Agenda:
1. Call to Order
Chair Piecewicz called the meeting to order at 5:36 PM
2. Roll Call
All Commissioners were present.
3. Changes to the Agenda
There were no changes to the agenda.
4. Approval of the Minutes
Commissioner Zaratkiewicz made a motion to approve the minutes
from the January 22, 2020 Civil Service Commission meeting. Motion
was seconded by Commissioner Thomas; motion passed 3-0.
S. Consent Items to Accept
A. Email dated January 30, 2020 from Jaclyn Adams resigning as a Police Officer
effective February 1, 2020.
B. Memo dated January 31, 2020 from Chief Padilla accepting the resignation of Ofr.
Jaclyn Adams as of February 1, 2020.
C. Letters dated February 1, 2020 from Chief Padilla to Officers Steven Donges and
Jamark Robinson notifying them that they successfully completed the
probationary period and are appointed to regular status effective February 1,
2020.
D. Email dated February 3, from Suzan Turley confirming her intent to retire in June
2020.
E. Letter dated February 7, 2020 from Chief Padilla to Tabitha Solari congratulating
her on being hired as a Probationary Records Specialist effective February 18,
2020.
F. Memo dated February 20, 2020 from Chief Examiner Winecka with the eligibility
list removals through February 20, 2020.

There being no questions, Commissioner Zaratkiewicz made a motion to
accept consent items A-F. Commissioner Thomas seconded the motion;
motion passed 3-0.
6. Items to Approve
A. Continuous Testing Eligibility List for Lateral/Experienced Corrections Officer that
was established on December 20, 2019.
B. Continuous Testing Eligibility List for Lateral/Experienced Police Officer that was
established on January 6, 2020.
C. Eligibility list for Evidence Custodian that was established on February 6, 2020.
D. Continuous Testing Eligibility List for Entry Level Corrections Officer that was
established on January 24, 2020.
E. Continuous Testing Eligibility List for Entry Level Police Officer that was
established on January 27, 2020.
F. Continuous Testing Eligibility List for Lateral/Experienced Police Officer that was
established on February 11, 2020.
There being no questions, Commissioner Zaratkiewicz made a motion to
approve items A-F. Commissioner Thomas seconded the motion; motion
passed 3-0.
7. Action Items
A. Memo dated February 5, 2020 from Chief Padilla requesting permission to test
for Evidence Technician Supervisor and that the following process and weights
be applied:
- Criteria Cognitive Aptitude Test - 70% passing score required, final weight of
50%
- Oral Board Interview- 70% passing score required, final weight of 50%
Commissioner Thomas made a motion to approve the request to test for
the position of Evidence Technician Supervisor using the proposed process
and weights. Commissioner Zaratkiewicz seconded the motion; motion
passed 3-0.
B. Memo dated February 17, 2020 from Chief Padilla requesting permission to test
for Communications and Public Engagement Coordinator and that the following
process and weights be applied:
- Written Exercise - 70% passing score required, final weight of 20%

- Oral Presentation- 70% passing score required, final weight of 20%
- Oral board Interview- 70% passing score required, final weight of 60%
- Polygraph- Pass/Fail
- Background- Pass/Fail
- The job description for this new position must also be approved
Commissioner Thomas made a motion to approve the testing process and
job description as requested. Chair Piecewicz seconded the motion; motion
passed 3-0.
C. Memo dated February 19, 2020 from A/C Jarod Kasner requesting permission to
test for the rank of Commander and that the following process and weights be
applied:
- Work Performance Rating (WPR)- 70% passing score required, final weight of
50%
- The assessment center will consist of four exercises and will have a
cumulative passing score of 70% required and will have a final weight of
50%
Chair Piecewicz made a motion to approve testing for the rank of
Commander using the process and weights as listed. Commissioner
Zaratkiewicz seconded the motion; motion passed 3-0.
8. For the Good of the Order
Commissioner Zaratkiewicz notified the other commissioners that he had received an
email from someone that was looking for application information regarding a family
member and the email was assertive. He recommended to the other commissioners
that if they are contacted in a similar fashion that they forward those communications
to Natalie.
9. Adjournment
Chair Piecewicz made a motion to adjourn. Commissioner Thomas seconded the
motion; motion passed 3-0. Meeting was adjourned at 5:48 PM.
