Agenda:
1. Call to Order
Chair Thomas called the meeting to order at 5:30 PM.
2. Roll Call
All Commissioners were in attendance and all attended remotely.
3. Changes to the Agenda
There were no changes to the agenda.
4. Approval of the Minutes
Commissioner Weissich made a motion to approve the minutes from
the February 28, 2024, regular Commission meeting. Motion was
moved and seconded by Commissioner Mitchell; motion passed 3-0.
S. Consent Items to Accept
A. Letter dated February 14, 2024 from Chief Padilla to Fabiano Landi
congratulating him on being hired as a Probationary Police Recruit Officer
effective March 1, 2024.
B. Letter dated February 15, 2024 from Chief Padilla to Terry Cobb
congratulating him on being hired as a Probationary Police Recruit Officer
effective March 1, 2024.
C. Letter dated February 21, 2024 from Chief Padilla to Ofr. James Quidachay
notifying him that he successfully completed the probationary period and is
appointed to regular employment status effective February 21, 2024.
D. Letter dated February 22, 2024 from Chief Padilla to Records Specialist Joe
Irwin notifying him that he successfully completed the probationary period
and is appointed to regular employment status effective March 1, 2024.
E. Letter dated February 29, 2024 from Chief Padilla to Dominique Jandusay
congratulating him on being hired as a Probationary Police Recruit Officer
effective May 1, 2024.

F. Letter dated March 5, 2024 from Chief Padilla to David Doucett
congratulating him on being hired as a Probationary Reinstated Police
Officer effective April 1, 2024.
G. Letter dated March 12, 2024 from Chief Padilla to Rachel Reed
congratulating her on being hired as a Probationary Police Recruit Officer
effective April 1, 2024.
H. Letter dated March 13, 2024 from Chief Padilla to Kristopher Heasley
congratulating him on being hired as a Probationary Police Recruit Officer
effective April 1, 2024.
I. Memo dated March 19, 2024 from Chief Padilla notifying the Commission
that Records Specialist Sarah Hoffman failed probation and was discharged
on March 7, 2024.
J. Memo dated March 19, 2024 from Chief Padilla notifying the Commission
that Ofr. Anthony Blackwell failed probation and was discharged on March
18, 2024.
K. Memo dated March 22, 2024 from Acting Chief Examiner Stephanie King
detailing the eligibility list removals through March 22, 2024.
There being no questions, Chair Thomas made a motion to accept items A-K.
Commissioner Weissich seconded the motion; motion passed 3-0.
6. Items to Approve
A. Reinstatement list for the position of Police Officer that was established on
February 29, 2024.
B. Continuous testing eligibility list for Entry Level Corrections Officer that was
established on March 14, 2024.
C. Continuous testing eligibility list for Entry Level Police Officer that was
established on March 14, 2024.
D. Continuous testing eligibility list for Lateral/Experienced Corrections Officer
that was established on March 19, 2024.
There being no questions, Chair Thomas made a motion to approve items A-
D. Commissioner Weissich seconded the motion; motion passed 3-0.
7. Action Items
A. Memo dated March 19, 2024, from Acting Secretary/Chief Examiner Stephanie
King requesting a special meeting for April.
Acting Chief Examiner King explained that the Commission may also elect to
cancel the April meeting.

Commissioner Mitchell then made the following motion: "I make a motion
to cancel the April meeting." Chair Thomas seconded the motion; motion
passed 3-0.
B. Memo dated March 20, 2024 from Chief Padilla requesting to test for the position
of Records Specialist and that the following process and weights be used:
- Computer-based Assessment: weight of 100% (70% passing req.)
- Background: Pass/Fail
- Polygraph: Pass/Fail
If there is an insufficient in-house applicant pool, the position will be posted
externally.
Chair Thomas made the following motion: "I make a motion to approve the
testing process as requested." Commissioner Weissich seconded the
motion; motion passed 3-0.
C. Memo dated March 20, 2024 from HR Director Holly Harvey-Smith requesting to
test for the position of Recruitment Analyst/Secretary Chief Examiner and that
the following process and weights be used:
- The position will be open to the public and posted on the City's external career
website as well as other advertising websites typically used by the City for
other recruitments.
- A written exam will be administered to those applicants who meet the position
requirements as set forth in the job description and Rule 4.01. A minimum
passing score of 70% will be required to continue and the written test will
have a final weight of 30%.
- Up to the top seven (7) candidates from the written test (including ties) will
be invited to an oral board interview. A minimum passing score of 70% is
required and the oral board interview will have a final weight of 70%.
- An eligibility list will be established for those who pass both the written exam
and oral board interview. In accordance with Rule 11.04, the Commission may
appoint any one of the top five (5) candidates listed on the eligibility list.
- The Commission or their designee, in cooperation with the HR Director, may
conduct second interviews of any or all of the top five (5) candidates listed on
the eligibility list.

- The finalist selected by the Commission for appointment must successfully
complete a reference check, a background check, and obtain Criminal Justice
Information Systems (CJIS) clearance. These processes are pass/fail.
Chair Thomas asked if anything was different about this process. Acting
Chief Examiner King noted that the Commission has the authority to appoint
a person to this position and to also hold second interviews if they chose to
do so. Commissioner Weissich asked if the first interview would be
conducted in-house by current City staff, which is the case. Human
Resources Director Harvey-Smith clarified that any discussions of
compensation or other sensitive issues may be held in a private forum rather
than in the public meeting of the Commission, as determined by City
Attorney Tammy White.
Commissioner Weissich then made the following motion: "I make a motion
to authorize the testing and process recommended for the position of
Recruitment Analyst/Chief Examiner." Chair Thomas seconded the motion;
motion passed 3-0.

9. Adjournment
There being nothing further, Commissioner Mitchell made a motion to adjourn.
Commissioner Weissich seconded the motion; motion passed 3-0. Meeting was
adjourned at 5:40 PM.
