Anniversary
Mayor Ralph presented the Proclamation for the Kent Guild of the Seattle
Children's Hospital 95th Anniversary to Rita Schwartling.
iv. Proclamation for Bike Everywhere Month
Mayor Ralph presented the Proclamation for Bike Everywhere Month to
Wendy Graves, Chair of the Kent Bicycle Advisory Board.
V. Proclamation for Jewish American Heritage Month
Mayor Ralph presented the Proclamation for Jewish American Heritage Month
to Regina Friedland, Regional Director of the American Jewish Committee of
Seattle.
vi. Proclamation for National Correctional Officers Week
Mayor Ralph presented the Proclamation for National Correctional Officers
Week to Commander Armstrong.
vii. Proclamation for National Police Week
Mayor Ralph presented the Proclamation for National Police Week to Chief
Padilla.
B. Community Events
Council President Kaur announced upcoming events at the accesso ShoWare
Center.
Councilmember Fincher announced upcoming recycling events.
Councilmember Michaud announced that May 18th is Kids to Parks Day at
Van Doren's Park from 9-noon.
C. Economic and Community Development Report
Chief Operating Officer of the Greater Seattle Partners, Rebecca Lovell,
provided an overview of the work of the Greater Seattle Partners that
strengthens and unifies the region's economic development efforts by
building the capacity of public-private partnerships, telling their story, and
engaging the world.
They are bridging the business, government, and civic sectors to welcome
new investments that promote our region on the global stage. Engage the
world through domestic and international business attraction and telling our
region's story. They increase regional economic collaboration through
training and tools to further our partners' success.

Lovell talked about the second Select USA Spinoff - an international foreign
direct investment forum that happens in Washington DC and engages
companies from around the world. In 2023, GSP invited the companies to
stop in Seattle region before going to DC. These companies are willing to
expand into the region.
The Greater Seattle Export Accelerator is specifically for small businesses to
learn export training, expert mentoring.
Uncommon Thinkers Welcome is an award-winning regional branding
campaign that showcased 22 of their partners.
GSP provides Site Visit Coaching to help attract companies to the region.
Chief Economic Development Officer Bill Ellis presented the Kent Valley
Economic Development Report and began by expressing appreciation for all
that organized and participated in the Space for All event.
Ellis announced that Top Pot manufacturing is coming to Kent.
Ellis advised the Kent continues to be a preferred location for space
companies to locate.
5. REPORTS FROM COUNCIL AND STAFF
A. Mayor Ralph's Report
Mayor Ralph and Chief Padilla recently attended a meeting with police chiefs
and mayors and discussed recruitment, retention and the Fentanyl crisis.
Mayor Ralph serves on the South King Housing and Homelessness
Partnership that recently met with planners from South King County.
Planners are focusing on preservation.
B. Chief Administrative Officer's Report
Chief Administrative Officer Pat Fitzpatrick announced the City Council will
hold its annual planning retreat on May 24th, starting at 8:30 a.m. at the
Green River College Kent Station Campus.
Fitzpatrick announced there is an executive session tonight on property
negotiations, as per RCW 42.30.110(1)(b) - Site selection or lease or
purchase of real estate that is expected to last 20 minutes with no action
following.
C. Councilmembers' Reports
Council President Kaur provided an overview of the Operations items on
tonight's Committee of the Whole agenda as well as the two workshop

presentations.
Councilmember Troutner serves as the Vice Chair on the Puget Sound
Regional Fire Authority Governance board and announced the upcoming
Teddy Bear Clinic at Station 74 on May 18t" from 10 a.m. - 1 p.m.
Troutner serves on the Sound Cities Association Regional Transit Committee
that recently received a briefing on transit security and safety.
Councilmember Michaud serves on the Human Services Commission that is
currently review grants.
Michaud provided an overview of the Parks items on today's Committee of
the Whole agenda.
Councilmember Larimer serves on the King County Ageing and Disability
Advisory Committee that received a presentation from the King County Metro
Equity Cabinet member that discussed equity in the physical realm.
Larimer provided a recap of the Economic and Community Development
agenda item from today's Committee of the Whole agenda.
Councilmember Boyce provided a recap of the Public Safety items from
today's Committee of the Whole agenda
Boyce announced Juneteenth will be held on June 22nd at Morrill Meadows
Pa rk.
Councilmember Boyd announced an upcoming Puget Sound Regional Fire
Authority CPR awareness training and job fair on July 13t"
Councilmember Fincher announced the Summer Art Exhibit that will be held
on June 5t" from 6-7:30 p.m. at the City's Centennial Center.
Fincher advised she is serving as the Chair on the King Conservation District
redistricting committee.
Fincher provided a recap of the Public Works agenda items from today's
Committee of the Whole agenda.

enforcement from the Police Department relating to fireworks violations.
Jasmyne Faborito from Torklift Central, and Sandra Dusbrow from Kent
United Methodist Church, announced the upcoming Torklift Central Turkey
Drive. All monetary and food donations go to the Kent Food Bank.

MOTION: I move to approve the payment of bills received

audited by the Committee of the Whole on 4/16/24.
C. Ordinance Amending KCC 9.36 Relating to Traffic Camera
Violation Fines - Adopt
MOTION: I move to adopt Ordinance No. 4487 amending
sections 9.36.140 and 9.36.150 of the Kent City Code to
incorporate state legislative changes that take effect June 6,
2024 related to traffic safety camera violations.
D. 2024 Traffic Signal Shop Lease - Authorize
MOTION: I move to authorize the Mayor to sign a Lease
agreement with Plemmons Industries, Inc., subject to final
terms and conditions acceptable to the Public Works Director
and City Attorney.
E. Reith Road Roundabouts - Additional Transportation
Improvement Board Grant Funding - Authorize
MOTION: I move to authorize the Mayor to accept additional
grant funds in the amount of $239,250 for a total grant funding
amount of $1,834,250 from the Transportation Improvement
Board for the Reith Road Roundabouts project, amend the
budget, and authorize the expenditure of funds.

F. Lindental Generator Replacement Project - Accept as Complete
MOTION: Authorize the Mayor to accept the Lindental
Generator Replacement Project as complete and release
retainage to Saratoga Craftsman, Inc. DBA Bainbridge Electric
upon receipt of standard releases from the State and the
release of any liens.
G. Ordinance Amending Chapter 9.02 of the Kent City Code -
Adopt
MOTION: I move to adopt Ordinance No. 4488, amending
Chapter 9.02 of the Kent City Code to incorporate new crimes
adopted by the state during the 2024 legislative session.

A. Kiwanis Tot Lot 4 Bid - Award
Parks Capital Facilities Project Manager Kerry O'Connor, provided a recap of
the Kiwanis Tot Lot #4 project and recommended awarding to L.W.
Sundstrom, Inc.
MOTION: I move to award the Kiwanis Tot Lot 4 Renovation
Project bid to L.W. Sundstrom, Inc. and authorize the Mayor to
sign all necessary documents, subject to final terms and
conditions acceptable to the City Attorney and Parks Director.

Public Works Director Chad Bieren provided an overview of the 2024 Mill
Creek Reestablishment project bid and recommended awarding to Strickland
and Sons Excavation, LLC.
MOTION: I move to Award the Mill Creek Reestablishment -
East Smith Street to Central Avenue North project to Strickland
and Sons Excavation, LLC, in the amount of $3,292,409.03 and
authorize the Mayor to sign all necessary documents, subject to
final terms and conditions acceptable to the City Attorney and
Public Works Director.

Flashers project bid and recommended awarding to Transportation Systems,
Inc.
MOTION: I move to award the Safe Routes to School - School
Zone Flashers Project to Transportation Systems, Inc. in the
amount of $329,554 and authorize the Mayor to sign all
necessary documents, subject to final terms and conditions
acceptable to the City Attorney and Public Works Director.

At 8: 16 p.m. the Council went into Executive Session.
At 8:36, Executive Session was extended for an additional 10 minutes.
At 8:46, Executive Session ended and the Council reconvened into regular
session.
12. ADJOURNMENT
Mayor Ralph adjourned the meeting.
