Re: Removal of Administrative Assistant III from Civil Service
MOTION: I move to concur in the removal of the Administrative Assistant III
position from the City of Kent's Civil Service System.
Currently, all positions within the Kent Police Department, excluding the positions of Chief of
Police and Parking Enforcement Aide, are included within the City's civil service system.
However, RCW 41.12.050(2)(b) and (3) authorize certain positions within the Kent Police
Department to be designated as part of the unclassified service and removed from the civil
service system, including administrative assistant positions.
Once a position is made part of the City's civil service system, it can only be removed from civil
service upon the concurrence of the Police Chief, the Mayor or Chief Administrator, and the Civil
Service Commission, and then only after the Civil Service Commission has first heard the issue
in an open meeting. See, RCW 41.12.050(3).
The position of Administrative Assistant III serves as the confidential assistant to the Police
Chief and the position is currently vacant. There is only one position that occupies the
Administrative Assistant III job classification. Before opening the vacant position for
recruitment, the Police Chief and the Chief Administrative Office request the Civil Service
Commission concur with removing the position from the civil service system.
Removing the Administrative Assistant III position from the civil service system will give the
Police Chief a greater ability to control who is appointed to this position, will help ensure that
the incumbent appointed to the position is a good fit to serve as the Police Chief's confidential
assistant, and by converting the position to one filled at-will, provide the Chief with a better
ability to remove more swiftly an incumbent who is not meeting performance expectations.
By their signatures below, the Police Chief and the Chief Administrative Officer acknowledge
their concurrence in removing the Administrative Assistant III position from the civil service
system immediately, and request the Civil Service Commission adopt the proposed motion to
acknowledge their similar concurrence. Should the Commission issue its concurrence, the
Administrative Assistant III position will be removed from the civil service system and the City's
HR Department will commence recruitment efforts using those methods applicable to other
non-represented at-will employees.
