Call-to-Order - Graves 16 The meeting was called to order at 5:45 pm with Wendy Graves presiding. 17 18 2. Roll Call - Preston 19 10 of 11 members present. Two staff present. 20 21 3. Changes to the Agenda - Graves 22 No changes to the agenda. 23 24 4. July 2024 Meeting - Minutes Approval - Graves 25 Thom makes motion to approve minutes, Erik J. seconds. Vote 10-0 in favor. Approved. 26 27 5. Week Without Driving Proclamation - Subedi 28 Staff provided a handout of two draft proclamations for discussion. 29 0 Maria: likes version 2 (v2), likes the info presented, especially the last clause. 30 0 Erik J.: The difference between the versions is in the last clause, especially the idea 31 "contemplate". Maybe vote on proclamation versions. 32 . Thom: Riders need to use bells and communicate when passing on trails. 33 0 Prem: Likes v2, wants the disparities in v2, gets people to think about it. 34 • Julie: suggested splitting the sentences up regarding the mileage of the bike 35 lanes/shared use path. 36 • Connie: Likes the wording in v2. Likes the mileage info. 37 0 Erik P.: Suggested to put the mileage into the 2nd paragraph. 38 0 Wendy: Likes v1 as it talks about racial disparity. 39 • Allison: Likes v2. Suggested including the racial disparity from v1 in v2. 40 . Members want the racial disparities added to v2. Added to 3rd whereas on v2 as 41 marginalized population. 42 0 Erik P. edited the document during the meeting. Ready to be sent to the Mayor 43 through the Public Works Director. 44 • KBAB asked about the next steps and when the proclamation would be read (if 45 accepted) - Erik P.: Proclamation goes to the Mayor through the PW Director and 46 would be read during September 17 City Council meeting if accepted by the Mayor. 47 48 6. Sneed Reduction - Hopstad 49 Allison shared a PowerPoint presentation addressing speed reductions. 50 Erik J. wanted to discuss ped crash on roundabouts. Fire trucks are bigger to go thru 51 some roads and curb extensions. Vision zero: Some cities were presented, but what 52 works and what does not? Some Vision Zero cities saw an increase in serious and Page 1 of 2 53 fatal crashes and he wanted to know if any research exists on what works and what 54 doesn't in these programs. 55 0 Erik P.: Short answer is No. We know what individual countermeasures work and 56 how much, but not what works/doesn't work in citywide Vision Zero programs, not 57 aware of any such research on citywide programs. 58 0 Erik P.: Ped crashes depends on how speed is controlled in the roundabout. Only one 59 pedestrian fatality recorded at a modern roundabout in all of the USA. 60 • Tim: The curb extensions take away the shoulder area. 132 Ave SE, most place is on 61 the west side. Not much on the east side. Will send out TZAP ideas to this group. 62 0 132 Ave SE improvements: shoulder walkway 5ft. RRFB at 132 Ave/234 St. 63 0 Wendy: next step for speed reduction? 64 0 Discussion about invite Sara Woods and a council member if possible. Erik will talk to 65 Rob about the next steps. 66 0 Connie: we should take the presentation to the council at some point. 67 0 Wendy: The board will follow up on speed reduction next month. 68 69 7. Festival & Events Sub-Committee Report — Graves 70 Did not meet since the July board meeting. 71 • Winterfest is the next event. 72 0 Need to set a date for the subcommittee to meet in September. 73 . Start working on the Bike rodeo, including signs, new volunteers will be needed with 74 Connie and Wendy's terms ending March 31, 2025. 75 76 8. Bicycle Infrastructure Sub-Committee Report — Jacobs 77 Did not meet, no topics to discuss. 78 79 9. Monthly Rides and Promotion — Jacobs 80 0 Erik J: Working on a GPS version, and an all-in-one improved chart coming up. We 81 have 22 rides only 7 of them have GPS. 82 • Connie: can what Erik J does go to Mayor's Friday blast? Erik P.- Yes. 83 0 Erik J: the work does not have a QR code. 84 0 Wendy: requested Jacob to update the PDF and have Erik P print a new poster. 85 86 10.Communications — Preston 87 . Tim: Use of whistles, bells etc., likes that bikers have to use whistles, bells etc. to 88 make them heard in a shared use path. Wants the Bike may use full lane' signs in 89 more places around the City. 90 . Julie: contacted people for bike education.
