Call to Order Chair Piecewicz called the meeting to order at 5:37 PM 2. Roll Call All Commissioners were present. 3. Changes to the Agenda There was one action item added to the agenda. 4. Approval of the Minutes Commissioner Thomas made a motion to approve the minutes from the regularly scheduled October 24, 2018 Civil Service Commission meeting. Motion was seconded by Commissioner Zaratkiewicz; motion passed 3-0. 5. Consent Items to Accept A. Letter dated October 16, 2018 from Chief Examiner Winecka to Brandon Lyon notifying him that his name has been removed from our Entry Level Corrections Officer Continuous Testing Eligibility list effective October 16, 2018. B. Letter dated October 26, 2018 from Chief Padilla to Ofr. Taylor Burns notifying him that he successfully completed the probationary period and is appointed to regular employment status effective October 26, 2018. C. Letters dated November 2, 2018 from Chief Examiner Winecka to Bradley Strode, Ki Yi, and Nathanael Smith notifying them that their names have been removed from our Experienced/Lateral Police Officer Continuous Testing Eligibility list effective November 2, 2018. D. Letters dated November 6, 2018 from Chief Examiner Winecka to Arturo Campos, Loren Foley, Patrick Lavers, Silas Maglaqui, and Dalton Murray notifying them that their names have been removed from our Entry Level Police Officer Continuous Testing Eligibility list effective November 6, 2018. E. Letters dated November 6, 2018 from Chief Examiner Winecka to Julamom Boonprohm, Stephanie Carvin, Dong Nguyen, and Mario Seki notifying them that their names have been removed from our Entry Level Police Officer and Entry Page 1 of 4 Civil Service Commission November 28, 2018 Minutes Kent, Washington Approval Pending Level Corrections Officer Continuous Testing Eligibility lists effective November 6, 2018. F. Letter dated November 6, 2018 from Chief Examiner Winecka to Logan Crane notifying him that his name has been removed from the Continuous Testing Eligibility List for Entry Level Corrections Officer effective November 6, 2018. G. Letter dated November 8, 2018 from Chief Padilla to Oscar Rodriguez congratulating him on being hired as a Probationary Lateral Police Officer effective December 3, 2018. H. Letter dated November 14, 2018 from Chief Examiner to Logan Crane notifying him that his name has been removed from the Continuous Testing Eligibility List for Entry Level Police Officer effective November 14, 2018. I. Letters dated November 14, 2018 from Chief Examiner Winecka to Colyn McCall, Jamison Rice and Ian Staaleson notifying them that their names have been removed from our Entry Level Police Officer Continuous Testing Eligibility list effective November 14, 2018. J. Letters dated November 14, 2018 from Chief Examiner Winecka Adam Hensley and Nicholas Lontz notifying them that their names have been removed from our Entry Level Corrections Officer Continuous Testing Eligibility list effective November 14, 2018. K. Letters dated November 15, 2018 from Chief Examiner Winecka to Anthony Fien and Steven Fierro notifying them that their names have been removed from our Experienced/Lateral Corrections Officer Continuous Testing Eligibility List effective November 15, 2018. L. Letters dated November 16, 2018 from Chief Padilla to Lovai Hong and Matthew Flesher congratulating them on being hired as a Probationary Police Recruit Officers effective December 3, 2018. There being no questions, Commissioner Zaratkiewicz made a motion to accept consent items A-L. Chair Piecewicz seconded the motion; motion passed 3-0. 6. Items to Approve A. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was established on November 2, 2018. B. Continuous Testing Eligibility list for Lateral/Experienced Police Officer that was established on November 9, 2018. C. Continuous Testing Eligibility List for Entry Level Police Officer that was established on November 14, 2018. D. Continuous Testing Eligibility list for Entry Level Corrections Officer that was established on November 14, 2018. Commissioner Thomas seconded the motion; motion passed 3-0. 7. Action Items A. Memo dated November 7, 2018 from Chief Padilla requesting to test for the position of Parking Enforcement Assistant and that the following process and weights be applied: a. Written Exam: 30% (70% passing score required) The department requests that the top 20 applicants from the written exam and data entry test move on to the oral board process. b. Oral Board: 70% (70% passing score required) c. Background: Pass/Fail d. Polygraph: Pass/Fail Chief Examiner Winecka explained that this is the same process that was used last time to fill this position. Commissioner Thomas then made a motion to approve the request to test for the position of Parking Enforcement Assistant and to follow the process and weights as suggested. Motion was seconded by Chair Piecewicz; motion passed 3-0. B. Memo dated November 28, 2018 from Chief Padilla requesting a six month extension for the Sergeant eligibility list. If approved, the list would then expire on June 12, 2019. Chair Piecewicz made a motion to extend the eligibility list for the rank of Sergeant with the new expiration now being June 12, 2019. Commissioner Thomas seconded the motion; motion passed 3-0. 8. For the Good of the Order Nothing further. 9.
