B. Community Events
Council President Kaur announced upcoming events at the accesso ShoWare
Center.
Councilmember Fincher announced an upcoming mini recycling event at the
Kent Library on April 191" from 1 - 4 p.m. and the Spring Clean Up event
April 8t" - 12tn
Councilmember Michaud invited the public to participate in the Green Kent
Arbor day event on April 61" at Riverview Park from 9 - noon and the Green
Kent Earth Day event on April 20t" at Clark Lake Park from 9 a.m. - noon.
C. Public Safety Report
AC Kasner presented the Public Safety Report by announcing two new
officers. Mayor Ralph swore in Lindsay Hernandez and Daniel Bartolo.

S. REPORTS FROM COUNCIL AND STAFF
A. Chief Administrative Officer's Report
Chief Administrative Officer Pat Fitzpatrick announced the Council Retreat will
be held on May 3r1. The location is yet to be determined and the agenda is
being finalized.
Fitzpatrick announced a joint meeting between the Kent City Council and
Kent School Board on March 26, 2024 at 6 p.m. at the Kent School District
Administrative Building. The agenda will be posted on March 215t
Fitzpatrick expressed his appreciation of the work of the Economic and
Community Development Department permitting staff, as their permit
system has been down for almost two weeks, causing the staff to find work
grounds to continue their work on permits.
1. Mayor Ralph's Report
Mayor Ralph serves as the Chair on the Puget Sound Regional Council
Transportation Policy Board that recently discussed project tracking to ensure
completion of projects and that funds are expended on time.
Mayor Ralph serves on the Regional Policy Council that discussed the
Implementation Plan on crisis care centers coming to the county over next 9
years.
Mayor Ralph serves on the South King Housing and Homelessness
Partnership that is working on their Work Plan for 2025
Mayor Ralph invited the public to her 7th annual State of the City on March
21St at the Kent Meridian Performing Arts Center.
B. Councilmembers' Reports
Council President Kaur serves as the Chair of the Committee of the Whole
and Council Workshop and provided overviews of today's agenda items.
Kaur serves on the Puget Sound Clean Air Agency that heard a presentation
on the Strategic Plan and Green House Gas Emissions. There were also
conversations about recent legislation and what the agency should focus on
for the 2025 session.
Councilmember Larimer serves as the subject matter chair for the Economic
and Community Development items on the Committee of the Whole and
provided a recap of today's agenda item.
Councilmember Michaud serves as the subject matter chair for the Parks and

Human Services items on the Committee of the Whole and provided a recap
of today's agenda item.
Michaud expressed appreciation of Kent Parks Recreation staff and 30+
volunteers that worked to make "Kids Art Day" a success. Michaud is serving
on a panel selecting artist for new East Hill North Community Park that have
narrowed the artists down to three.
Councilmember Fincher serves as the subject matter chair for the Public
Works items on the Committee of the Whole and provided a recap of today's
agenda items.
Fincher serves on the King Conservation District that is working on the
redistricting committee.
Councilmember Boyd serves on the Puget Sound Regional Fire Authority
Governance Board and expressed appreciation of Brian Carson providing a
tour of Station 74.
Fincher serves on the Arts Commission that will host an art exhibit in the
Centennial Center in June.
Councilmember Troutner serves on the Regional Transit Committee that is
working on the Rapid Ride program.
Troutner serves as the Vice Chair on the Puget Sound Regional Fire Authority
Governance Board that meets March 20t"

7. PUBLIC COMMENT
Perry Sobolik, a Kent resident provided public comment regarding the
Mayor's salary and not being able to provide comment during a meeting at
the City.
TJ Peterson, a Kent resident, provided public comment on tenant protections
and talked about the King County tenant protection ordinance.

Approve
MOTION: I move to approve the public safety, infrastructure,
and educational federal funding requests summarized by staff
and direct staff to apply for or assist in the application for such
federal funding.
D. 2024-2028 Art Plan - Approve
MOTION: I move to approve the 2024-2028 City Art Plan and
authorize the Mayor to sign all contracts to implement the Art
Plan within established budgets, subject to contract terms and
conditions acceptable to the Parks Director and City Attorney.
E. Land and Water Conservation Fund Outdoor Recreation Legacy
Partnership - Resolution - Adopt
MOTION: I move to adopt Resolution No. 2070, authorizing the
signing and submittal of a grant application to the Recreation
and Conservation Office to assist with the Uplands Playfield
and Spray Park improvements.
F. Consultant Services Agreement with JECB, LLC for Mill Creek at
76th Avenue South - Authorize
MOTION: I move to authorize the Mayor to sign a Consultant
Services Agreement with JECB, LLC, subject to final terms
acceptable to the Public Works Director and City Attorney.
G. Consultant Services Agreement with GeoEngineers, Inc. for Mill
Creek at 76th Avenue South - Authorize

MOTION: I move to authorize the Mayor to sign the Consultant
Services Agreement with GeoEngineers, Inc., subject to final
terms and conditions acceptable to the Public Works Director
and City Attorney.
H. Grant Acceptance - 2023 National Highway Safety Asset
Management Program - 64th Avenue South & West James
Street - Authorize
MOTION: I move to accept grant funds from the Washington
State Department of Transportation National Highway System
Asset Management Program for the 64th Avenue South and
West James Street Project, amend the budget, authorize the
expenditure of the grant funds, and authorize the Mayor to sign
all necessary documents subject to final terms acceptable to
the City Attorney and Public Works Director.

A. Springwood Park Renovation Project Bid - Award
Parks Planning and Development Manager Terry Jungman provided
information on the Springwood Park Construction Bid Award and
recommended awarding to Terra Dynamics, Inc.

Project bid to Terra Dynamics Inc. and authorize the Mayor to
sign all necessary documents, subject to final terms and
conditions acceptable to the City Attorney and Parks Director.

Good Evening Mayor Ralph and City Council Members. I'd like to begin by tellingyou a story.
Once upon a time, a beautiful girl was born to a teen mom.This little girl had many challenges, she had
trouble eating and drinking, and was slow to meet her developmental milestones.When she was 21/2yrs
old, her mother left her and her twin siblings with her aunt,who then raised and later adopted them.
At first this curly haired blond had no language, did not play with toys, and had no reaction to hunger,
pain, or discomfort. it would take thousands of hours of therapy to help her grow and develop her
strengths.
She began a special preschool at age 3 and enjoyed seeing the other kids. By age 4 she was finally
beginning to make sounds and could speak simple words. But she still had trouble sleeping and
expressing herself and often didn't understand what was said to her. Pictures were used to communicate
and help her express herself. She was having frequent and unexpected meltdowns where she would
scream and throw things and hit or kick. More therapies were added to help her with her emotional
outbursts-they did not help!
Additionally, at age 4 she had brain surgery to fix another problem- her skull was too small for her brain
and cerebral fluids had leaked into her spine causing a hole.
It was at this time doctors also discovered her kidneys were covered in cysts and she would need a
kidney transplant at some point.

In spite of all this, she was mostly a happy and loving child. By first grade she was aware of how different
she was from her peers and began teaching them about her condition. But each year the gap between her
and her classmates became bigger.
For example, at age 10 she still was not potty trained and did not understand how to play with the other
kids. School became a place of loneliness,fear, and anxiety, and she began running away from it to go
home.
Teachers did not understand her unique needs, and despite her mom fighting for her, not much changed.
She had many challenges, but she also had many gifts--- she was super musical and could sing
beautifully,
dance gracefully and ran like the wind. And she was loyal to those who loved her. People were drawn to
her kind loving spirit.
This little girl was our sister Starla, who has gone too soon.
At the age of 10, following a weeklong illness, Starla died from a rare autoimmune disease called ADEMs.
To honor her and continue building awareness of FASD - a FASD diagnosis my twin and I share,The
NoFAS organization, now FASD UNITED set up a program called Stars for Starla.
It is an outreach program that will send certificates of achievement to children and adults on the FASD
spectrum-something they rarely get in school.
This program has touched 326 people on the FASD spectrum in 8 countries and 26 states. They also sell
Christmas ornaments to raise funds for the program and building awareness.

FASD is a permanent brain injury caused by exposure to prenatal alcohol.
It is the leading cause of disability in children yet often not diagnosed because of the lack of awareness
However it can cause internal damage such as Starla's kidney damage, affect a child's ability to
understand cause and effect, impact their ability to understand written and spoken words, cause great
problems with understanding math and as the child grows widen the gap between their peers and
themselves.
Stars for Starla is a program that allows Starla to continue to advocate for those of us affected by FASD.
As a community it is important to understand the impact of this, not just to the children in schools, but
what happens when they grow up.
This brain injury is permanent, not fixable- and often gets worse by how they are taught and treated in
school and society.
Clara and I want to draw awareness to this preventable disorder,to change how we and others are treated
and provide hope to families raising children with FASD and to help change the poor outcomes around
this brain injury.
� Did you know that 70% of children with FASD are not raised by their biological parents per a study in

2011. Studies suggest a rise in alcohol and drug use by women has resulted in 60% more children
coming into state care since 1986 . A lot of kids in foster care have FASD-the diagnosis is as high as 28%
per a study done in 2019, but it is actually higher because most children are unidentified and
undiagnosed. They need stable homes, mental health support, supervision, early diagnosis, multiple
therapies, and simplified language to build their strengths,

We got lucky because we have a stable home with lots of love and support and a mom who learns all she
can about our condition and needs.
Furthermore, did you know that 1 in 20 kids in school are affected by FASD? They might have trouble
communicating, following directions, understanding what is requested and be unable to do the work.
Anxiety is often huge and schools do not seem to understand how to work with them so that they can
progress. By high school many have dropped out often turning to drugs and alcohol. Schools have failed
them and us.
Instead of being a help to our community these children often become homeless and involved with the
law.
People might think those on the spectrum are breaking the law on purpose, but they may be
misunderstood due to their inability to give clear answers, give big emotional responses, or act drunk
even when not. They may even say they committed the crime even when they didn't, they might say yes
to searches that those without FASD would not or become scared and try to runaway. If officers
understood how FASD might present itself then interactions between them might be more successful.
Police officers might be interested in usingthe DEAR interviewing approach- Use direct language, engage
support system, accommodate needs, and remain calm. There are also ways to help those with an FASD
diagnosis who are in the justice system.
Finally,we as a community can help by making sure doctors, therapists, social workers, teachers, and
police departments are FASD informed and trained. To give the proper support and accommodations so
FASD children can be successful as they grow. Having a strong transition plan for becoming an adult will

help. Often people with FASD can work, but they will need the right help. Others, like Starla,will never be
able to live independently and will need supportive living for life. ..
It is my dream to support and teach about FASD and I pray others will join mein this journey
and help make a change.
