MEETING GOALS:
1. Discuss issues of strategic importance and interest to all the Council members.
2. Set the City's direction for next few years,particularly in consideration of the financial outlook.
Note: Refreshments will be served starting at 8 a.m. Please come early to enjoy them and be prepared to convene
the meeting precisely at 8:30.
TOPICS AND ACTIVITIES:
8:30 Welcome! Review the Meeting's Purpose - Council President Satwinder Kaur
8:35 Review Agenda and Ground Rules - Facilitator Jim Reid
8:40 Review 2023 - Council Members, Mayor Dana Ralph, and the Executive Leadership
Team Members (ELT)
Jim will ask this question of each Council member. After each member has answered it, he'll
ask them the same question once more.Then he'll ask the Executive Leadership Team (ELT)
members to answer it.
■ What is one major accomplishment of the City in 2023 that you believe was particularly
noteworthy?
After everyone has identified the accomplishments, we will address this question:
■ What factors contributed to our accomplishments last year?
■ What gets in the way of success?
9:10 Discuss Public Safety Needs and Funding - Council Members, Mayor Ralph, CAO Pat
Fitzpatrick, Finance Director Paula Painter, and Police Chief Raf Padilla
The Mayor and City Council share an interest in ensuring that public safety services meet the
needs of our community. Everyone appears to agree that there are public safety issues that are
statewide and local.They are hearing from the public that more police officers are needed.The
national average of officers per 1,000 residents is 2.31,while Washington's is 1.36 and Kent's is
1.20.
With these interests and concerns in mind, our discussion of public safety will focus on these
questions:
■ What are the public safety needs in Kent today?What are the current conditions?What do
we anticipate might be the future conditions and needs?What are we currently doing to
address them?
■ What is the status of proposals in Olympia that could help us address public safety?
■ What are options for generating sustainable funding for public safety?
■ What are the next steps toward achieving our interests?

10:15 Discuss 2025226 Budget Preparation and Existing and Anticipated Conditions -
Council Members, Mayor Ralph, Pat, and Paula
While preparing for this meeting, the Mayor and Council members expressed two interests: 1)
Ensure the City's budget is sustainable; and 2) Ensure the budget reflects economic,financial,
and social conditions in the community. With these interests in mind, our discussion about the
2025-'26 budget will focus on these questions:
■ What is the structure of the budget, including revenue sources and expenditures, operations
and capital, and enterprise funds?
■ What is the current financial environment?What trends and conditions do we anticipate
during the next few years?What areas are growing in terms of need for investment (e.g.
public safety, garbage removal including camp clean up,future public defense costs, security
and repair of Parks/PW facilities)?

■ How will these trends, conditions, and needs influence decisions about revenues and
expenditures? How might those decisions be reflected in the next biennial budget? For
example,to be able to fund any new initiatives,what programs and services would the City
need to cut? Is the Council willing to adopt a "no growth budget"?
■ What are the key steps in the process of developing and adopting the budget?

■ This brief review is intended to refresh our understanding of the protocols to ensure the
safety of Council members,the Mayor, and public at public meetings and forums.
1:00 Discuss Transportation Project Prioritization and Funding - Council, Mayor, Pat, Paula, and
Public Works Director Chad Bieren
■ How does the City prioritize transportation projects? How is roadway safety addressed
during design? What road safety standards does the City follow and why?What projects are
planned that could help enhance safety?
■ What are the emerging issues, problems, and trends?
■ What are the revenue sources for transportation?What do we need to do to ensure
sufficient funding for the transportation network?
■ Are there any questions, concerns, or thoughts on the impacts and our approaches?

and Long-Range Planning Manager Kristen Holdsworth
The City is currently updating its Comprehensive Plan, including the housing element.
■ As a reminder, how has state legislation in the last few years affected the efforts of cities to
meet the need for affordable housing?
■ How is Kent impacted by the legislation?What makes Kent and South King County unique?
What is our approach through the Comp Plan update to meet the state's mandates and
increase housing supply and affordability?
■ What have we learned from the experiences of other cities throughout the state?

■ Are there any questions, concerns, or thoughts on the impacts and our approaches?

OPMA.
