Agenda:
1. Call to Order
Chair Thomas called the meeting to order at 5:30 PM.
2. Roll Call
All Commissioners were present and all attended remotely.
3. Changes to the Agenda
There were no changes to the agenda.
4. Approval of the Minutes
Commissioner Mitchell made a motion to approve the minutes from the
July 26, 2023 regularly scheduled Civil Service Commission meeting.
Motion was moved and seconded by Commissioner Weissich; motion
passed 3-0.
5. Consent Items to Accept
A. Email dated June 14, 2023 from Ofr. Patrick Rainer notifying the Chief of his
upcoming separation.
B. Memo dated July 12, 2023 notifying the Commission that Ofr. Michael Morfoot
was terminated effective July 21, 2023.
C. Letter dated July 19, 2023 from Chief Padilla congratulating Nathan Couch on
being hired as a Probationary Corrections Officer effective August 1, 2023.
D. Letter dated July 19, 2023 from Chief Padilla congratulating Bryce Moore on
being hired as a Probationary Corrections Officer effective August 16, 2023.
E. Letter dated July 24, 2023 from Chief Padilla to Ofr. Jonathan Silas notifying
him that he successfully completed the probationary period and is appointed to
regular employment status effective August 1, 2023.
F. Memo dated July 24, 2023 from Chief Padilla accepting the resignation of Ofr.
Patrick Rainer effective August 1, 2023.

G. Letter dated July 25, 2023 from Chief Padilla congratulating Lindsay Hernandez
on being hired as a Probationary Police Recruit Officer effective August 16,
2023.
H. Memo dated July 26, 2023 from Chief Padilla notifying the Commission of
discipline imposed on Ofr. Liam Bertolacci (IA No. 23-003).
I. Memo dated July 26, 2023 from Chief Padilla regarding discipline imposed on
Ofr. Liam Bertolacci (IA No. 23-004).
J. Memo dated July 27, 2023 from Chief Padilla regarding discipline imposed on
Ofr. Patrick Rainer (Divisional No. 006-22).
K. Letter dated August 3, 2023 from Nathan Couch tendering his resignation
effective August 3, 2023 and corresponding memo from Chief Padilla accepting
the resignation.
L. Memo dated August 8, 2023 from Chief Padilla accepting the resignation of Ofr.
Dave Doucett effective August 17, 2023.
M. Memo dated August 9, 2023 from Ofr. Dave Doucett tendering his resignation
effective August 17, 2023.
N. Letter dated August 15, 2023 from Chief Padilla to Corrections Officer Kevin
Langlois notifying him that he successfully completed the probationary period
and is appointed to regular employment status effective August 15, 2023.
O. Letter dated August 16, 2023 from Chief Padilla to Sgt. Joel Makings notifying
him that he successfully completed the probationary period and is appointed to
regular employment status effective August 16, 2023.
Memo dated August 18, 2023 from Chief Examiner Winecka detailing the
eligibility list removals through August 18, 2023.
There being no questions, Chair Thomas made a motion to accept items A-P.
Commissioner Weissich seconded the motion; motion passed 3-0.
6. Items to Approve
A. Continuous Testing Eligibility List for Entry Level Police Officer that was
established on August 1, 2023.
B. Continuous Testing Eligibility List for Entry Level Corrections Officer that was
established on August 1, 2023.
C. Continuous Testing Eligibility List for Experienced/Lateral Police Officer that
was established on August 8, 2023.
D. Email dated August 17, 2023 from Kenneth Holifield requesting to be
reinstated to the position of Corrections Officer and corresponding memo
from Chief Padilla accepting the request for reinstatement with an effective
date of September 18, 2023.
E. Reinstatement list for the position of Corrections Officer that was established
on August 18, 2023.

There being no questions, Commissioner Weissich made a motion to approve
items A-E. Commissioner Mitchell seconded the motion; motion passed 3-0.
7. Action Items
There were no action items.
8. For the Good of the Order
Nothing was discussed for the good of the order.
9. Adjournment
There being nothing further, Commissioner Mitchell made a motion to adjourn.
Commissioner Weissich seconded the motion; motion passed 3-0. Meeting was
adjourned at 5:35 PM.
