Chair Piecewicz called the meeting to order at 5:30 PM
2. Roll Call All Commissioners present.
3. Changes to the Agenda There were no changes to the agenda.
4. Approval of the Minutes
Chair Zaratkiewicz made a motion to approve the minutes from the
regularly scheduled July 25, 2018 Civil Service Commission meeting.
Motion was seconded by Commissioner Zaratkiewicz; motion passed 3-
0.
5. Consent Items to Accept
A. Letter dated May 17, 2018 from Chief Padilla congratulating Kelly Robinson on
being hired as a Probationary Lateral Police Officer effective August 1, 2018.
B. Letter dated May 22, 2018 from Chief Padilla congratulating Jordan Axelson on
being hired as a Probationary Police Recruit Officer effective June 1, 2018.
C. Letter dated May 23, 2018 notifying William Morrison that he successfully
completed the probationary period and is appointed to regular employment
status effective May 23, 2018.
D. Letter dated May 23, 2018 from Chief Padilla congratulating Joshua Arnett on
being hired as a Probationary Lateral Police Officer effective June 1, 2018.

There being no questions, Chair Piecewicz made a motion to accept consent
items A-DD. Commissioner Zaratkiewicz seconded; motion passed 3-0.
6. Items to Approve
A. Eligibility list for the position of Community Education Coordinator that was
established on June 8, 2018.
B. Continuous Testing Eligibility list for Lateral/Experienced Corrections Officer that
was established on June 12, 2018.
C. Continuous Testing Eligibility list for Entry Level Police Officer that was
established on June 12, 2018.
D. Continuous Testing Eligibility list for Entry Level Corrections Officer that was
established on June 13, 2018.
E. Continuous Testing Eligibility List for Lateral/Experienced Police Officer that was
established on June 1, 2018.
F. Continuous Testing Eligibility List for Lateral/Experienced Police Officer that was
established on June 28, 2018.
G. Eligibility list for the rank of Assistant Chief that was established on July 18,
2018.
Chair Piecewicz made a motion to approve into record items A-G.
Commissioner Zaratkiewicz seconded the motion; motion passed 3-0.
7. Action Items
A. Memo dated June 21, 2018 from Chief Examiner Winecka explaining that
an additional dimension will be evaluated for both the Assistant Chief
and Commander promotional processes.

Chief Examiner explained the clarification and then Chair Piecewicz
made a motion to accept the clarification. Commissioner
Zaratkiewicz seconded the motion; motion passed 3-0.
B. Memo dated June 25, 2018 from Chief Examiner Winecka and Ofr.
Wayne Graff requesting an amendment to rule 9.14..
Chief Examiner Winecka explained that this rule amendment would reflect
current practices with our continuous testing. Chair Piecewicz made the
following motion: "I make a motion to accept the June 25 amendment as
requested." Commissioner Zaratkiewicz seconded the motion; motion
passed 3-0.
S. For the Good of the Order
Commissioner Zaratkiewicz explained that he may not be in attendance at the
September 2018 meeting due to jury duty.
9. Adjournment
Commissioner Thomas made a motion to adjourn. Chair Piecewicz seconded the
motion; motion passed 3-0. Meeting was adjourned at 5:36 PM.
