28 S. Speed Reduction Conversation — Preston
29 . Staff are working with the Mayor's Office on the process for KBAB to address the
30 Mayor and Council. This is not common. Communication is usually through staff.
31 • A speed limit change like "20 is Plenty" would need to go through the City Council for
32 approval. Most serious injury and fatal crashes occur on arterial streets. Very few
33 are on residential streets. A benefit/cost analysis would not show this as a high
34 priority.
35 . Changing speed limits as the only treatment was not thought to be effective on its
36 own. Seattle's analysis of their residential speed limit reduction to 20 mph and
37 arterial reduction to 30 mph did show a benefit to arterials with a single lane in each
38 direction.
39 0 Reduced speed zones on an arterial street could be used. For example, the speed
40 limit on 104th Ave SE (Benson) is 40 mph north of SE 235th St but it drops down to
41 35 mph in the commercial area south of SE 235th St.
42 . Tim: There are not many crash issues in residential areas but there still isn't a lot on
43 non-motorized use. KBAB is encouraging non-motorized uses. Lower speed limits
44 could help with that.
45 0 Erik P: We have the Residential Traffic Calming Program for spot locations where
46 speed is a concern.
47 0 Proposing speed limit reductions will generate questions about enforcement. How
48 will the City enforce new speed limit reductions. Be ready to answer those.
49 . The City is working on traffic circles and roundabouts. Two roundabouts are under
50 construction on Reith Rd. The City has applied for grant funds for a roundabout at
51 1161h Ave SE and SE 2481h St. The City applied for a Safe Routes to Schools grant
52 for a roundabout 64th Ave S and S 236th St. A new roundabout at the intersection of
53 108th Ave SE and SE 2641h St was completed last year.

54 Lowering the speed limit of 132nd Ave SE from 35 mph to 25 mph is not practical. It
55 is an arterial commuter route. The City is building a path on the west side of 132nd
56 Ave SE from the end of the sidewalk in the 23800 block to SE 228th Pl. This will
57 compete a walking path from south of Kent-Kangley to the north side of Sunrise
58 Elementary.
59 Julie: There isn't a bike lane from Kelly's Lattes to S 240th St. There is a wide
60 shoulder at the private school north of Kelly's. Can a bike lane be marked?
61 Erik P: The City does not mark sections of bike lanes along one or two properties,
62 only long segments or blocks.
63 Gordon: Is there a way to put hachures in these areas?
64 Erik P: No, the shoulder width is not consistent along this segment. They would also
65 need to be removed in the future.
66 Allison: Her research shows there is some City work around Sunrise Elementary but
67 nothing planned for Kent-Kangley Rd, nothing around 132nd Ave SE and Trader Joes.
68 Can we lower the speed limit in this area?
69 Erik P: It's possible to lower the speed limits in commercial areas. 30 mph or 35
70 mph is most feasible. There work on 132nd Ave SE is pavement overlay. We are
71 planning to make some lane changes near Sunrise Elementary.
72 Connie: Benson?
73 Erik P: Yes, we are looking at Benson.
74 • Connie: What about a roundabout at Kent-Kangley and 132nd Ave SE?
75 0 Erik P: A roundabout would probably work but in needs analysis.
76 0 Erik J: The speed limit on Kent-Kangley is 45 mph?
77 0 Erik P: Yes. We are working with the Washington State Department of
78 Transportation to lower the speed limit on Kent-Kangley.
79 0 Erik J: There is a city in Colorado that had an initiative for sidewalks. The City found
80 they can only build so many so sidewalks per year. It still takes a long time to build
81 sidewalks throughout the City.
82 • Tim: If we present this to Council, mow much would bicycling increase when there is
83 still nowhere to ride? Not sure this would increase bicycling in Kent.
84 0 Connie: KBAB could promote bike safety and ped safety.
85 0 Erik P: Need to keep your focus on bicycling.
86 0 Erik J: There is a middle school on 111th Ave SE south of Kent-Kangley. Canyon
87 Ridge. There is no traffic control when school gets out. There are hundreds of kids
88 crossing Kent-Kangley.
89 0 Rob: Kent School District is responsible for transportation including who walks and
90 what the walk routes are. They do not coordinate with the City. They didn't tell us
91 there would be hundreds of students crossing at dismissal. We adjusted the signal
92 timing, but we do not have any capital projects planned.
93 0 Julie: Is 132nd Ave SE in the TMP?
94 0 Erik P: Yes. The entire corridor. It's broken up into multiple projects.
95 0 Rob: We want to make these improvements but it's a matter of funding. The City
96 Council must decide where the limited funding goes. Not enough to go around.
97 0 Prem: I was at conference on transportation equity in Denver, Santa Monica , CA has
98 bike mode share of 25%, but they don't have that much of bike lane, they achieve it
99 but simply lowering the speed.
100 0 Erik J: Can lane narrowing be done with speed limit reductions?
101 0 Erik P: That is possible when we repave the street.
102 0 Erik P: Traffic calming isn't appropriate for higher-speed streets. Possible some
103 raised crosswalks.
104 • Tim: Would pavement markings or pavement materials make a difference?
105 0 Erik P: No, we already use "high visibility" pavement crosswalk markings.

106 • Allison: What about speed cushions? There are speed cushions on 116th Ave SE in
107 Renton north of SE 192nd St. How did those get installed?
108 0 Erik P: That's in Renton but the traffic volumes on that section of 116th Ave SE are
109 probably lower than other two-lane arterials.
110 • Connie: Do we want to form a subcommittee to develop a presentation to Council?
111 0 Yes. Subcommittee: Allison, Prem, Connie. Staff will be Erik P.

113 6. Bike, Walk, and Roll Summit - Dunn
114 Julie attended the two-day Bike, Walk, and Roll Summit in Tacoma this month. A lot of
115 information was presented.
116 • There are 29 state representatives on the Transportation Committee.
117 • The non-motorized community needs to develop relationships with the elected
118 officials. Coalitions need to be formed.
119 • Washington Bike Lobby Days are February 41h and 5th, 2025.
120 • Board members may want to go to Olympia to lobby.
121 • It was suggested that parties interested in bicycling get in touch with schools to talk
122 about bicycling for students.
123 • The summit also included a discussion about cycle highways. These are separated
124 high volume bikeways.

126 7. Bike Rodeo Planning - Castro
127 The subcommittee has not met. They have the current materials inventory. Connie is
128 working with the YMCA to set the date for next year's Rodeo, but the Y is not being
129 responsive.

132 Winterfest is coming up.

134 0 Need the 2025 Bike Rodeo flyer to be completed before Winterfest.

141 0 Ride of the Month poster has been updated.
142 • All rides are now in Ride With GPS. Duplicates have been removed.
143 0 QR codes have been created for the ROTM documents.
144 • There is a sperate poster for the five ROTM Ride with GPS Ambassador routes.
145 • Tim: May want to remove the ambassador routes since they are also in the general
146 ROTM routs.
147 0 Erik J: The are a conversation starter.
148 • Connie: What do we need for posters for Winterfest?
149 0 Erik P: We will send it to Multimedia to be printed.
150 • The Board agreed to the new poster design. There are two number "1" rides so a
151 minor revision is needed.

155 0 Erik P: The Meeker St bridge is still closed. There is no ETA on the reopening.
156 • Julie: S 218th St is closed for construction. (S 218th St from 94th to 98th, 981h Ave S
157 from S 216th St to S 218th St, and S 216th St from 98th Ave S to 100th Ave S).
