II. PRESENTATIONS
1 Green River Update Mike Mactutis 25 MIN.
Environmental Engineering Manager, Mike Mactutis presented the Green
River update and started by providing an overview of the Green River
Watershed System.
Mactutis advised the Howard Hanson Dam is operating normally and the
reservoir is virtually empty at this point.
The Howard Hanson Dam Downstream Fish Passage Project:
• Design continues
• Completed in 2030
• $500M in President's budget - yet to be finalized by congress
• Corps was awarded contract for construction
The King County Flood Control District has updated their website this year
and also updated the flood warning map.
Mactutis reviewed the major projects that affect Kent's Flood Risk:
• Black River Pump Station
• Desimone Levee Repair
• Signature Pointe Levee
• Milwaukee II Levee

Mactutis reviewed the chart of the King County Flood Control District's
funding with respect to the 2024 and 2025 levy revenues. The KCFCD
adopted the Lower Green River Corridor Flood Hazard Management Plan and
will work to plan the scope during 2025.
Mactutis talked about the Desimone Levee Repair project that is being
delayed for another year and advised the McCoy Levee Repair project is
complete.
Winter forecast:
• Reviewed NOAH workshop on the forecast
• New tools available on the King County Flood Control District's website
• Ocean Conditions are showing La Nina patterns
• Expected to be wetter and colder in 2025.
Reviewed temperature and precipitation outlook:
• Above average for below normal temperatures
• Precipitation above normal
Mactutis detailed the monitoring of the Green River with the various gages.
Green River Flood Season Preparedness:
• The City coordinates with the USGS, Corps, and King County
• Participates in Regional Flood preparedness meetings
• Temporary flood barriers are ready
• Annual training on levee patrols and water safety
• Active River Monitoring
Mactutis provided contacts for the public to contact King County to obtain
public information on flood warnings/flood alerts.
Mactutis provided a quick overview of the two Endangered Species projects:

• Boeing Rock Habitat Enhancement

Environmental Water Quality Supervisor, Laura Haren provided an update on
the New 2024-2029 Permit Issuance for the National Pollution Discharge
Elimination System Permit that is required as part of the Clean Water Act that
is overseen by the Environmental Protection Agency. This permit requires the
City of Kent to develop and implement programs and policies to protect

waters of the state from pollutant discharges. In the state of Washington this
Permit is overseen by the Department of Ecology and allows Permittees to
discharge stormwater from the jurisdictions public drainage system into
waters of the state. The City of Kent is a Phase II Permittee.
Municipal NPDES Permit Programs - 2024-2029 New Requirements:
• Tracking of the cost to develop and implement each program including
funding sources - New Requirements
• Stormwater Planning - New Requirements
• Tree Canopy Management - New Program
• Education and Outreach - New Requirements
• Public Involvement and Participation - New Requirements
• Drainage System Mapping and Documentation - New Requirements
• Illicit Discharge Detection and Elimination
• Controlling Runoff from Construction Sites
• Stormwater Management for Existing Development - New Program
• Source Control Program
• Operations and Maintenance
• Street Sweeping - New Program
• Stormwater Monitoring
Kent successfully implemented the Stormwater Planning program. To
accomplish the goals of this new program, staff delineated all 38 drainage
basins within Kent's jurisdictional boundaries and collected stormwater data
for each basin. It was determined, the Lower Mill Creek basin would
potentially benefit most from increased stormwater actions was the Lower
Mill Creek
The permit requires that no later than Dec 31, 2026 - Kent is required to
complete an action plan for at least one new high priority catchment area OR
additional actions for the existing action plan.
The permit also proposes that no later than Dec 31, 2028 - Kent is required
to adopt and implement tree canopy goals and policies to support stormwater
management and water quality improvement in receiving waters. This is a
new program to implement with Kent's Planning department and will result in
the need to update city code and the SWDM.
There are new revisions that focus on providing clarity to the components
that make up the public education and outreach program. The new
evaluation, analysis, documentation and reporting requirements are going to
add a lot to our already overwhelming workload.
Haren talked about PCBs - man-made organic chemicals used in hundreds of
industrial and commercial applications - electrical components, paints,
grouts, pigments and dyes and other industrial applications.

Subject areas now include Source Control Best Management Practices for
Building Materials.
• Staff are identifying the barriers for a specific demographic to a desired
behavior.
• Develop and pilot a program to overcome these barriers.
• Document strategies and processes used to implement program.
• Evaluate the effectiveness of the program.
• Provide data to support program effectiveness.
Social Marketing has included:
• Identifying the barriers for a specific demographic to a desired behavior

• Document strategies and processes used to implement program.
• Evaluate the effectiveness of the program.
• Provide data to support program effectiveness.
• Haren talked about the mapping requirement, including, public system,
outfalls, connections to private systems, receiving waters, water quality and
flow control facilities. The mapping requirements found in the permit serves
the purpose of supporting implementation of the permit requirements for:
Illicit Discharge Detection and Elimination (IDDE) - pollutant tracing and
response.
Operation and maintenance of stormwater infrastructure:
Develop a methodology to map and assess acreage of MS4 tributary basins
to outfalls or discharge points that have stormwater treatment and flow
control BMPs/facilities owned or operated by the Permittee.
Mapping of Permittee-owned or operated properties with tree canopy.
Environmental Staff will be working with staff from Parks, Vegetation and
Planning to develop a tree canopy program. This is an NPDES Permit
requirement to map and monitor the tree canopy coverage on City owned
and operated properties to help determine how existing or future tree canopy
can support stormwater management and water quality improvements in
receiving waters.
Ongoing program designed to prohibit, prevent, detect, characterize, trace,
and eliminate illicit connections and illicit discharges into the public drainage
system.
The top 5 pollutant types reported are fuel, other pollutants not on the
available list, FOG, Wastewater, and sediment.

Each Permittee shall implement a Program to control or reduce stormwater
discharges to waters of the State from areas of existing development. The
Program shall aim to focus on strategic stormwater investments over longer
planning timeframes.
Permittees are required to fully fund, start construction, or completely
implement projects that meet the assigned equivalent acres based on 8
acres/50,000 population. The City of Kent was assigned 22.1 acres, third
highest in the state for Phase II Permittees. (Range is 1.6 - 25 acres).
Projects that qualify for points:
1. New flow control facility
2. New runoff treatment facility (or treatment and flow control facility)
3. New LID BMPs
4. Retrofit of existing treatment and/or flow control facility
5. Property acquisition
6. Maintenance with capital construction costs >_ $25,000
7. Restoration of riparian buffer
8. Restoration of forest cover
9. Floodplain reconnection projects
10. Removal of impervious surfaces
11. Other actions to address stormwater runoff into or from the MS4 not
otherwise required in S5.C.
Source control:
• Inspect commercial and industrial properties that could cause an illicit
discharge due to the type of business and processes performed on site.
• Annually complete inspections of 20% of the properties
• Update ordinance or another enforceable document to support new program.
• Must require structural source control BMPs, if operational source control
BMPs do not prevent illicit discharges.
• Expanding our current data base.
• Inspection of private stormwater facilities regulated by the City of Kent
Private Drainage inspection - working with property owners and managers to
ensure their systems function properly.
• Respond to private drainage complaints and provide technical assistance
when possible.
Street Sweeping is a new requirement; however, the City has a good street
sweeping program that will help meet the new permit requirements.
City pays into a collective fund to implement regional water quality
monitoring efforts.

Source identification projects identify common problems and propose
regional actions on source control to prevent transport of pollutants in
stormwater.
The City of Kent will need to update KCC 7.14 and KCC 7.05 to support
NPDES Permit requirements and update the Surface Water Design Manual.
Benefits of Stormwater management Programs include:
• Protection of wetlands and aquatic ecosystems
• Improved quality of receiving waterbodies
• Conservation of water resources
• Protection of public health
• Flood control.
• Protection of aquatic animals and their habitat
• Building relationships with business owners through education, outreach, and
BMP assistance
