Proclamation for Childhood Cancer Awareness Month Mayor presented the Proclamation for Childhood Cancer Awareness Month to Brandon, Amanda, and Addison Huffman. iii. Proclamation for Fetal Alcohol Spectrum Disorders Awareness Month Kent City Council City Council Regular Meeting September 3, 2024 Minutes Kent, Washington Mayor Ralph presented the Proclamation for Fetal Alcohol Spectrum Disorders Awareness Month to Alex and Clara O'Keeffe. B. Community Events Council President Kaur announced upcoming events at the accesso ShoWare Center. Councilmember Fincher announced upcoming Spotlight Series events. S. REPORTS FROM COUNCIL AND STAFF A. Mayor Ralph's Report Mayor Ralph provided a recap of the latest meeting of the Flood Control District meeting. B. Chief Administrative Officer's Report No report. C. Councilmembers' Reports Council President Kaur provided a recap of the two workshop presentations from today. Councilmember Troutner provided an overview of the Parks items on today's Committee of the Whole agenda. Troutner serves as the Vice Chair of the Puget Sound Regional Fire Authority Governance Board and provided a recap from their last meeting. Councilmember Larimer provided an overview of the Economic and Community Development item on today's Committee of the Whole agenda. Councilmember Boyce provided a recap of the Operations items from today's Committee of the Whole agenda. Councilmember Boyd - No report Councilmember Fincher invited the pubic to attend the art exhibition in the City's Centennial Center. Fincher provided a recap of the Public Works item from today's Committee of the Whole agenda. Fincher serves on the Mental Illness and Drug Dependency Council and provided a recap of their latest meeting that related to additional budget funds for successful graduates of the DUI program. 6. Consolidating Budget Adjustment Ordinance for Adjustments between April 1, 2024, and June 30, 2024 - Adopt MOTION: I move to adopt Ordinance No. 4497, consolidating budget adjustments made between April 1, 2024, and June 30, 2024, reflecting an overall budget increase of $6,349,580. E. Joint Funding Agreement with the U.S. Geological Survey - Authorize MOTION: I move to authorize the Mayor to sign the Joint Funding Agreement for Water Resource Investigations with the U.S. Geological Survey, subject to final terms and conditions acceptable to the Public Works Director and City Attorney. 9. F.a.s.d also known as fetal alcohol spectrum disorder. because September is. F.a.s. d awareness month. did you know 1 in 20 kids and adults have F.a.s.d ... F.a.s. d is caused by prenatal alcohol exposure in the womb. You may have heard prenatal alcohol exposure in the womb can cause fetal alcohol syndrome, well its literally !the same thing as .F.a.s.d except F.a.s.d is an invisible brain injury .because ,of this being invisible you, can look atme ,and don't even think have a disability ..I look at the alcohol 21 ,and up, signs.. all they say is ,alcohol can cause fetal ,alcohol syndrome .living with f.a.s.d is hard and got lucky because most of the time f.a.s.d is a lot more effective on other people how f.a.s.d effects me, is both physically ,and mentally struggle with subjects like math reading and language arts. By that I mean this speech took me quite some time I want to make sure you all know about this invisible brain injury I am hoping mayor Ralph you can make so businesses selling alcohol have to say alcohol can cause fetal alcohol syndrome and it can cause fetal alcohol spectrum disorder so im asking you all to continue helping me fight for are generation with kids and adults who have fasd to learn more about fasd search fasd united on your mobile phone thank you for your time Good evening, Mayor Ralph and city council members, I am here in honor of my sister Starla Jane Hindberg-O'keeffe and also as you know, because September is FA5D awareness month. My sister Starla, died in September021 when she was 10 years old. She died because of A.D.E.M disease. She also had FASD more than me and Alex. I wish that women would not drink Alcohol while they are pregnant because it can hurt the babies brain, like mine was hurt. Having FASD (which means Fetal Alcohol Spectrum Disorder) is hard. have trouble with making good choices. For example, sometimes I make a very poor choice when I see like for instance, when someone in my house has made brownies and see them and think, mmm brownies. And next thing I know there's a huge chunk of brownies missing! Because I am super impulsive mom has had to put locks on lots of our cupboards. I also get mad and throw a fit often. I have a really hard time in homeschool staying focused and learning because it is getting harder especially in math. I also have an anxiety disorder and worry a lot. I have trouble sleeping even with meds and have nightmares a lot (last night I had two). as you can see, having FASD is hard for me. But I am so, so glad my mom (who is my hero) and my chosen dad (he's my adoptive brother) try to do fun things with me. They take me to the park, to cornucopia days and lots of other fun things. My adoptive mom helps me practice calming tools like taking deep slow breaths. I used to be embarrassed to use the breath tool, but now it's easier. We have been working on using tools since I was 2. 1 am very shy around strangers, but am getting less shy as I get older. Let's talk about my strengths. I am good at music, especially the violin. I also play the recorder, drums, and guitar, both electric and classical. I can play the bells too. And I really love animals and reptiles! I want to be a veterinarian when I grow up and care for all kinds of animals and reptiles except for rats and raccoons, I am scared of those. What I love is the show Sponge Bob Square Pants, riding my bike and going on walks with my dog Sierra Oreo O'keeffe! While I have a brain injury that affect me for the rest of my life we hope growing strengths will help me grow up to be a successful respected adult. I hope you know more about me and FASD.
