HomeMy WebLinkAboutCity Council Meeting - City Council Workshop - 01/01/1996 COUNCIL WORKSHOPS Prior to June 1996, no minutes were written of Council workshops. It was felt that workshops and Council meetings should be totally separate, and that attending both would cause confusion. It was the belief of the previous City Clerk (and presumably the Attorneys) that attendance and the preparation of minutes was not necessary, since no official actions could be taken at a workshop. Staff from Administration recorded the workshops and the City Clerk did not attend. The City Administrator eventually asked the City Clerk to take over recording the workshops, which is still being done. In addition, the workshops are now being video taped, and brief minutes prepared. �� ���� Overtime Pay—Must overtime be paid at the end of the pay period in which it was earned? Generally the workshops are held at 6:00 P.M., in the Council Chambers East just prior to the Council regular meetings which are held on the first and third Tuesday of each month. The workshop is an informal session involving discussion between and among the City Council and City Staff regarding policy issues. In many cases the focus will be on the Target Issues previously identified by the Council, copies of which are available with each week's agenda. In addition to discussion, the workshop may involve presentations, feedback, brainstorming, etc. regarding further work to be done by the City Staff on key policy matters. NO FINAL ACTION IS TAKEN AT A WORKSHOP. PUBLIC INPUT: This workshop constitutes a special meeting of the City Council. As such, the meeting is open to the public, and the public is invited to attend. However, no public testimony will be taken. Nevertheless, if time allows and the Council deems it appropriate or necessary, public input may be allowed at the workshop. Public testimony regarding a particular subject is appropriate at a regular Council Meeting where comments are recorded and minutes prepared. Regular meetings are held on the first and third Tuesdays at 7:00 P.M. in the Council Chambers. I AGENDA 1.
