MOTION: I move to approve the payment of bills received
through 1/15/25 and paid on 1/15/25, and approve the checks

audited by the Committee of the Whole on 2/4/25.

C. INFO ONLY: 2025 Liability Insurance Renewals
Risk Manager, Ellaine Wi presented details on the 2025 Liability Insurance
renewals: General Liability, Excess Workers' Comp, and Cyber Risk.
Policy limits remain the same, but the program structure changed. The
premium increased 16%.
Self-Insured retention increased to $2.5M for General and Law Enforcement
Liability.
Key elements of this year's Excess Workers' Compensation renewals are:
• Policy limits and overall coverage remains the same with the same insurer.
• Premiums increased ;:z�2.41%
• SIR for law enforcement remains $1M
• SIR for all other claims remains at $600K
Cyber Liability key elements:
• Policy limits and overall coverage remains the same
• Premiums are decreasing :t4.8%
• SIR remains at $100,000
Double digit premium increases and significant increases to the City's SIR
can be discouraging, but compared to other similar jurisdictions, the City's
insurance program is comparable.
Kent, despite the considerable increase to its SIR, was able to procure $25M
in coverage, which is significant considering ongoing market developments

and municipal experience.
Wi will return in August to discuss renewals for the City's property, Crime &
Fidelity and Drone insurance policies.
D. DUO Multifactor Authentication Renewal - Cooperative
Purchase Agreement with CDW Government, LLC - Authorize
Deputy Information Technology Director, James Endicott provided details on
the agreement with CDW Government, LLC.
MOTION: I move to authorize the IT Director to purchase
through the cooperative purchasing agreement the state
Department of Enterprise Services has with CDW Government
LLC, if those purchases are within the City's established
budgets and made during the term of the state contract, which
is in effect through April 24, 2027, or any later contract
extension the state may authorize.

Economic and Community Development Director, Kurt Hanson provided
details on the appointments to the Lodging Tax Advisory Committee.
Councilmember Boyce serves as the Council representative on the Lodging
Tax Advisory Committee and spoke in support of the appointments.
MOTION: I move to appoint Gaila Haas to the Lodging Tax
Advisory Committee for a 3-year term starting on January 1,
2025 and ending December 31, 2027; and to appoint Jim Moran
to the Lodging Tax Advisory Committee, for a 3-year team
starting April 4, 2025 and ending April 3, 2027.

F. Consultant Services Agreement with MacLeod Reckord, PLLC
for the Green River Trail Segment - Authorize
Senior Capital Facilities Manager, Brian Higgins provided details on the
agreement with MacLeod Reckord, PLLC for the Green River Trail Underpass

at the Milwaukee Levy.
The project is located at the intersection of the Interurban and Green River
trails at South 259th Street.
This project was funded by the King County Parks Levy. Work started on this
project 2023 and has reached the 30% design milestone. This work will
complete a major missing link on the Green River Trail System. The
consultant will provide 100% construction-ready plans and specifications to
construct the trail connection.
MOTION: I move to authorize the Mayor to sign the Consultant
Services Agreement with MacLeod Reckord PLLC., subject to
final terms and conditions acceptable to the Parks Director and
City Attorney.

G. 2025-2029 Art Plan - Approve
Parks Program Manager, Ronda Billerbeck, presented the 2025 City Art Plan
that is a part of the 2025-2029 Art Plan.
Billerbeck provided an overview of the estimated funding for the Plan.
Total anticipated 2024 expenditures = $880,665 (this will cover projects plus
administration).
Projects for 2025 include:
• Capital Project Artwork - Garrison Creek Park Renovation
• Capital Project Artwork - East Hill North Community Park
• Capital Project Artwork - Springwood Park Reimagining
• Capital Project Artwork - Uplands Playfield and Spray Park
• Kent -Kherson Park/Digital Artwork
• Summer Art Exhibit Purchase Program
• Collection Maintenance and Programming
• Opportunity Fund
Billerbeck went on to review projects and estimated funding for years 2026-
2029.
Billerbeck responded to Council's questions regarding funding in comparison
to surrounding jurisdictions and advised the $2 per capital has never been

raised since it was implemented in 1985.
MOTION: I move to approve the 2025-2029 City Art Plan, and
authorize the Mayor to sign all documents necessary to
implement the Art Plan within established budgets, subject to
contract terms and conditions acceptable to the Parks Director
and City Attorney.

H. Renew Agreement with Flock Group, Inc. - Authorize
Commander Bava presented details on the agreement with Flock Group, Inc
for automatic license plate readers throughout the City of Kent.
Bava advised the City has had Flock cameras for 2 years and they have been
instrumental in helping solve crimes, including homicides, and locating
missing persons.
MOTION: I move to authorize the Mayor to renew the City's
contract with Flock Group, Inc., within the budget previously
approved by Council, until the contract is terminated as
provided for by its terms, and ratify all acts consistent with the
authority granted by this motion.

I. Kent Water Franchise Agreement in City of Auburn - Authorize
Engineering Supervisor, Joe Araucto provided details on a Franchise
Agreement with the City of Auburn.
As part of the agreement with the City of Auburn for the Bridges
neighborhood deannexation, Kent agreed to obtain a franchise for its water
utility infrastructure that is now within the City of Auburn corporate limits.
The franchise agreement includes the rights necessary to operate and
maintain Kent's water infrastructure within Auburn.

Water Facilities Franchise with the City of Auburn, subject to

J. Sale of Surplus Property from the SE 272nd/277th Corridor
Project - Authorize
Property and Acquisition Analyst, Cheryl Rolcik-Wilcox provided an overview
of the property sale to King County.
King County's Department of Natural Resources and Parks has made an offer
of $110,000 to purchase property owned by the City of Kent. The parcel is
located adjacent to the end of N.E. Auburn Creek where it flows into the
Green River. The County intends to incorporate this parcel into an
environmental restoration project.
The parcel area is 1.07 acres and is restricted to agricultural or open space
use.
MOTION: I move to authorize the Mayor to take all actions and
sign all documents to sell the surplus property owned by the
City and located off 86th Avenue South in unincorporated King
County to King County for $110,000, subject to final purchase
terms and conditions acceptable to the Public Works Director
and City Attorney.

Preservation (59th to Place South to 72nd Avenue South) -
Accept
Transportation Planner, David Paine advised the Council that the City
received $1,500,000 for the South 212th Street Preservation from 59th Place
South to 72nd Avenue South project. The preservation project would replace
failing pavement segments, overlay the street, and assess curb ramps and
pedestrian push buttons to meet ADA requirements.

Director and City Attorney.

Accept
Paine advised that the City received $1,500,000 for the South 196th Street
Preservation project from 2000 ft west of 68th Avenue South (SR 181) to
East Valley Highway (84th Avenue South). The preservation projects would
replace failing pavement segments, overlay the street, and assess curb
ramps and pedestrian push buttons to meet ADA requirements.

Paine advised that the City received $375,000 for Earthworks Park to
Downtown Connection. This project involves the creation of a plan for, and
complete preliminary design of, a multimodal connection between Earthworks
Park and Downtown with an estimated cost of $430,000.
