Attending: Jeff Piecewicz- Chair; Pauline Thomas, Commissioner- excused
abasence; Callius Zaratkiewicz, Commissioner; Natalie Winecka, Secretary/Chief

Agenda:
1. Call to Order
Chair Piecewicz called the meeting to order at 5:31 PM.
2. Roll Call
Chair Piecewicz and Commissioner Zaratkiewicz were present, Commissioner
Thomas was absent.
3. Changes to the Agenda
There were no changes to the agenda.
4. Approval of the Minutes
Commissioner Zaratkiewicz made a motion to approve the minutes
from the September 22, 2021 Civil Service Commission meeting.
Motion was moved and seconded by Chair Piecewicz; motion passed 2-
0.
5. Consent Items to Accept
A. Memo dated September 17, 2021 Ofr. Jacob Reed notifying the Chief that he is
resigning effective October 1, 2021.
B. Memo dated September 17, 2021 from Chief Padilla accepting the resignation of
Ofr. Jacob Reed effective October 1, 2021.
C. Letter dated September 21, 2021 from Chief Padilla congratulating Matthew Litke
on being hired as a Probationary Police Recruit Officer effective November 1,
2021.
D. Letter dated October 7, 2021 from Chief Padilla congratulating Kyle Stevenson on
being hired as a Probationary Police Recruit Officer effective November 1, 2021.
E. Letter dated October 11, 2021 from Chief Padilla congratulating Cassandra Fowler
on being hired as a Probationary Administrative Assistant II effective November
1, 2021.

F. Email dated October 14, 2021 from Cmdr. Rob Scholl to Chief Padilla notifying
him of his intent to retire effective October 31, 2021.
G. Memo dated October 19, 2021 from Chief Padilla accepting the retirement of
Cmdr. Rob Scholl effective October 31, 2021.
H. Memo dated October 22, 2021 from Chief Examiner Winecka with eligibility list
removals through October 22, 2021.
There being no questions, Chair Piecewicz made a motion to accept consent
items A-H. Commissioner Zaratkiewicz seconded the motion; motion passed
2-0.
6. Items to Approve
A. Continuous Testing Eligibility List for Lateral/Experienced Corrections Officer that
was established on October 5, 2021.
B. Continuous Testing Eligibility List for Lateral/Experienced Police Officer that was
established on October 13, 2021.
C. Continuous Testing Eligibility List for Entry Level Corrections Officer that was
established on October 18, 2021.
D. Continuous Testing Eligibility List for Entry Level Police Officer that was established
on October 19, 2021.
There being no questions, Chair Piecewicz made a motion to approve items
A-D. Commissioner Zaratkiewicz seconded the motion; motion passed 2-0.
7. Action Items
A. Request for reinstatement to the Continuous Testing Eligibility List for Entry
Level Police Officer by Ofr. Wayne Graff on behalf of Adrian Fuller.
Chief Examiner explained that there was a technical issue that prevented the
candidate from receiving notifications and that the PD was in support of reinstating
this candidate.
Chair Piecewicz made the following motion: "I make a motion to accept the
reinstatement of Adrian Fuller to the eligibility list as presented."
Commissioner Zaratkiewicz seconded the motion; motion passed 2-0.
B. Memo dated October 22, 2021 from Chief Examiner Winecka requesting to move
the November and December meeting dates to the third Wednesday, instead of
the fourth, to accommodate the holidays.

Chief Examiner explained that this is usual protocol for the meetings that occur in
November and December. She also explained that, at this point in time, it is ok to
hold these meetings remotely and she would keep the Commission apprised if that
changes.
Chair Piecewicz made the following motion: "I make a motion to approve
the recommendation to move the November and December meetings."
Commissioner Zaratkiewicz seconded the motion; motion passed 2-0.

There being nothing further, Chair Piecewicz made a motion to adjourn.
Commissioner Zaratkiewicz seconded the motion; motion passed 2-0. Meeting
was adjourned at 5:41 PM.
