A. Public Recognition
i. Employee of the Month
Mayor Ralph recognized KateLynn Jennings as the February, 2025 Employee
of the Month. Parks Director, Julie Parascondola talked about Kate Lynn's
work and expressed appreciation of her and Jennings expressed appreciation
of the honor.
ii. Proclamation for Black History Month
Mayor Ralph presented the Proclamation for Black History Month to
Councilmember Boyce. Boyce expressed appreciation of the Proclamation.

iii. Recognition of Adopt-A-Street Volunteers
Public Works Environmental Specialist, Ben Saari recognized the 2024 Adopt-
A-Street/Spot volunteers.
Saari went onto honor the volunteers by highlighting their work throughout
2024 and provided a review of the number of volunteers, bags of trash, and
volunteer hours, in addition to comparing 2024 numbers to prior years.

B. Community Events
Council President Kaur announced upcoming events at the accesso ShoWare
Center.
Councilmember Fincher announced the upcoming Spotlight Series Event.
Councilmember Michaud announced the Kent Kids Arts Day that is on March
8tn at 10 a.m. at the Kent Commons.
5. REPORTS FROM COUNCIL AND STAFF
A. Mayor Ralph's Report
Mayor Ralph provided an update on her meetings in Olympia with the
legislative delegation. Discussion surrounded around Kent's #1 priority of
looking to replace funds lost through the prior changes to streamlined sales
tax.
Mayor Ralph talked about receiving recognition from the Project Be Free
organization that supports those affected by domestic violence.
Mayor Ralph announced that Ezee Fiber is bringing fiber to Kent.
B. Chief Administrative Officer's Report
Chief Administrative Officer, Pat Fitzpatrick announced that the City settled
lawsuits with the Phoenix Court Apartments. Fitzpatrick provided details of
the lawsuit, settlement, and positive changes that have come out of this
process.
C. Councilmembers' Reports
Council President Kaur provided an overview of the two workshop
presetations from today's meeting.
Councilmember Troutner serves as the Chair of the Puget Sound Regional
Fire Authority Governance Board that will be reviewing requests related to
the Fire Benefit Charges.

Troutner provided statistics of the people that utilized the severe weather
shelter and expressed appreciation of the help of the Parks Department,
donations from the Clerk's Office, the Kiwanis Club for making soup and for
Councilmember Fincher and the Holy Spirit Church for providing space for the
shelter. The Shelter will be open from 9 p.m. until 7 a.m.
Councilmember Michaud provided a recap of the two Parks-related items on
today's Committee of the Whole agenda.
Michaud serves on the King County Regional Law, Safety and Justice
committee that received a briefing from the Regional Domestic Violence
Initiative Task Force that shared information about extreme risk protection
orders.
Councilmember Larimer provided a recap of the Economic and Community
Development item on today's Committee of the Whole agenda.
Councilmember Boyce provided a recap of the Public Safety-related agenda
item on today's Committee of the Whole.
Councilmember Boyce serves on the Sound Cities Association Public Issues
Committee and reminded councilmembers to register for next week's panel
discussion on ways to get involved.
Councilmember Boyd serves on the Local Hazard Waste Management
Committee that will meet next week.
Councilmember Fincher announced that February 51" is Arts Day in
Washington.
Fincher serves on the Mental Illness and Drug Dependency Council that
received a report on "Be Heard," a community listening project.

Reference to written public comment: City Clerk, Kim Komoto advised that a

C. Ordinance Authorizing Fiber Franchise with Ezee Fiber Texas,
LLC - Adopt
MOTION: I move to adopt Ordinance No. 4512, granting a non-
exclusive 10-year franchise with Ezee Fiber Texas, LLC for the
installation of a fiber optic network, subject to final terms and
conditions acceptable to the City Attorney.
D. 2025-2026 Recreation Guide Printing/Mailing Services -
Authorize
MOTION: I move to authorize the Mayor to sign the Goods and
Services Agreement with Consolidated Press, LLC., subject to
final terms and conditions acceptable to the Parks Director and
City Attorney.
E. Accept Funds From the Transportation Improvement Board for
the 132nd Avenue S.E. Pedestrian Improvement Phase 3
Project - Accept
MOTION: I move to accept grant funds in the amount of
$490,000 from the Transportation Improvement Board for the
132nd Avenue S.E. Pedestrian Improvement Phase 3 project,
amend the budget, and authorize the expenditure of funds, and
authorize the Mayor to sign all necessary agreements and other
documents, subject to final terms and conditions acceptable to
the Public Works Director and City Attorney.

MOTION: I move to accept grant funds in the amount of
$625,000 from the Transportation Improvement Board for the
83rd Avenue South Sidewalk project, amend the budget, and

G. Accept the 2024 Plastic Markings Project as Complete -
Authorize
MOTION: I move to authorize the Mayor to accept the 2024
Plastic Markings Project as complete and release retainage to
Specialized Pavement Marking, LLC upon receipt of standard
releases from the State and the release of any liens.
H. Accept the 2023 Paint Line Striping and Raised Pavement
Marking Replacement Project as Complete - Authorize
MOTION: I move to authorize the Mayor to accept the 2023
Paint Line Striping and Raised Pavement Marking Replacement
Project as complete and release retainage to Specialized
Pavement Marking, LLC upon receipt of standard releases from
the State and the release of any liens.

10. BIDS
A. 2025 Water Main Improvements Bid - Award
Public Works Director, Chad Bieren provided details on the 2025 Water Main
Improvements Bid and recommended awarding to R.W. Scott Construction.
MOTION: I move to award the 2025 Water Main Improvements
Project to R.W. Scott Construction Company in the amount of
$1,777,602.04 and authorize the Mayor to sign all necessary
documents, subject to final terms and conditions acceptable to
the City Attorney and Public Works Director.

Hello,
I understand that it's after 4PM on January 21 st and there's a City Council meeting this
evening that I am unable to attend, and that my message may be too late to be read at today's
meeting. However I'm choosing to submit this message anyway in the hopes it'll be read at the
next meeting if I am not able to attend in person. I'll also be sending a version of this message
to the Mayor and the Council separately, and I'll likely resend this message before the next
council meeting to ensure it's read in.
I'm writing today because once again the internet service that I purchase from Comcast has
inexplicably gone down, and has been down so far for 13 hours. In the last three months there
have been at least 5 such outages that extended beyond 4 hours, and four of those outages have
exceeded 20 hours -basically an entire functional day. One of these outages I can somewhat
understand -the wind storm in late November caused similar downtime across many utilities
over the entire Puget Sound region. The other outages however were inexplicable.
This is only based on data that I have from the last three months, but anecdotally, I've been
having this experience with Comcast since I moved to Kent three years ago - of random
inexplicable outages that can last anywhere from half a day to multiple days. Given the option,
I would have long ago voted with my wallet and changed service providers from Comcast,but
unfortunately there are no comparable service providers as far as I'm aware that serve my
address. T-Mobile 5G Home Internet is not available at my address, CenturyLink only offers
DSL that maxes out at 50Mbps for the same cost as the 400Mbps service I purchase from
Comcast, and the likes of Ziply, CenturyLink, or Quantum Fiber have only expressed desires,
but no concrete plans, to expand fiber optic service to our area.
I consider this a failure of public policy to encourage the development of these services in our
area, and to encourage robust competition against a juggernaut like Comcast. I do not
understand why Comcast is allowed to be a functional monopoly for broadband internet
service, and the refunds and solutions that I've been offered by them have been pitiful at best,
and insulting at worst. Prior to moving to the Puget Sound region from Rochester,New York,
I was a happy customer of a local internet service provider(Greenlight Networks)that offered
high speed fiber optic internet. Even before moving to Kent, when I used to live in Bothell, I
was a happy customer of Ziply- their service was reliable, high speed, and their customer
service was effective when my needs needed to be addressed.
I would like to hear if the Council or the Mayor's office have heard any development of rival
service providers in the Kent region(specifically East Hill for my own needs), or if there have
been any ideas or effort put forth to address this need. I believe that robust competition and
choice in the field of internet service is a crucial need for Kent to continue to grow as a
destination for individuals, families, and businesses.
