HomeMy WebLinkAboutBoards & Commissions - Bicycle Advisory Board - 01/29/2024 (2) Kent Bicycle Advisory Board Meeting January 29, 2024 Minutes Held In-Person Approved March 25, 2024 BOARD MEMBERS PRESENT: (7) Julie Dunn, Erik Jacobs, Prem Subedi, Gordon Dona, Tim Irwin, Allison Hopstad (remote), Wendy Graves. BOARD MEMBERS ABSENT: (3) Maria Castro, Connie Stolpp (excused), and Brian Smith (resigned). CITY STAFF MEMBERS PRESENT: Erik Preston, Rob Brown. Guests: Brad Dyer. 1. Call-to-Order - Graves The meeting was called to order at 5:45 pm with Wendy Graves presiding. 2. Roll Call - Preston 7 of 10 members present. Three Staff and one guest present. 3. Changes to the Agenda - Graves None. 4. December 2023 Meeting - Minutes Approval - Graves Erik J. motion, Gordon seconds, Board approved 7-0. S. The Role of KBAB — Graves • Wendy wants to put together a handout. Meetings have a lot of conversation about what KBAB can/cannot do. Recent hot topic is safety. A lot of conversation about crashes. Bicyclists specifically. Prem and Allison have brought up different topics about changes and being more involved. Wendy recommends members read the City web page on what the roles and responsibilities of the Board are. Some conversation is good but need to stay within the given parameters. • SS4A process. Transportation Advisory Group (TAG). Open to the public. Public is encouraged to attend. • Erik J: Emails middle of the month. Was related to accepting grants. • Wendy: Lisa Watson (King County Health) was looking at something. • Julie: Participated in the TAG last week. Conversations in the subcommittee want to know who KBAB can influence to get things done. State program called Let's Go. PE class for 3-5 grades for bike safety. Grant opens March 1st. Julie met with KSD Transportation Director. KSD will take the idea to the decision makers at the school. • Gordon: The grant opportunities? Next topic on the agenda • Prem: What should KBAB do about safety? What is KBAB's roll in safety? Isn't it to encourage safety? • Wendy: Yes, it is. Tim is the SS4A representative and Julie is also participating. Subcommittee's charge is to advise City. Board can reach out to Council members. Julie talked to CM Fincher. CM Fincher attended a subcommittee meeting. She has worked for the school district. She is interested in KBAB's input. • Wendy: Encourage people to attend Council Meetings. Can make public comments. Can make an agenda item to talk about how to present to Council. 6. Grant Opportunities — Brown Page 1 of 3 • KBAB is not a legal entity to accept a grant, so City will accept grants for KBAB AFTER approved by approval from PW Director. • City can apply for grants on behalf of KBAB, but KBAB must do the work, City staff will support and submit the grant to granting agency. • Erik J: SRTS in TIP. • Rob explained projects in TIP and • SRTS discussion. Grants on odd years. Will coordinate with KBAB • Project costs discussion 7. 2024 Purchases - Graves • Still on hold. Waiting on Multimedia's Program Graphic. Need that before ordering swag and advertising. Erik P will reach out. 8. Festival & Events Sub-Committee - Graves • Banners, only on bridges (277th?). Need to contact Patty Belle and Bill Thomas • YMCA is having a healthy kids event on April 20th 10A-1P. KBAB will attend. Inside event. Need table, flyers, giveaways. 9. Bicycle Infrastructure Sub-Committee - Graves Gaps, Racks, and Crossings • Erik P: cross sections do not need to go in the Comprehensive Plan. Design and Constructions Standards. • Erik J: Gap Map - projects from the 24-29 TIP are in the map. • Erik P: Completed projects are listed in the TIP. • Erik J: Map has gaps, TIP, TMP. How do we get this info for new members? • Alison: Erik J - how are crashes logged? • Erik J: Didn't update the table. A lot of work and not sure anyone was used it. Some are listed but not all. May need to move the tables to a new software account. Erik J will send Allison an email. • Rob: City will provide KBAB with crash report numbers for public records requests. City crash analysis is protected by federal law. • Allison: Not all the data points are in all portals. Like having links to media stories • Wendy: What do we do with it? • Allison: good to have. What do we do with the data? Council? Public meetings? How does KBAB use the data. • Prem: Help KBAB have more difficult conversations. • Wendy: Wants KBAB to come up with action items. • Erik P: Local Road Safety Plan focuses on top 3 crash types. Bike not in the type 3. Target Zero plan will focus on all vulnerable users. Up until the last year serious bike crashes haven't been that common. • Wendy: City comment at City Council 10.Monthly Rides and Promotion - Jacobs Nothing New 11.Communications - Preston • Erik P: Brian Smith resigned from KBAB today. We have an interview with a candidate tomorrow. We have three people with expiring terms on March 315t. To Council in March • Erik P: Web site was updated today. Board members and bike rodeo date. 12.Notice of Upcominci Meetings - Preston Next meetings: February 26, March 25, and April 29, 2024. Page 2 of 3 13.Items for the Next Meeting - Graves • LRSP update • 6-year TIP, allocate enough time • TZAP report - Tim. • Tim Note: TZAP update - Survey about what/where you are comfortable /uncomfortable at the last meeting. 14.Adiournment - Graves Wendy Graves adjourned the meeting at 7:04pm.
