This Amendment is made between the City and the above-referenced Consultant or Vendor
and amends the original Agreement and all prior Amendments. All other provisions of the original
Agreement or prior Amendments not inconsistent with this Amendment shall remain in full force
and effect. For valuable consideration and by mutual consent of the parties, Consultant or
Vendor's work is modified as follows:
1. Section I of the Agreement, entitled "Description of Work," is hereby modified to add
additional work or revise existing work as follows:
In addition to work required under the original Agreement and any prior
Amendments, the Consultant or Vendor shall:
As described in the attached Exhibit A, incorporated herein,
provide 60% design services for landscape architectural and
trail design for the existing Interurban Trail segment between
Willis Ave and Meeker Street, aligned with the future corridor for

The Consultant or Vendor accepts all requirements of this Amendment by signing below, by
its signature waives any protest or claim it may have regarding this Amendment, and
acknowledges and accepts that this Amendment constitutes full payment and final settlement of
all claims of any kind or nature arising from or connected with any work either covered or affected
by this Amendment, including, without limitation, claims related to contract time, contract
acceleration, onsite or home office overhead, or lost profits. This Amendment, unless otherwise
provided, does not relieve the Consultant or Vendor from strict compliance with the guarantee and
warranty provisions of the original Agreement.
All acts consistent with the authority of the Agreement, previous Amendments (if any), and
this Amendment, prior to the effective date of this Amendment, are hereby ratified and affirmed,
and the terms of the Agreement, previous Amendments (if any), and this Amendment shall be

Exhibit A—Scope of Work
April 15T" 2024
Project Description and Background
The City of Kent Parks, Recreation and Community Services (Parks) is requesting 60% design services for
landscape architectural and trail design for the existing Interurban Trail segment between Willis Ave and
Meeker Street, aligned with the future corridor for Naden Ave. Conceptual Design through 30% has been
completed and this effort will provide plans, specifications and engineers cost estimate based on the
completed 30% design. The outcome of this project will be to rehabilitate the trail surfacing, landscape,
and shoulders alongside of the existing trail section, similar to other sections to the north and south, using
low maintenance plant material and/or grass, coordinate design with the future Naden Ave Design, future
Meet Me on Meeker improvements, and proposed PSE Substation improvements to provide formalize
access to the substation site and stormwater management for PSE site runoff.
The following tasks are identified for 60% design associated with the Naden Ave Trail Improvements:
o Develop 60%design plans, specifications, and construction estimate, to continue towards
final design and construction, including the following:
■ 60%Trail Improvement Plans, including site elements (benches, trash cans, bike
racks)
■ 60% layout of pedestrian-scale lighting for the trail with light bollards (limited use
of pedestrian illumination poles and fixtures at intersections/crossings if
appropriate)
■ Provide for stormwater management, formalized maintenance access for PSE
sub-station, utilizing paved shared-use trail and coordination with PSE for access.
■ Tree and shrub palate shall be drought tolerant and low maintenance, supporting
groundwater-surface water interface (GSI) where applicable, along with the
revegetation plan for the trail.
■ Grass re-establishment along the shoulders of the trail
■ Provide for the trail section and shoulders to be brought up to established multi-
use non-motorized trail design standards including AASHTO, NACTO, and MUTCD
guidelines.
■ Provide for coordination and adjustments between the future Naden Ave Design
and future Meet Me on Meeker design.
ASSUMPTIONS
• The scope of this work is through 60% design to be completed by end of July 2024. 100% design,
permitting and bid phase to be completed under a later contract.
• The trail will remain 10' width, per agreement between King County and PSE, with 2' shoulders
each side (total of 14' width) and in relatively the same location as existing. This width will be the
assumed design width unless otherwise determined.
• Scope of work does not include detailing of the trail plaza connection and crossing at the
intersection of Meeker and Naden/7th. Layout of the trail head will remain as shown at 30%, with
minor adjustments to accommodate 60% design changes, and information included from the
future Naden Ave design if available.

• Minor trail realignment is anticipated, any increase in impervious surfacing will be kept to a
minimum, per the 30% design. Trail width is 10' under the agreement between King County and
PSE,
• Coordination with KC Parks as needed, will be provided by City
• The project will remove some of the impervious gravel areas reducing the total amount of
impervious surfacing and improving infiltration of stormwater in the area (majority of the existing
gravel areas to the east of the trail)
• Stormwater facilities are to include treatment for stormwater runoff from the existing PSE
substation, currently under design for improvements.
• The work is being performed in the PSE ROW trail easement,so will require continued coordination
and approval/review from PSE.
• Draft Illumination Report will be included at 60%.
• Stormwater design work will utilize available information from nearby previous projects.
• Survey has already been completed and available from the City
• Wayfinding Signage will be included, standards to be provided by the City.
• Public involvement or outreach materials will not be required.
• At the end of the project, documents will be submitted to the City for records, in the format they
were created in, i.e. InDesign,Word and Excel for cost estimates. Project deliverables will be in PDF
and AutoCAD Civil 3D format
• The Consultant will set up and maintain the project .ftp site for the project team.
PROVIDED BY KPG PSOMAS
• 60% design for:
o Trail Improvements, including minor trail realignment and connections, trail section
rehabilitation, trail amenities (benches, bike racks and trashcans TBD) and trail corridor
revegetation.
o Stormwater Design, including PSE substation storm water treatment.
o Pedestrian illumination design
o Revegetation of trail corridor(grass or tree and shrub plantings where appropriate)
o Preliminary establishment irrigation
o Wayfinding Signage design
• 60%cost estimate
• Draft Specifications, WSDOT format
• See deliverables lists for individual Tasks
PROVIDED BY THE CITY
The City will provide or obtain the following items:
• Review of 60% design submittal
• Site Survey information (already provided at 30%)
• Any additional information on upcoming development along the trail and Naden Ave, including
access to the development (Public Works)
• Design information for Meet Me on Meeker improvements, if available.
• Current plans for the new Naden Ave project, including right-in-right-out.
• Infiltration testing and geotechnical recommendations for stormwater LID facilities, if required

TASK 1 - MANAGEMENT/ADMINISTRATION/COORDINATION
Task 1 Objective: Management of project team throughout the duration of the project, coordination with
PR&CS, Public Works, coordination with project team, development of invoices, project schedule and
QA/QC. Consultant will attend up to (6) meetings with City Staff and PSE for project review (over approx.
3-month period), discussion of design and coordination, either in person or teleconferencing as necessary
and one site visit - for review as required for the design. The Consultant will also assist with coordination
for PSE and Olympic Pipeline as necessary.
Task 1 Work Elements:
1.1. Project Management/QA/QC
1.2. Monthly Progress Reports and Invoicing
1.3. Project Coordination Meetings (up to 6, including coordination meetings with PSE) and site visit.
Task 1 Deliverables:
• Monthly progress reports including invoices, emailed.
• Meeting agendas and minutes, including summary of decisions made/needed resulting from design
coordination meeting.
Task 1 Assumptions:
• The Consultant will provide timely and immediate notification of any work items or project
developments constituting a change to the written scope of work and fee budget estimate and
schedule.
• The work of this task is estimated to be up to 3-months.
TASK 2—60% Design PSE
Task 2 Objective: Consultant shall provide 60% documents including plans, specifications and estimate for
the Interurban bicycle trail from the Willis crossing connection to Meeker, east of the future proposed
Naden Ave street section.
Task 2.160% Design (Plans,Specifications and Estimate) will be based on the approved 30% plans and will
include:
■ Trail Improvement and Restoration Plans, including site prep, clearing, and grading limits,
pavement/trail TESC needs, removal, typical pavement sections and horizontal and vertical trail
layout.
■ Stormwater Plans and Typical Details, with locations of proposed stormwater treatment, sections,
and draft stormwater report
■ Site elements (benches, trashcans etc.), pavement treatments
■ Trail Revegetation and Soil Improvement Plan, including recommended (minimal) tree and plant
revegetation and soil improvement areas and sections, plant schedule and typical details.
■ Preliminary irrigation, showing POC connection, type of irrigation (temporary, establishment or
standard spray) standard equipment schedule and detail sheets.

■ Pedestrian scale luminaire design, utilizing equivalent fixture to the Willis Greenway (lighted
bollards), with draft illumination report. Illumination service connection will be utilized from new
Naden Ave project.
■ 60% Construction Cost Estimate.
■ 60%draft WSDOT/APWA Specifications and city standards.
Task 2 Deliverables:
• 60% Plans, specifications and Cost Estimate Package - including:
o Cover Sheet, Index, Abbreviations, Survey Control and Alignment Data
o TESC&Site Prep (3 Plan sheets and 1 Detail sheet)
o Trail Improvements (6 plan sheets, 3 detail sheets), including wayfinding locations and
draft signage details
o Stormwater Plans (3 plan sheets, 2 detail sheets)
o Trail Revegetation/Soil Improvement Plan (3 plan sheets, 3 detail sheets)
o Irrigation Plan (3 plan sheets, 2 detail sheets)
o Pedestrian Trail Illumination Design ((3 plan sheets, 2 detail sheet)
o Updated Illustrative Plan for City use.
• Draft Stormwater Technical Report with basis of design
• Draft Illumination Report
Task 2 Assumptions:
• City will provide example contract front end for specifications.
• Replaced impervious for the trail will be equivalent or close to existing. Other impervious areas
within the project limits may be reduced by removing existing crushed rock areas,thereby reducing
the requirements for any additional stormwater facilities.
• Drawings and sketches will be provided in .pdf format and/or power-point format for meetings, if
required.
• Illumination will utilize new service connection included in the Naden right-in/right-out
improvement project.
• Illumination design will be based on National IES and City of Kent Standards.
• Project management is part of Task 1.
• Updated Illustrative Plan will be based on plan Consultant provided to City at Conceptual/30%
Phase.
Other Services
The City may require other services of the Consultant.These Services could include other work tasks not
included in the scope of work, such as Survey, Geotechnical or facilitation of Public Involvement.
The scope of these services will be determined at the sole discretion of the City. At the time these
services are required, the Consultant shall provide a detailed scope of work and estimate of costs.The
Consultant shall not proceed with the work until the City has authorized the work and issued a notice to
proceed.
