Kristen Holdsworth gave a brief update on the Long Range Planning Team.
Callie McGrew has left the City and state to be near family leave an opening
in Long Range Planning.
Lindsay Walker is transitioning to Long Range to support the department
through the Comp Plan process.
Matthew Chastain, our intern, will be backfilling Lindsay as he is graduating
in June.

6. Opioid Treatment Program: Expanded Siting and New Conditions
Planning Staff provided a summary of proposed changes for Opioid
Treatment Programs, including new locations and conditions of approval.
In June 2023, the City amended Title 15 to address SB 5536 (commonly
referred to as the "Blake Fix"). SB 5536 updated state statutes concerning
controlled substances, including how local governments regulate opioid
treatment programs and harm reduction programs. Due to the tight effective z
deadline, ECD staff prioritized changes necessary to comply with the g
ordinance. However, staff anticipated further discussions would be needed. w
ECD committed to further evaluation and fine-tuning of potential code N
amendments in 2024. Z

Staff provided a recap on Opioid Treatment Programs, proposed new siting 2
and zoning criteria as well as reevaluated conditions of approval. a.

At the end of the presentation, the members were asked about the proposed
new siting locations. The members wanted to know the exact boundaries of o
the new locations, particularly the area on Central Ave. There were also N

questions about whether requiring frontage on Central would limit the area
for the centers to open. Public transportation was also talked about as that
would be an important component of the centers being successful. o
7. 2044 Comprehensive Plan: Project Updates a
During the meeting staff provided an update on recent work for the 2044
Comprehensive Plan project, including:
The Comprehensive Plan Community Advisory Group (CAG) Meeting #2; U
Comprehensive Plan Vision and Guiding Principles; Q
Draft Economic Development Element Goals; and
Round 2 Community Engagement. Q

Staff promoted the project website (Engage.KentWA.gov/FutureKent
<https://engage.kentwa.gov/futurekent>) which includes lots of useful
information, including the Community Advisory Group charter and meeting
notes, upcoming outreach events, and other project updates.
At the end of the presentation, members were asked for input regarding the
changes to the Economic Development goals. Members suggested several
things:
Public safety is not explicitly addressed and needs to be called out. For
example, people need to safe leaving their car, walking, etc. and businesses
need to not worry about theft/loss and be assured customers will come.
Education and schools should be added more explicitly, recommend adding to
Goal 4.

• For Goal 4, the second sentence isn't needed. Felt that the first sentence
stands on its own.
Some words such as multi-modal and placemaking might be to jargon-y for
the general public.
As well as mitigating risks, we should make an effort make sure we have
agreement for how we will identify risks.
Somehow craft language that says we want Kent to be a destination;
businesses want Kent to be a great place for their customers and workers.
That last part of the presentation was requesting the board members help o
with the upcoming Round 2 engagement, including volunteering to pass out 0
postcards/fliers and attending community events.

The Comprehensive Plan team hosted a special meeting to discuss findings from studying the N
z
three potential growth alternatives. After a brief presentation providing an overview of the a
project, meeting participants gathered around tables to play "KentQuest: Building Tomorrow O
Together." It is an interactive activity/game where members learned about potential growth 2
impacts, trade-offs, and priorities. They then used tokens and gems to weigh in on topics to a
help the project team understand excitement, concerns, and potential investments and o
mitigation measures around the three growth alternatives. Ultimately, results from this event
as well as other community events will help inform the City's selection of a preferred growth cm
alternative. `V

SUBJECT: Update of Behavioral Health Facilities Project
SUMMARY: Planning Staff will provide an update to Behavioral Health Facilities,
focusing on Enhanced Service Facilities and Intensive Behavioral Health Treatment
Facilities.
Background
In 2018, Governor Jay Inslee announced that he was pursuing a 5-year plan to
modernize the state's mental health system. The current strategy is to expedite
efforts to support smaller community-based health facilities. The goal is to
transition patients out of large state-run hospitals into smaller, more specialized
categories of facilities to better integrate them into the community appropriate for
patients' level of care needs.
At the upcoming meeting, staff will provide a brief recap on further research and
feedback on Opioid Treatment Programs. A majority of our time will be spent
discussing Enhanced Service Facilities and Intensive Behavioral Health Treatment
Facilities, including siting these facilities. The State's Model Ordinance suggests
medium to high-density residential areas as well as commercial areas may be
appropriate, with specific permit conditions. Low-density residential areas and
Industrial areas are not recommended.
Enhanced Service Facilities are community-based long-term facilities that provide
support and services to persons whom acute inpatient treatment is not medically
necessary.
Intensive Behavioral Health Treatment Facilities are community-based residential
specialized treatment facilities for individuals with behavioral health conditions,
including individuals discharging from or being diverted from state and local
hospitals, whose impairments or behaviors do not meet or no longer meet the
criteria for involuntary inpatient commitment under Chapter 71.05 RCW, but whose
care needs cannot be met in other community-based placement settings.
At the upcoming meeting, staff will be asking you what general characteristics
would make good locations for these facilities, and if there are any types of

locations we should avoid. We will also discuss and ask for your feedback on
specific conditions for approval.
