4. PUBLIC COMMUNICATIONS
A. Public Recognition
i. Proclamation for National Night Out
Mayor Ralph presented the Proclamation for National Night Out to Sara Wood
and Stacy Judd, Community Education Coordinators.
Wood provided an overview of National Night Out and invited the public to
register for the event.
Judd advised there are currently 45 neighborhoods registered and the
deadline is July 30t". Visit Kentwa.gov/nno for link to registration page.

B. Community Events
Council President Pro Tern, Boyce announced upcoming events at the accesso
ShoWare Center. Visit accessoshowarecenter.com for additional information.
Fincher announced upcoming Summer concert events.
Councilmember Michaud announced that July is Parks and Recreation
Month and announced upcoming events, including "Kick it with Kent
Parks" at West Fenwick Park on July 18th, "Popsicles in the Park" at
Morrill Meadows Park on July 24th, and a "Royal Party" at Van Doren's
Landing Park on July 31st.
C. Public Safety Report
Chief Padilla presented the Public Safety Report. Mayor Ralph conducted the
swearing in of officers Micaela Wiley, Officer Bryan Piek, and Officer
Christopher Flowers.
Chief Padilla provided a brief update on the 4th of July, Splash Event and
Cornucopia Days. Chief Padilla expressed appreciation of the work of Parks
and Police staff, in addition to countless volunteers that helped ensure
successful events.
Chief Announced the next Coffee with the Chief will be on July 18th from 8-
10 a.m. at the Starbucks at 22431 84th Avenue South.
S. REPORTS FROM COUNCIL AND STAFF
A. Mayor Ralph's Report
Mayor Ralph recognized all staff and volunteers for putting on the Splash and
Cornucopia events.
Mayor and Chief Padilla attended a regional executive leadership meeting
about gun violence in King County where there was also discussion about the
City of Seattle and King County expanding outreach programs and
restorative justice programs.
Mayor Ralph serves as the Chair of the Transportation Policy Board that
received an update on the federal highway grant process.
B. Chief Administrative Officer's Report
Chief Administrative Officer, Pat Fitzpatrick advised his report is included in
today's agenda packet and there will be an Executive Session tonight
pursuant to RCW 42.30.110(1)(b) to consider the selection of a site for
purchase that is anticipated to last 15 minutes with no action following the
close of the Executive Session.

C. Councilmembers' Reports
Boyce serves as the Subject Matter Chair for the Operations and Public
Safety Items on the Committee of the Whole agenda and provided a recap of
today's agenda items.
Boyce provided a recap of tonight's workshop presentation on the 2044
Comprehensive Plan.
Boyce serves on the Sound Cities Association Public Issues Committee that is
reviewing a draft regarding asylees.
Councilmember Troutner serves as the vice Chair on the Puget Sound
Regional Fire Authority Governance Board, along with Councilmembers
Larimer and Boyd and expressed appreciation for the successful CPR event
held during Cornucopia Days.
Councilmember Michaud is the Subject Matter Chair for the Parks and Human
Services items on the Committee of the Whole agenda and provided a review
of today's agenda items.
Michaud expressed appreciation of Parks Department employees for hosting
a successful SPLASH event.
Michaud invited the public to apply for a Parks and Recreation Commission
position.
Michaud also talked about the recent ribbon cutting event for the School's
Out Program at the Kent Laboratory Academy.
Councilmember Larimer serves as the Subject Matter Chair for the Economic
and Community Development items on the Committee of the Whole agenda
and provided a recap of today's agenda items.
Larimer serves on the King County Ageing and Disability Advisory Council
that recently received a presentation from the Washington Cares fund. Visit
Wacaresfund.wa.gov for information on the benefits of the program.
Councilmember Boyd serves on the Puget Sound Regional Fire Authority
Governance Board that will discuss the FD Cares program during the next
meeting.
Councilmember Fincher serves on the Arts Commission that recently selected
artists for traffic controller box wraps.
Fincher serves on the King Conservation District that continues work on

6. PUBLIC COMMENT
Brandon Keene, a Kent resident provided public comment regarding parking
in his neighborhood adjacent to Lake Meridian Park. Keene provided the
Council with copies of surveys he received from neighbors regarding their
support of a residential parking zone.

C. Excused Absence for Council President Kaur - Approve
MOTION: Council President Kaur is unable to attend the Council

D. Ordinance Granting a Non-Exclusive 10-year Franchise with
Ziply Fiber Pacific, LLC - Adopt
MOTION: I move to adopt Ordinance No. 4496, granting a non-
exclusive 10-year franchise with Ziply Fiber Pacific, LLC, for the
installation of a fiber optic network, subject to final terms and
conditions acceptable to the City Attorney.

E. Cooperative Purchasing Agreement with Panasonic Connect
North America - Authorize
MOTION: I move to authorize the IT Director to purchase
computer equipment through the cooperative purchasing
agreement with Panasonic Connect North America, through
June 30, 2025, or any extended contract term, if those
purchases are within the City's established budgets.
F. Resolution Supporting the Mill Creek Middle School Stormwater
Improvement Project - Adopt
MOTION: I move to adopt Resolution No. 2074 to support the
Mill Creek Middle School Stormwater Improvement Project and
authorize the Mayor to sign all necessary documents.
G. ARPA Grant Agreement with Kent School District - Authorize
MOTION: I move to authorize the Mayor to sign an ARPA Grant
Agreement with the Kent School District, in an amount not to
exceed $460,000, subject to final terms acceptable to the
Economic and Community Development Director and City
Attorney.
H. Lake Meridian Playground Resurfacing Replacement Project -
Funds - Accept
MOTION: I move to accept grant funds in the amount of
$100,000 from the State Recreation and Conservation Office,
amend the budget, authorize expenditure of funds, and
authorize the Mayor to sign all necessary documents, subject to
terms and conditions acceptable to the Parks Director and City
Attorney.
I. Association of Washington Cities ("AWC") Alternative Response
Team Grant Award - Authorize
MOTION: I move to accept grant funds from the Association of
Washington Cities in the amount of $205,000 for the Domestic
Violence Co-Responder Program, amend the budget, authorize
expenditure of the grant funds, and authorize the Mayor to sign
the grant agreement, subject to final terms and conditions
acceptable to the Chief of Police and City Attorney.

At 7:41 p.m. the Council went into Executive Session.
At 7:56 p.m. Executive Session was extended for an additional 8 minutes.
At 8:04 p.m. the Council ended Executive Session.
12. ADJOURNMENT
With no action following Executive Session, Mayor Ralph adjourned the
meeting.

Towing has not been enforced. The neighborhood is being abused.
After months of searching, the Kent Police Department has now hired a parking
enforcement officer. Better enforcement is coming!
Now we need stricter rules.
