HomeMy WebLinkAboutCity Council Committees - Civil Service Commission - 02/24/2021 (2) Civil Service Commission February 24, 2021 Regular Meeting Minutes Kent, Washington Approval Pending Date: February 24, 2021 Time: 5:30 p.m. Place: This meeting was held remotely via Zoom Attending: Jeff Piecewicz- Chair, absent; Pauline Thomas, Commissioner; Callius Zaratkiewicz, Commissioner; Natalie Winecka, Secretary/Chief Examiner Agenda: 1. Call to Order Commissioner Zaratkiewicz called the meeting to order at 5:32 PM 2. Roll Call Chair Piecewicz was absent from the meeting. 3. Changes to the Agenda There were no changes to the agenda. 4. Approval of the Minutes Commissioner Thomas made a motion to approve the minutes from the January 27, 2021 Civil Service Commission meeting. Motion was seconded by Commissioner Zaratkiewicz; motion passed 2-0. 5. Consent Items to Accept A. Letter dated January 28, 2021 from Chief Padilla to Ofr. Derek Lind notifying him that he successfully completed his probationary period and is appointed to regular employment status effective January 28, 2021. B. Letter from Ofr. Jason Windham resigning from the department. C. Memo dated February 4, 2021 from Chief Padilla accepting the resignation of Jason Windham effective February 4, 2021. D. Memo dated February 19, 2021 from Chief Examiner Winecka with eligibility list removals through February 19, 2021. There being no questions, Commissioner Zaratkiewicz made a motion to accept consent items A-D. Commissioner Thomas seconded the motion; motion passed 2-0. Continuous Testing Eligibility List for Entry Level Police Officer that was established on February 2, 2021. B. Reinstatement list for the rank of Police Officer that was established on February 19, 2021. There being no questions, Commissioner Zaratkiewicz made a motion to approve items A and B. Commissioner Thomas seconded the motion; motion passed 3-0. 7. Action Items A. Letter from Sam Steiner requesting reinstatement to the rank of Police Officer. B. Memo dated February 9, 2021 from Chief Padilla supporting the reinstatement of Ofr. Sam Steiner. Chief Examiner Winecka explained that Ofr. Sam Steiner left the department in good standing in October 2020 and has now requested to return, which the department supports. There being no additional questions, Commissioner Thomas made a motion to approve the reinstatement. Commissioner Zaratkiewicz seconded the motion; motion passed 2-0. C. Memo dated February 9, 2021 from Chief Padilla requesting to test for Parking Enforcement Assistant and that the following process and weights be applied: -Written Exam: 70% passing score required; weight of 30% -Oral Board: 70% passing score required; weight of 70% -Background: Pass/Fail -Polygraph: Pass/Fail Chief Examiner Winecka noted that this testing process and proposed weights are the same as those used previously. There being no additional questions, Commissioner Thomas made the following motion: '"I make a motion to approve testing using the weights and process as described." Memo dated February 18, 2021 from Chief Padilla requesting to test for the rank of Sergeant and that the following process and weights be applied: -Written Exam: 70% passing score required; weight of 20% The top 12, including ties, would move on to the WPR -Work Performance Rating (WPR): no passing score; weight of 50% -Assessment Center: minimum passing score of 60% required; weight of 30%. Chief Examiner Winecka explained to the Commissioner that this is the same process that has been used before but the weights have been adjusted slightly to give more weight to the WPR process. Commissioner Thomas then made the following motion: "I make a motion to approve using the prescribed process and weights to test for the rank of Sergeant." Commissioner Zaratkiewicz seconded the motion; motion passed 2-0. 8. For the Good of the Order Chief Examiner Winecka discussed the Boards and Commissions newsletter that the City's Communications team is now distributing and the type of information that she will be providing in support of that newsletter. 9. Adjournment Commissioner Thomas made a motion to adjourn. Commissioner Zaratkiewicz seconded the motion; motion passed 2-0. Meeting was adjourned at 5:40 PM.
