MEMORANDUM OF UNDERSTANDING
BACKGRO-UND
The Kent Police Department(KPD), a department within the City of Kent, a Washington Municipal
Corporation, is purposed with providing law enforcement services in the City of Kent. KPD's Mission is,
"...protecting and caring for our community by providing quality police service and being adaptable to
the needs of our diverse City."
The Center for Children&Youth Justice("CCYJ") is a 501(c)(3) nonprofit organization headquartered in
Seattle,WA and organized under the laws of the State of Washington.CCYJ's mission is to create better
lives for generations of children and youth by reforming the child welfare and juvenile justice systems.
CCYJ's vision is that all children,youth, and young adults are healthy,safe,and thriving;cared for by
their community;valued as they are;and have a sense of belonging.
CCYJ serves as an intermediary agency for the King County Regional Office of Gun Violence's
Peacekeepers("RPKC")initiative,a community-centered,best-practice based pilot program to reduce
community gun violence.The RPKC service model includes nationally recognized strategies for
community violence intervention including:
• Shots Fired Reviews
• Conflict Mapping and Relentless Engagement Assignment
• Protocol Driven Critical Incident Response
• Hospital Based Intervention

Strategic Community Engagement
Case Management
• Family Support Services
RPKC services are provided by contracted community-based organizations,including:
• YMCA of King County and Greater Seattle
• Freedom Project
• Community Passageways
• Urban Family
• Progress Pushers
These contracted organizations provide Intervention,Secondary Prevention,and Restoration services to
individuals most likely to be involved in incidents of gun violence in the near term and families impacted
by gun violence,including Critical Incident Response services.Critical Incident Response services include
deployment to shooting scenes, hospitals,vigils,and funerals to deliver violence interruption services,
including de-escalation,mediation,and community safety support. RPKC then connects individuals and

families directly impacted by gun violence with mentoring and other services and support to help
ensure.
community safety. Critical Incident Responders are known community members with lived experience in
gang culture, incarceration, and/or intergenerational trauma; and who are connected to the community,
are familiar with certain neighborhoods,or grew up in the neighborhoods they will be responding to.
PURPOSE OF THIS MEMORANDUM OF UNDER$'YANQING
The purpose of this Memorandum is to describe the mutual goals and responsibilities of the parties with
regard to a collaborative community response to critical incidents,facilitating a rapid joint response to
citywide community safety disruptions like gun violence,gang wars,homicides,and other high-risk
repetitive violent crimes.While both parties will strive to effectuate the goals and responsibilities
outlined herein,this Memorandum is not intended to serve as a binding or enforceable contract.
MUTUAL GOALS
Both KPD and CCYJ,serving as the Intermediary Organization for RPKC, have an interest in improving
public safety,managing situations of violence to avoid injury or loss of life,and reducing potential
retaliatory threats. In furtherance of these goals, both parties agree to make every reasonable effort to
fulfill the responsibilities outlined below.
Maintaining a positive and collaborative relationship between KPD and CCYJ,serving as the Intermediary
Organization for RPKC,is a high priority to effectively communicate and work within crisis response.
Healthy ongoing communication, role clarification,and mutual respect among KPD and CCYJ,serving as
the Intermediary for RPKC,and RPKC contracted community-based service provider staff will promote
successful comprehensive violence reduction efforts.
TYPES OF _INCIDI NT5
Critical Incidents:CCYJ,serving as the Intermediary Organization for RPKC, will be notified using the
process outlined in the "Activation Process and Activity"section of this MOU for the following types of
incidents:
1. Gun violence that results in injury or death,excluding incidents of suicide,justifiable homicide or
domestic violence homicides
2. Credible threats of retaliation
ACTIVATION PR AND ACTIVITY
Notification and Initial Response:
1. In the event of a Critical Incident in which shooting has occured, KPD Command Staff will
notify the Chief of Police or KPD's Appointed Liaison using the KPD Command Notification
Process.
2. Chief of Police or Designated KPD Liaison will notify CCYJ Director of Impact and the
Deputy Director of Community Passageways via text once the investigative components of
KPD's response have been stabilized.

The notification will include the following information:
a. Date
b. Time
c. Location
d. Type of incident,and
e. Hospital Information
f. Any other relevant details
3. The Deputy Director of Community Passageways will notify Critical Incident Responders and copy
CCYJ's Director of Impact.
4. The Deputy Director of Community Passageways will decide if immediate scene response is
warranted. If scene response is desired by CCYJ,the Deputy Director of Community
Passageways will notify the Chief or Designated KPD Liaison.The Chief of Police or the
Designated KPD Liaison will ensure that on scene KPD Personnel are aware of the Critical
Incident Responder Activation.
5. The Critical Incident Responders will arrive at the scene as soon as possible, but no longer than
40 minutes,after an appropriate request for field response from KPD.
On-Scene Protocol:
1. Critical Incident Responders will adhere to and respect KPD crime scene preservation
protocols by remaining outside the designated crime scene area.
2. Critical Incident Responders shall wear clothing that clearly identifies that they are part of the
Critical Incident Response team.
3. Critical Incident Responders duties will include confidential communication with community
members designed to reduce the impact of the event,to accelerate recovery,and return people
to everyday functioning.
4. KPD will allow the Critical Incident Responders to determine if in-person interaction between KPD
Personnel and Responders at the scene is appropriate unless such a determination would be
adverse to the interest of public safety. Otherwise,KPD will avoid direct interaction unless initiated
by a Critical Incident Responder.
Data Sharing:
1. To assist with capturing information that is not directly related to critical incident response,but
pertinent to the work of violence interruption,KPD agrees to provide a monthly shots fired data
report to CCYJ and the Deputy Director of Community Passageways. The report will include:
■ Heat map indicating areas of elevated gun violence in the City of Kent
• Map of all shootings in Kent by category
e Historical annual totals for shooting incidents
2. To assist KPD with accountability and transparency in operations and use of resources,CCYJ agrees
to provide quarterly data reports specific to the intervention work done by Community Passageways
in the City of Kent. These reports will include:
• Summary of intervention and outreach work completed on the critical incidents they
received notification on from KPD,including discernable outcomes and impacts of that

work.
ip Statistical data on hotspot intervention work conducted,including locations,number of
community members engaged,and discernable outcomes and impacts of that work.
• Summary of community engagement events conducted by CCYJ and Community
Passageways
• CCYJ understands that records provided under this subsection and under the MOU as a
whole are subject to the Washington Public Records Act and may be disclosed upon
request.
Ongoing Coordination
The Designated KPD Liaison will attend the monthly CCYJ Steering Committee meetings and provide updates
and feedback to the committee,CCYJ,staff and Community Passageways Representatives. Additionally,the
Deputy Director of Community Passageways and the Designated KPD Liaison will meet as needed to
coordinate work between both organizations.
