. PSRC, through
collaboration with more than 100 partners, has created a four-county regional
growth strategy called Vision 2050.
A hallmark of Vision 2050's regional growth strategy are "centers":
• Regional growth centers (RGCs) are locations of more compact,
pedestrian-oriented development with a mix of housing, jobs, retail, services,
and other destinations. The region's plans identify centers as areas that
should receive a greater proportion of the region's population and
employment growth than other parts of the urban area, while providing
improved access and mobility—especially for walking, biking, and transit.
• Manufacturing/industrial centers (MICs) are locations for more intensive
industrial activity.
Both regional growth centers and manufacturing/industrial centers are focal points
for economic development and transportation infrastructure investments. The
region has designated 30 regional growth centers and 10 regional
manufacturing/industrial centers. Downtown Kent is designated RGC and Kent's
Industrial Valley is a designated MIC. On average, the city receives about $10-15
million in grants every two years for transportation projects.

Periodically, PSRC evaluates existing centers and their accompanying subarea plans
to ensure consistency with Vision 2050 and further regional collaboration. The next
PSRC Centers Recertification process starts in 2025. Jurisdictions will need to adopt
subarea plans that conform to Vision 2050 and Regional Centers Framework to
remain eligible and competitive for PSRC funding. The "Rally the Valley" Industrial
Subarea Plan was adopted in 2020 and complies with the updated PSRC
requirements. Since DSAP has not been updated since 2013, the City must update
the DSAP if it wishes to maintain certification and designation as a Regional Growth
Center.
ECD staff will lead this project with consultant services provided by MIG, Inc. ECD
will coordinate efforts with all departments to review, evaluate, and update policies.
