Changes to the Agenda c There was no new business but Kristen Holdsworth, Long Range Planning a Manager, introduced Dot Oyefeso and Ali Shasti, who are the new Land Use and Planning Board members and Samantha Doyle, the new City Attorney a advising LUPB. 4. For the first half of 2025, the City will be focused on evaluating existing Kent City Code and identifying whether updates are necessary to implement new state laws for housing, including: • SB 6015 (Residential parking configurations) • HB 1042 (Conversion of existing buildings for residential purposes) • HB 1110 (Increasing middle housing in areas traditionally dedicated to p single-family detached housing) U) LU • SB 5258 (Increasing the supply and affordability of condominium units and U) townhouses as an option for homeownership) w • HB 1998 (Co-living housing) o • HB 1377 (Affordable housing development on religious organization property) 2 • HB 1220 (Supporting emergency shelters and housing through local planning o and development regulations) and • SB 5290 (Consolidating local permit review processes). o State law requires certain housing code updates be made by June 30, 2025, N and December 31, 2025. Long Range Planning staff anticipate that housing 0 updates will be a series of ongoing efforts for 2025 and 2026. o 4- 0 The Critical Areas Ordinance (Chapter 11.06 of Kent City Code) is required to a be updated by December 31, 2025, as the final piece of the Comprehensive Plan periodic update process. LUPB will review these updates as part of the work plan. Long Range Planning staff have resumed work on the Rediscover Downtown Plan and anticipate bringing an update before LUPB in early 2025. Downtown Kent is designated by the Puget Sound Regional Council (PSRC) as a Regional a Growth Center. The Rediscover Downtown Plan is an update to the 3 Downtown Subarea Plan and will help to fulfill recertification requirements to maintain this PSRC designation. Adoption of the Rediscover Downtown Plan is considered a Comprehensive Plan amendment and must happen concurrently with any other annual amendments to the Comprehensive Plan by Fall 2025. Toward the end of the year, ECD will bring preliminary updates to the LUPB on work for the Benson Corridor project. The Benson Corridor project will focus on 104t" Ave SE/108t" Ave SE (SR 515) and the project is anticipated to extend through 2026. 7. SUMMARY: The LUPB elections for Chair and Vice-Chair occur annually. The 2025 officer terms will run from January 1 through December 31, 2025, or until a successor has been selected. According to LUPB bylaws, no member shall serve more than two full consecutive terms as Chair; and no member shall serve more than two full consecutive terms as Vice-Chair. LUPB members may nominate themselves or another member for any position. After a discussion by LUPB, a motion will need to be made to nominate and vote on a Chair and Vice-Chair.
