Agenda:
1. Call to Order
Chair Thomas called the meeting to order at 5:30 PM.
2. Roll Call
All Commissioners were present and all attended remotely.
3. Changes to the Agenda
There were no changes to the agenda.
4. Approval of the Minutes
Commissioner Weissich made a motion to approve the minutes from
the May 24, 2023 regularly scheduled Civil Service Commission
meeting. Motion was moved and seconded by Commissioner Mitchell;
motion passed 3-0.
5. Consent Items to Accept
A. Email dated May 5, 2023 from Corrections Commander Diane McCuistion to Chief
Padilla notifying him of her intent to retire effective June 30, 2023.
B. Memo dated May 16, 2023 from Chief Padilla notifying the Commission of
discipline imposed on Sgt. Tim Lontz in relation to IA 22-003.
C. Email dated May 17, 2023 from Ofr. Lyndon Baron to Chief Padilla and Mayor
Ralph notifying them of his intent to retire effective July 5, 2023.
D. Memo dated May 30, 2023 and letter dated June 20, 2023 from Chief Padilla
announcing the promotion of Mike Armstrong to Corrections Commander effective
July 1, 2023.
E. Memo dated June 4, 2023 from Ofr. Kiril Van Orman to Chief Padilla tendering his
resignation effective June 4, 2023 and corresponding memo from the Chief
accepting the resignation.
F. Memo and letter dated June 7, 2023 from Chief Padilla announcing the promotion
of Brandon Li to Corrections Sergeant effective June 16, 2023.

G. Letters dated June 16, 2023 from Chief Padilla to Officers Matthew Litke, Anthony
Munoz, and Kyle Stevenson notifying them that they successfully completed their
probationary period and are appointed to regular employment status effective
June 16, 2023.
H. Memo dated June 20, 2023 from Chief Padilla accepting the retirement of Cmdr.
Diane McCuistion effective June 30, 2023.
I. Memo dated June 21, 2023 from Chief Padilla accepting the resignation of Ofr.
Lyndon Baron effective July 5, 2023.
J. Letters dated June 21, 2023 from Chief Padilla to Officers Jason Stotler and
Tristan Thomas notifying them that they successfully completed their
probationary period and are appointed to regular employment status effective
June 21, 2023.
K. Memo dated June 22, 2023 from Chief Examiner Winecka detailing the eligibility
list removals through June 22, 2023.
There being no questions, Chair Thomas made a motion to accept items A-K.
Commissioner Mitchell seconded the motion; motion passed 3-0.
6. Items to Approve
A. Eligibility list for Corrections Commander established on May 19, 2023.
B. Continuous testing eligibility list for Entry Level Police Officer that was
established on May 30, 2023.
C. Continuous testing eligibility list for Entry Level Corrections Officer that was
established on May 30, 2023.
D. Eligibility list for Corrections Sergeant established on June 5, 2023.
There being no questions, Commissioner Mitchell made a motion to approve
items A-D. Commissioner Weissich seconded the motion; motion passed 3-
0.
7. Action Items
A. Appeal of Jeanette DeSuze regarding her removal from the Parking
Enforcement Assistant position- this appeal has been withdrawn.
The appeal was withdrawn as the candidate failed to confirm that she
wanted to continue with the appeal by the deadline that was provided.

Nothing was discussed for the good of the order.
9. Adjournment
There being nothing further, Commissioner Weissich made a motion to adjourn.
Commissioner Mitchell seconded the motion; motion passed 3-0. Meeting was
adjourned at 5:32 PM.
