PRESENTATIONS 1 2044 Comprehensive Plan Update Kristen 45 MIN. Holdsworth Long Range Planning Manager, Kristen Holdsworth provided the Council with an update on the 2044 Comprehensive Plan. Holdsworth advised today's discussion will involve moving from three studied alternatives to a growth alternative. Holdsworth talked about the land use alternatives for study and that alternatives two and three will meet growth targets for housing and jobs. The Council agreed that Alternative 1 is no longer under consideration. Alternative 2 Nodes & Corridors o Greater growth intensities on Benson corridor and Kent-Kangley o New neighborhood survey centers scatter throughout the East Hill Alternative 3 - Core with Transit Links o New increase of development opportunity on Benson corridor and Kent- Kangley, but does not have the commercial nodes o Creates a downtown City Council Workshop Workshop Regular July 16, 2024 Meeting Kent, Washington Minutes ......................................................................................................................................................................................................................................................................................................._............................................................................................................................................................................................................... The comment period for Draft Environmental Impact Statement (DEIS) closed July 15, 2024. The DEIS is a disclosure document that helps identify how proposal may affect the environment and identify mitigation measures. Holdsworth talked about the comments received: LUPB hearings - Three people attended, but no public comments were received Emails: 10 comments (4 community members and 6 agencies/tribes) Soos Creek Water & Sewer PSE WSDOT City of Renton WA state Dept of ecology Duwamish Tribe Overall, great support for alternatives two and three. Draft Preferred Alternative - Major Elements: Subareas developed as planned (Downtown, Industrial Valley, Midway) Benson Corridor and Kent-Kangley (redevelop moderately, with mixed-use at greater intensity at key intersections) Middle Housing allowed throughout lower density zones, and at higher densities (up to 1/4 mile) from current and future nigh-capacity transit (up to six-plexes) New neighborhood notes in East Hill limited Holdsworth review the map depicting the draft preferred alternative. Responsive to greater redevelopment in industrial valley, downtown, midway Modest growth on Benson corridor and Kent-Kangley Modest infill middle housing development in residential areas and a greater amount adjacent to transit stops. East Hill - modest growth along corridors at specific intersections: Benson and Kent-Kangley 132 & Kent-Kangley James and Benson East on Kent-Kangley, past 132nd, likelihood for redevelopment is limited - 116th to 132nd has most potential. Holdsworth responded to councilmember's questions about what development is anticipated for specific intersections and streets. The City will incentivize middle housing growth. The same with Benson 104/108 Commercial areas - SW of Clark Lake Park and NE of Clark Lake Park and 116th and 248t" Councilmembers provided initial impressions and conveyed ideas for redevelopment and mixed-use. Councilmembers expressed support for the level of mixed use development along Benson: Creating ownership opportunities 4 stories along corridor, 6 stories at key intersections Mixed use - ground level commercial - above residential - live/work lofts. Councilmembers expressed support of removing the stretch beyond 132nd on Kent-Kangley. For the proposed commercial nodes that are intended to provide neighborhood-scale services, councilmembers provided ideas, thoughts, and anticipated challenges with these locations. After discussion that included challenges with developing 256 & 132 , Holdsworth advised she will return with additional details on any known issues with development at this location. Next Steps were reviewed. July-August project team refines preferred alternative. August 20th Council confirms preferred alternative. August - October - revise analysis for FEIS and update elements October 11th Draft 2044 Comp Plan released. December loth 2044 Comprehensive Plan Council deadline for action.
