BOARD MEMBERS ABSENT: (2) Maria Castro (excused), Tim Irwin (excused). CITY STAFF MEMBERS PRESENT: Erik Preston, Rob Brown. Guests: None. 1. Call-to-Order - Graves The meeting was called to order at 5:54 pm with Wendy Graves presiding. 2. Roll Call - Preston 7 of 9 members present. Two staff present. 3. Changes to the Agenda - Graves • Table Item 4, January 2024 Meeting - Minutes Approval. Draft Minutes not available. • Table Item 5, 6-Year TIP Update (2025-2030) • Add new Item 5 - Mill Creek Canyon Earthworks Park 4. January 2024 Meeting - Minutes Approval - Graves Tabled for Next Meeting S. Mill Creek Canyon Earthworks Park - Graves • Rob: The plan is for the park. Most access improvements are in the TMP • Send link to Terry's presentation 6. 2024 Local Road Safety Plan — Preston Erik Preston presented a PowerPoint from the January 16 Council Workshop • Connie: RRFB projects? Yes, we have RRFB and PHB projects in the works • Prem: Can we install RRFB/PHB on state projects? Yes, on non-freeway state highways. They are funded by grants. • Gordon: New crosswalks. On 2401h at the post office. New roundabout at 106se272. • Erik J: Is Kent-Kangley the same managed access highway type as Benson? Yes. • Wendy: Why is it called Target Zero when the countermeasures reduce it by 50%? The target is zero serious and fatal. 50% reduction for a countermeasure is based on current research for that crash type, etc. • Erik J: Red light cameras have been removed in other jurisdictions. Is Kent thinking about removing them? No. • Prem: Is the City looking at reducing speeds? Yes, that is one of the countermeasures being considered. • Prem: Does the City use 851h percentile? Yes, we have to by state law but it's only one factor of many including context. • Allison: Tacoma passed an ordinance to lower speed limits? Why? City is required to pass something legal to lower speed limits. Kent requires a resolution to be adopted to change speed limits. Seattle did something similar a few years ago. It was shown to make a difference. Seattle installed radar speed signs. Kent has a program to rotate some radar signs around the city. Page 1 of 2 • City applied for 3 PHBs through HSIP grants. 7. Target Zero Action Plan Report — Irwin No TZAP Advisory Group meeting in February, next meeting is likely mid-March. S. Safety Discussion — Graves KBAB needs to keep the discussion relevant to bicycles. Board's charge is bicycles in the City code. Would need a code change to add peds. 9. Use of Slack — Graves Concern is same as before, we've talked about it before. City does not support Slack so Erik and Rob cannot use it. Slack is good for a big organization. How would we manage it as people come and go? Some board members do not like email because it isn't a coherent discussion between different email threads. Teams doesn't work because the internal/external users. 10.Festival & Events Sub-Committee — Graves Rob: need to order logo swag soon. 11.113icycle Infrastructure Sub-Committee — Jacobs In process of scheduling a meeting 12.Monthly Rides and Promotion — Jacobs Nothing New 13.Communications — Preston Rob: City is setting up a distribution list, will need your preferred email address. 14.Notice of Upcoming Meetings - Preston Next meetings: March 25, April 29, and May 20, 2024 (Special). 15.Items for the Next Meeting - Graves • 6-year TIP • January Minutes • TZAP report - Tim. • SRTS and Ped/Bike Grants 16.Adiournment - Graves Wendy Graves adjourned the meeting at 7:10pm.
