Approval of Minutes dated March 11, 2024 Sally McDonough made a motion to amend the minutes for the Behavioral Health presentation as follows: C U Hold a public hearing soon. Changes to the Agenda None S. Briefing on the Kent Transportation Improvement Program (TIP) o David Paine from Public Works gave a briefing on the Kent Transportation w Improvement Program. cn The Kent Transportation Improvement Program (TIP) represents the City's w proposed transportation improvement work program for the next six years. a 0 Updated annually as required by State code, the six-year plan includes capital projects and programs for inclusion in the TIP and Statewide a Transportation Improvement Program (STIP). The TIP is required to be c consistent with the Kent Transportation Master Plan (TMP), with projects nominated from the TMP or included by other agencies. N N Including projects in the TIP allows the City to coordinate with other N agencies, seek additional input from the public, search for funding partners, and apply for grants. Most State and Federal agencies require that projects — being submitted for grants be included in the City's adopted TIP. Staff will give an overview of the TIP and its annual development update, and provide ; link to demonstrate the City's TIP StoryMap outreach tool. iv LUPB members had questions about specific potential transportation projects and roadway segments: a Metro Rapid Ride I-Line station improvements; Safety along 132nd Ave SE; and a Flooding along SE 256t" St near eastern city limits. c David was able to give broad information about some projects. He also explained that some projects, such as SE 256t" St are not in the currently adopted TMP, and therefore cannot be added to the six-year TIP. In order to add a project to the TIP, it must first be included in the TMP project list. 6. Introduction to the Parks and Recreation Element of the Comprehensive Plan Brian Levenhagen, Kent's Deputy Parks Director, provided an overview of the City's Kent Parks, Recreation & Community Services Department, commonly referred to as Kent Parks. Kent Parks includes six external divisions and three internal support divisions and its responsibilities range from managing the Riverbend Golf Course, administering CDBG funds through Human Services ................................................................................................................................................................................................................................................................................................................................................................................................................................................................................................. Then, Callie McGrew presented an update on the Parks and Recreation Element progress made with our consultants, MIG. The 2035 Parks and Recreation Element outlines strategies and goals for fostering a healthy, livable city. It encompasses policies and goals related to the continued development of the City's park and open space system over the coming years. z MIG has conducted a review of the current Parks and Recreation Element and o co they recommend changes to incorporate the 2022 Parks and Open Space w Plan (POSP) and the 2020-2028 Comprehensive Recreation Program Plan. co They also recommend changes based on emerging trends not addressed in w the current element, policy requirements from Puget Sound Regional Council p and King County, and our City's vision for growth and community well-being. Staff will provide a high-level overview of housing, planning, and land use related bills that were adopted this session. Staff will also discuss bills that did not pass and policy matters that are likely to re-appear in coming years.
