In order to be admitted into the record,written comments shall be submitted not less than three hours prior to the start of the Workshop meeting to Cityclerk@kentwa.gov, unless a person appears in-person, in which case,the written comments will be handed to the City Clerk and will be admitted into the record of the Workshop meeting. For TDD relay service, call Washington Telecommunications Relay Services at 7-1-1. 2.1 KENT DATE: February 18, 2025 TO: City Council Workshop SUBJECT: ReCode Kent: Creating Housing Option - Project Introductions SUMMARY: At the upcoming Council Workshop the Long Range Planning team will provide an overview of the Recode Kent project, which will update Kent's housing code, permitting processes, and development standards. The consultant team (Framework) will be presenting alongside ECD staff. Phase 1 of the project will focus on implementing state legislation that has a deadline of June 30, 2025. More background information about the project can be found here: https://engage.kentwa.gov/recodehousing. During the workshop, the project team would like to discuss the following with Council to receive early input. General Questions about State Mandates: Do City Council members have questions about any state mandates? Are there concerns about Kent's compliance with certain laws? Are there other Comprehensive Plan implementation priorities the City Council would like this project to consider addressing? Questions about Middle Housing. 1. Do City Council members have questions or concerns about middle housing and HB 1110 (middle housing) compliance in Kent? 2. Are there areas of the city that make more sense to encourage or incentivize middle housing? 3. Do City Council members have input on how middle housing can be successfully integrated in Kent's neighborhoods? 4. Are there certain types of middle housing that should be emphasized in the middle housing code?
