Comprehensive Plan — Draft Preferred Alternative LUPB meeting staff provided an update on recent work for the 2044 Comprehensive Plan project, including: A summary of Round 2 Community Engagement efforts; A summary of comments the Draft Environmental Impact Statement (DEIS); and Z 0 A draft of the preferred alternative. w Staff asked four questions of Board Members: Z 1. What are your first impressions? Are we headed in the right direction? a Members asked for clarification around where the high-density housing 0 would be allowed; was it at the purple bubbles on Benson and Kent- a Kangley? Staff clarified that the purple bubbles are for housing and o commercial. The orange bubbles represent community commercial which is meant to be amenities for existing residence. N 0 N 2. Ideas for the "level" of mixed-use development along Benson? N Members asked if there is demand for 6 story buildings. Staff stated that the City receives inquiries from developers who are interested in 6 story - buildings in some locations. Another question was brought up around townhomes and what they are. Staff briefly described townhomes as a type of structure with shared walls. LUPB agreed with staff recommendations. 3. Ideas for the "level" of mixed-use development along Kent-Kangley? There was discussion about opportunities to increase multifamily/higher a density housing along Kent-Kangley. This would allow for fewer driveways/points of conflict. LUPB agreed with staff recommendations. a 4. Commercial nodes are intended to provide neighborhood-scale services. Any ideas, thoughts, or anticipated challenges with these locations? There were no comments for this question as neighborhood commercial had been discussed earlier in the meeting. One board member suggested framing them as amenities to serve residents. This segment concluded with a review of the next steps for the 2044 Comprehensive Plan. S. Comprehensive Plan — Housing Element Updates At the LUPB meeting, staff provided an overview of efforts to update the Housing Element of the Comprehensive Plan. Members discussed the goals and had some questions. There was a request to define underutilized in the context of these goals. Underutilized was explained as a lot not being used at it's highest, best use. There were questions regarding how the City can help with homeownership. Page 3 of 3 Packet Pg. 5 LAND USE AND PLANNING BOARD 4^4� 220 Fourth Avenue South Kent, WA 98032 KENT WASHINGTON DATE: August 12, 2024 TO: Land Use and Planning Board FROM: Economic and Community Development SUBJECT: Update of Behavioral Health Facilities Project SUMMARY: Planning Staff will provide an update to Behavioral Health Facilities, focusing on zoning districts compatible with Enhanced Service Facilities and Intensive Behavioral Health Treatment Facilities and final conditions of permitting. Background In 2018, Governor Jay Inslee announced that he was pursuing a 5-year plan to modernize the state's mental health system. The current strategy is to expedite efforts to support smaller community-based health facilities. The goal is to transition patients out of large state-run hospitals into smaller, more specialized categories of facilities to better integrate them into the community appropriate for patients' level of care needs. At the upcoming meeting, staff will provide a recap on further research and feedback regarding the zoning and conditions of siting Enhanced Service Facilities and Intensive Behavioral Health Treatment Facilities. Both of these facilities provide support and services to persons with a behavioral health diagnosis. LUPB will also review the substantive changes to the goals and policies of the Land Use element.
