THIS AGREEMENT is made and entered into by and between The Seattle Police Department(SPD), a
department of the City of Seattle, hereinafter referred to as "SPD", as represented by the Chief of Police, and
the City of Kent:
The original Agreement is amended as follows. All other terms and conditions of the original Agreement, as
amended, remain in effect.
ARTICLE I: SCOPE OF WORK
The Scope of Work is amended to include the City's request to change their originally approved purchase from
a patrol boat storage to cell phone evidence lockers to expand their evidence storage capabilities. The basis
for the change of scope is described in the Memo dated October 19, 2023, attached to and made part of this
Amendment as Exhibit 1. A revised Budget Worksheet is attached to and made part of this Amendment as
Exhibit 2.

Re: 2021 JAG -- Kent PD Change of Scope and Budget Change Request
The purpose of this memo is to respectfully request a change of scope and budget
adjustment for Kent Police Department's 2021 Justice Assistant Grant. We currently
have a budget balance of$11,647.43. In our initial 2021 JAG application, we identified
a need to use funds to purchase a carport and concrete pad for storage of Kent PD's
patrol boat. Since the grant application, the City of Kent has identified the plans to
build a Kent East Hill Operation Center(KEHOC), which well store various Kent Police
Department vehicles, equipment, and supplies. The plan for the KEHOC is to have
space to stare the patrol boat so there is no longer a need to use 2021 JAG funds on
the carport and concrete pad for the patrol float.
We mould like to request a change to use of the fund balance to purchase cell phone
evidence lockers and tools/equipment needed to expand our evidence storage. For
many years, we have had to be very creative in expanding our evidence storage due to
increases in crime and legislative changes which have made retention of certain
evidence items longer. We will spend $6,800 on four Snap Charge Cellphone Evidence
Lockers. This expands ability to hold cell phones that have been taken into evidence to
be downloaded. It provides a secure location for them to be stored and charged while
waiting for search warrants to be completed and cases to be adjudicated. The balance
of the funds after purchasing the cell phone lockers will be used on evidence storage
needs, approximately $4,847.
Please let me know if this change of scope and budget adjustment is approved or if
you need additional information.
