o The next meeting will be Wednesday, April 17 from 6-8 PM in Council
Chambers. Council, LUPB, and members of the public are welcome to
attend and observe the meeting.
Draft Environmental Impact Statement (DEIS) coordination and early
analysis;
o Staff have met with over 15 internal and external agencies and service
providers to discuss the three growth alternatives and inform the DEIS;
o The DEIS will be released in late May and will include a 45 day public
comment period and LUPB hearing;

o The project team is working towards a December 2024 adoption. This o
means at this time we anticipate all LUPB meetings to be kept through the Cn
rest of the year.

6. 2024 Legislative Session Recap �.

The Washington state legislative session ended on March 7, 2024. Staff c
provided a high-level overview of housing, planning, and land use related
bills that were adopted this session. Staff will also discuss bills that did not
pass and policy matters that are likely to re-appear in coming years.

Co-Living Housing (ESHB 1998)
Parking Standards (SB 6015)
Middle Housing Clarifications (ESHB 2321) Q
Building Code Studies for Middle Housing (HB 2071) r
Wildland Urban Interface (WUI) (SB 2071) and c
Public Notice Requirements (HB 1105).
The members asked clarifying questions regarding the co-living bill about
sewer connection fee limits and off-street parking in the vicinity of public
transportation. They also had concerns about consistency between differing
requirements for nonconforming gravel surfaces as parking and their impact
on stormwater.
For the purpose of efficiency, the City intends to implement the parking bill,
which is effective June 2024, as a Director's Memo and then will incorporate

7. Q1 2024 ECD Updates
The Long Range Planning manager provided a brief update on ECD activities,
including economic development, long range planning, development
applications, and other department updates. The Q1 2024 report was
distributed to the members. LUPB asked that acronyms and AMANDA (the
city's new permitting software) be spelled out or more thoroughly described
the first time they are used.

SUBJECT: Opioid Treatment Program: Expanded Siting and New
Conditions
SUMMARY: Planning Staff will provide a summary of proposed changes for Opioid
Treatment Programs, including new locations and conditions of approval.
Background
In June 2023, the City amended Title 15 to address SB 5536 (commonly referred to
as the "Blake Fix"). SB 5536 updated state statutes concerning controlled
substances, including how local governments regulate opioid treatment programs
and harm reduction programs. Due to the tight effective deadline, ECD staff
prioritized changes necessary to comply with the ordinance. However, staff
anticipated further discussions would be needed. ECD committed to further
evaluation and fine-tuning of potential code amendments in 2024.
Staff will provide a recap on Opioid Treatment Programs, proposed new siting and
zoning criteria as well as reevaluated conditions of approval.
We have reserved 10 minutes at the end of the presentation for general discussion
and feedback.
Next Steps
Future meetings with LUPB will be scheduled to continue to discuss other types of
Behavioral Health Facilities. City Council will also receive updates on project status.
