Agenda:
1. Call to Order
Chair Thomas called the meeting to order at 5:31 PM.
2. Roll Call
All Commissioners were in attendance and all attended remotely.
3. Changes to the Agenda
There were no changes to the agenda.
4. Approval of the Minutes
Chair Thomas made a motion to approve the minutes from the
November 15, 2023 special Civil Service Commission meeting. Motion
was moved and seconded by Commissioner Mitchell; motion passed 3-
0.
5. Consent Items to Accept
A. Letter dated November 20, 2023 from Chief Padilla congratulating Bryan Piek
on being hired as a Probationary Police Recruit Officer effective January 2,
2024.
B. Memo dated November 20, 2023 from Chief Padilla notifying the Commission
that Ofr. Meg Martinez failed probation and was discharged on November 20,
2023.
C. Memo dated November 21, 2023 from Chief Padilla notifying the Commission
that he has acceped Ofr. Dewa Rana's resignation effective November 21,
2023.
D. Memo and corresponding letter dated December 1, 2023 from Chief Padilla to
Matt Levi promoting him to the rank of Sergeant effective December 1, 2023.
E. Letters dated December 11, 2023 from Chief Padilla to Jasyn Dimitroff and
Jaden Gomez congratulating them on being hired as a Probationary Corrections
Officers effective January 2, 2024.

F. Memo and corresponding latter dated December 16, 2023 from Chief Padilla to
Sean Goforth promoting him to the rank of Sergeant effective December 16,
2023.
G. Letters dated December 23, 2023 from Chief Padilla to Ofrs. Nicholas DeVar
and Jacob Pursley notifying them that they successfully completed the
probationary period and are appointed to regular employment status effective
December 23, 2023.
H. Email dated January 8, 2024 from Human Resources Director Holly Harvey-
Smith accepting the resignation of Deputy Director/Chief Examiner Natalie
Winecka effective February 9, 2024.
I. Memo dated January 11, 2024 from Chief Padilla notifying the Commission that
he has accepted Ofr. Thomas Riener's retirement effective February 1, 2024.
J. Memo dated January 12, 2024 from Chief Padilla notifying the Commission that
he has accepted the resignation of Ofr. Stefan Carlson effective January 11,
2024.
K. Memo dated January 19, 2024 from Chief Examiner Winecka detailing the
eligibility list removals through January 19, 2024.
There being no questions, Chair Thomas made a motion to accept items A-K.
Commissioner Mitchell seconded the motion; motion passed 3-0.
6. Items to Approve
A. Continuous Testing Eligibility List for Entry Level Police Officer that was
established on December 18, 2023.
B. Continuous Testing Eligibility List for Entry Level Corrections Officer that was
established on December 18, 2023.
C. Transitional Entry Level Police Officer eligibility list that was established on
January 5, 2024.
D. Continuous Testing Eligibility List for Lateral/Experienced Police Officer that
was established on January 8, 2024.
E. Continuous Testing Eligibility List for Lateral/Experienced Police Officer that
was established on January 12, 2023.
F. Continuous Testing Eligibility List for Entry Level Police Officer that was
established on January 19, 2024.
G. Continuous Testing Eligibility List for Entry Level Corrections Officer that was
established on January 22, 2024.
There being no questions, Commissioner Mitchell made a motion to approve
items A-G. Commissioner Weissich seconded the motion; motion passed 3-
0.

7. Action Items
A. Memo dated January 17, 2024 from Cmdr. Phil Johnson requesting that the
Commission 1) approve the new classification of Police Geographic Information
System (GIS) Analyst and 2) to test for the position. The process for testing
and weights are requested as follows:
- Oral board interview- 70% passing score required, final weight of 100%
- Background investigation- Pass/Fail
- Polygraph examination- Pass/Fail
Commissioner Mitchell asked for a little more clarity regarding what the
position would be responsible for doing and Cmdr. Phil Johnson explained
that the position was originally classified as something else and that the
department has reclassed it to better meet the needs of capturing data in a
way that will be more easily shared and available to the public in support
of a Council initiative.
Chief Examiner Winecka noted that the position was originally as Business
Systems Analyst and, after unsuccessfully recruiting to fill that, the
department determined a GIS Analyst classification would better meet
their needs. The testing process requested aligns with the process that
was used for the BSA position.
Commissioner Weissich then made the following motion: "I make a motion
to approve the job description and the testing process as requested".
Commissioner Mitchell seconded the motion; motion passed 3-0.
B. Memo dated January 18, 2024 from Chief Examiner Winecka requesting the
appointment of a Temporary Secretary/Chief Examiner effective January 29,
2024.
Chief Examiner Winecka explained that Stephanie, with the Commission's
approval, would take over the Secretary/Chief Examiner duties, in
accordance with rule 4.05, effective January 29, 2025 until a new examiner
is hired as a result of a competitive process.
Commissioner Mitchell then made the following motion: "I make a motion
to appoint Stephanie as the temporary Secretary/Chief Examiner per rule
4.05." Commissioner Weissich seconded the motion; motion passed 3-0.
C. Memo dated January 18, 2024 from HR Director Holly Harvey-Smith and Chief
Examiner Winecka requesting to test for the position of Secretary/Chief
Examiner.

Chief Examiner Winecka explained that the job description was being
finalized and that the Commission would have that at the February meeting
or sooner, if requested. She explained that the City was going to fill the
vacancy as a Human Resources Manager/Secretary Chief Examiner.
City Attorney Tammy White explained that the revised job description is a
combination of classified and unclassified duties. Those duties that are
performed as the HR Manager are considered unclassified and therefore
are not protected by Civil Service whereas the Secretary/Chief Examiner
duties are subject to protections. She explained that the Commission will
have final say in who is hired and that HR Director involvement is critical.
Commissioner Weissich asked if there is a clear delineation and Tammy
explained that the job description is clear about the separation of duties
and that it should be clear to applicants as well.
HR Director Holly Harvey-Smith expressed that it will be important for the
Commission and her to collaborate on the hiring of this position and that
finding someone skilled in recruiting with Civil Service experience is
desired.
Commissioner Mitchell asked when the Commission would be involved and
Holly stated she is focused on finalizing the job description and getting the
position posted soon. She is eager to get the vacancy filled and will work
with the Commission throughout the process.
Commissioner Weissich then made the following motion: "I make a motion
to authorize the testing and process recommended for the position of HR
Manager/Secretary Chief Examiner." Chair Thomas seconded the motion;
motion passed 3-0.

There being nothing further, Chair Thomas made a motion to adjourn.
Commissioner Weissich seconded the motion; motion passed 3-0. Meeting was
adjourned at 5:50 PM.
