HomeMy WebLinkAboutCity Council Committees - Civil Service Commission - 05/26/2021 (2) Civil Service Commission May 26, 2021 Regular Meeting Minutes Kent, Washington Approval Pending Date: May 26, 2021 Time: 5:30 p.m. Place: This meeting was held remotely via Zoom Attending: Jeff Piecewicz- Chair; Pauline Thomas, Commissioner; Callius Zaratkiewicz, Commissioner- absent; Natalie Winecka, Secretary/Chief Examiner Agenda: 1. Call to Order Chair Piecewicz called the meeting to order at 5:31 PM 2. Roll Call Commissioners Piecewicz and Thomas were present, Commissioner Zaratkiewicz tried to attend but experienced technical difficulties. 3. Changes to the Agenda There were no changes to the agenda. 4. Approval of the Minutes Commissioner Thomas made a motion to approve the minutes from the April 28, 2021 Civil Service Commission meeting. Motion was seconded by Chair Piecewicz; motion passed 2-0. S. Consent Items to Accept A. Letter dated March 6, 2021 from Chief Padilla to Haley Chuculate congratulating her on being hired as a Probationary Police Records Specialist effective May 17, 2021. B. Letter dated April 16, 2021 from Chief Padilla to Melanie Robinson notifying her that she successfully completed her probationary period and is appointed to regular employment status in the rank of Sergeant effective April 16, 2021. C. Revised memo dated April 21, 2021 from Chief Padilla notifying the Commission that Det. Gerry Gee is retiring effective July 20, 2021. D. Email dated May 4, 2021 from Marla Pinelli submitting her notice to retire effective August 31, 2021. E. Memo dated May 4, 2021 from Chief Padilla accepting the retirement of Marla Pinelli effective August 31, 2021. F. Email dated May 10, 2021 from Ofr. Memo dated May 10, 2021 from Chief Padilla accepting the resignation of Ofr. Doug Hicks effective May 10, 2021. H. Email dated May 20, 2021 from Ofr. Craig Lamp to Chief Padilla tendering his resignation effective June 10, 2021. I. Memo dated May 20, 2021 from Chief Padilla accepting the resignation of Ofr. Craig Lamp effective June 10, 2021. J. Memo dated May 21, 2021 from Chief Examiner Winecka with eligibility list removals through May 21, 2021. There being no questions, Chair Piecewicz made a motion to accept consent items A-3. Commissioner Thomas seconded the motion; motion passed 2-0. 6. Items to Approve A. Eligibility list for Parking Enforcement Assistant that was established on April 30, 2021. B. Continuous Testing Eligibility List for Lateral/Experienced Police Officer that was established on May 13, 2021. There being no questions, Chair Piecewicz made a motion to approve items A-B. Commissioner Thomas seconded the motion; motion passed 2-0. 7. Action Items A. Memo dated May 13, 2021 from Chief Padilla requesting to test for the position of Administrative Assistant II and that the following processes and weights be used: Written/Online Assessment- 30% (70% passing score required) Oral Board Interview- 70% (70% passing score required) Background- Pass/Fail Polygraph- Pass/Fail Up to the top 20 candidates from the written assessment will move on to the oral board interview process. Commissioner Thomas made a motion to approve the request to test for the position of Administrative Assistant II with the weights as process as requested. Memo dated May 19, 2021 from Chief Padilla requesting a six-month extension of the Police Records Specialist eligibility list. This is the first extension of this list. Commissioner Thomas made a motion to approve the request to extend the eligibility list for Records Specialist. Chair Piecewicz seconded the motion; motion passed 2-0. S. For the Good of the Order Chief Examiner Winecka updated the Commission on the status of them coming back for in-person meetings. Interest was expressed about a hybrid option and Chief Examiner Winecka said she would look into that as an option. Update to follow at the June meeting. 9. Adjournment Commissioner Thomas made a motion to adjourn. Chair Piecewicz seconded the motion; motion passed 2-0.
