A. Public Recognition
i. Employee of the Month
Mayor Pro Tern, Kaur recognized Natesha Slater as the July Employee of the
Month.
Laura Haren Conservation Coordinator expressed appreciation of Natesha's
work and Natesha expressed appreciation of the award.
ii. Proclamation for Parks and Recreation Month
Mayor Pro Tern, Kaur presented the Proclamation for Parks and Recreation
Month to Julie Parascondola, Parks, Recreation and Community Services

Director for the City of Kent.
Parascondola expressed appreciation of the City's Parks staff and invited the
public to attend upcoming Parks & Recreation month events.

B. Community Events
Councilmember Boyce announced upcoming events at the accesso ShoWare
Center.
Councilmember Troutner announced the upcoming Cornucopia Days event in
addition to the "Salsa in the Streets" event being held during cornucopia
Councilmember Fincher invited the public to attend upcoming Spotlight
Series events.
5. REPORTS FROM COUNCIL AND STAFF
A. Mayor Ralph's Report
No Report.
B. Chief Administrative Officer's Report
Chief Administrative Officer Pat Fitzpatrick advised of the conversations the
City is having with Google in an effort to bring high speed internet to the City
of Kent. There is also interest from other high speed internet providers.
C. Councilmembers' Reports
Kaur serves on the Growth Management Planning Council that recently held a
work session and received a presentation from the Affordable Housing
Council.
Kaur provided an overview of the two agenda items from today's workshop.
Councilmember Troutner serves on the Puget Sound Regional Fire Authority
Governance Board, along with Councilmembers Larimer and Boyd and talked
about the upcoming job fair on July 13th at the accesso ShoWare center.
Councilmember Michaud talked about the recent reopening of Morrill
Meadows Park.
Michaud serves as the subject matter chair for the Parks items on the
Committee of the Whole agenda and provided a recap on the one agenda
item.
Michaud also serves on the Washington urban and Forestry Council that
recently received a briefing on the Department of Natural Resources youth

education and outreach program.
Councilmember Larimer serves as the subject matter chair for the Economic
and Community Development agenda items for the Committee of the Whole
and provided a recap of today's two information only presentations.
Councilmember Fincher invited the public to attend the July 141" Cornucopia
Parade.

7. PUBLIC COMMENT
Brandon Keene, a Kent resident, provided comment on parking zones around
Lake Meridian.
TJ Petersen, a Kent resident, provided comment on the Asylees.

MOTION: I move to approve the payment of bills received

C. Kent Youth and Family Services Contract - Substance Use
Disorder and Mental Health Services - Authorize
MOTION: I move to authorize Mayor to sign the Consultant
Services Agreement with Kent Youth and Family Services,
subject to the final terms and conditions acceptable to the
Parks Director and City Attorney.
D. Goods & Services Maintenance Agreement with Totem Logistics
for On-Call Services - Authorize

MOTION: I move to authorize the Mayor to sign the Goods and
Services Maintenance Agreement with Totem Logistics, Inc., for
on-call services, subject to final terms and conditions
acceptable to the Public Works Director and City Attorney.
E. Goods & Services Maintenance Agreement with Totem Logistics
for Litter Clean-up - Authorize
MOTION: I move to authorize the Mayor to sign the Goods and
Services Maintenance Agreement with Totem Logistics, Inc., for
litter clean-up services, subject to final terms and conditions
acceptable to the Public Works Director and City Attorney.
F. Accept the Meet Me on Meeker (Russell - Midtown 64) Sidewalk
Improvements Project as Complete - Authorize
MOTION: I move to authorize the Mayor to accept the Meet Me
on Meeker (Russell - Midtown 64) Sidewalk Improvements
Project as complete and release retainage to Axum General
Construction, Inc. upon receipt of standard releases from the
State and the release of any liens.
G. Interagency Agreement with the Washington Traffic Safety
Commission - DUI Court Grant - Accept
MOTION: I move to accept grant funds in the amount of
$175,000 from the Washington Traffic Safety Commission for
DUI court, amend the budget, authorize expenditure of funds,
and authorize the Mayor to sign all necessary documents,
subject to terms acceptable to the Court Administrator and City
Attorney.

10. BIDS
A. 212th Water Treatment Facility - Filter Media Installation -
Award
Public Works Director, Chad Bieren provided details on the 212th Water
Treatment Facility - Media Filter Installation project and recommend
awarding to Award Construction, Inc.
MOTION: I move to award the 2121" Water Treatment Facility -
Filter Media Installation Project to Award Construction, Inc. in
the amount of $271,643 and authorize the Mayor to sign all
necessary documents, subject to final terms and conditions
acceptable to the City Attorney and Public Works Director.

The Problem: Regardless of no-parking signs, my neighborhood is treated like an
overflow parking lot for Lake Meridian Park

"My neighborhood"refers to 15oth Pl SE,270th Pl, and 271st Pl in Kent.
Police are too busy to enforce parking rules. Mailboxes get blocked. Delivery drivers
struggle to get through as vehicles park in the streets - not even on shoulders. Quite often,
people change clothes and urinate openly in front of residents. Garbage is left behind daily.
Some loiter in their cars for hours, smoking cigarettes or marijuana. Loud and vulgar music
from cars is commonplace. Lake parking destroys neighborhood privacy, peace, and safety.

June 30,2024:A church group parked in our neighborhood for a Sunday service held at the park. The church sent the
man in the orange vest to stay therefor the morning, directing people where to park.
Solutions?
i. The neighborhood should become a 24-hour Residential Parking Zone with towing
enforcement.
Parking is now illegal from noon to 8:oo PM during summer months. During the summer,
park visitors begin parking on my street by 8:oo AM.With evening summer events at the
park,visitors leave their cars on the street well past 8:00 PM.
Residents and their guests should be exempt from no-parking zones. Towing personnel
should be able to check window decals before removing illegally-parked vehicles.
2. Signs should be updated and improved to advertise the free Park and Ride on 132nd
Ave. The names of towing companies should also be posted.
Some signs look weathered and outdated. They do little to deter illegal parking, or inform
people of free and legal parking options nearby.
