B. Memo dated March 20, 2024 from Chief Padilla requesting to test for
the position of Records Specialist and that the following process and
weights be used:
- Computer-based Assessment: weight of 100% (70% passing req.)
- Background: Pass/Fail
- Polygraph: Pass/Fail
If there is an insufficient in-house applicant pool, the position will be
posted externally.
C. Memo dated March 20, 2024 from HR Director Holly Harvey-Smith
requesting to test for the position of Recruitment Analyst/Secretary
Chief Examiner and that the following process and weights be used:
- The position will be open to the public and posted on the City's
external career website as well as other advertising websites
typically used by the City for other recruitments.
- A written exam will be administered to those applicants who meet
the position requirements as set forth in the job description and
Rule 4.01. A minimum passing score of 70% will be required
to continue and the written test will have a final weight of
30%.
- Up to the top seven (7) candidates from the written test
(including ties) will be invited to an oral board interview. A
minimum passing score of 700/a is required and the oral board
interview will have a final weight of 70%.
- An eligibility list will be established for those who pass both the
written exam and oral board interview. In accordance with Rule
11.04, the Commission may appoint any one of the top five (5)
candidates listed on the eligibility list.
- The Commission or their designee, in cooperation with the HR
Director, may conduct second interviews of any or all of the top
five (5) candidates listed on the eligibility list.

Chair Thomas called the meeting to order at 5:30 PM.

All Commissioners were in attendance. Commissioners Thomas and Mitchell
attended remotely and Commissioner Weissich attended in-person.

There were no changes to the agenda.
4. Approval of the Minutes
Commissioner Mitchell made a motion to approve the minutes from the
January 24, 2024 regular Commission meeting and the February 13,
2024 special Civil Service Commission meeting. Motion was moved and
seconded by Commissioner Weissich; motion passed 3-0.
5. Consent Items to Accept
A. Letter dated January 11, 2024 from Chief Padilla congratulating Adam Davis on
being hired as a Probationary Lateral Police Officer effective March 1, 2024.
B. Letter dated February 8, 2024 from Chief Padilla to Tabitha Solari notifying her
that she successfully completed the probationary period for the position of Code
Enforcement Officer and is appointed to regular employment status effective
February 16, 2024.
C. Letter dated February 14, 2024 from Chief Padilla congratulating Fabiano Landi
on being hired as a Probationary Police Recruit Officer effective March 1, 2024.

request and asking that the Commission approve his placement upon a
reinstatement list.

items A-C. Commissioner Weissich seconded the motion; motion passed 3-
0.

payment of the In-state lateral hiring Incentive, $10,000, which you did not receive during your Initial

Re: Request to Test for Secretary/Chief Examiner
MOTION: I move to establish and weigh the competitive tests for the position of
Secretary/Chief Examiner as recommended by the HR Director, and to authorize
the HR Director to combine and recruit for the Commission's Secretary/Chief
Examiner with the recruitment for a Recruitment Analyst.
Background:
In prior years, the Recruitment Analyst within the HR Department served as the Civil
Service Examiner. Currently, the Civil Service Examiner duties are being fulfilled by the
Recruitment Manager. We would like to propose that these duties return back to the
Recruitment Analyst's list of job duties.
Stephanie King has been promoted into the position of Recruitment Manager, leaving a
Recruitment Analyst vacancy within Human Resources. If there is agreement that we
move the Civil Service Examiner role back to the Analyst, we will need to conduct a
recruitment for an applicant who can fill both the classified duties of the Commission's
Secretary/Chief Examiner, and the non-classified duties of the HR Department's
Recruitment Analyst.
Rule 4.01 provides that the Commission's appointment of its Secretary/Chief Examiner
shall be the result of a competitive process that includes oral or written tests as the
Commission determines will fairly assess the qualifications of applicants for the position.
The City's HR Director has recommended the following recruitment process apply for both
the classified and non-classified portions of the position. However, the civil service rights
and privileges shall apply only with respect to the classified portion of the position.
-- The position will be open to the public and posted on the City's external career
website as well as other advertising websites typically used by the City for other
recruitments.
- A written exam will be administered to those applicants who meet the position
requirements as set forth in the job description and Rule 4.01. A minimum passing
score of 70% will be required to continue and the written test will have a final weight
of 30%.
- Up to the top seven (7) candidates from the written test (including ties) will be
invited to an oral board interview. A minimum passing score of 70% is required and
the oral board interview will have a final weight of 70%.
- An eligibility list will be established for those who pass both the written exam and
oral board interview. In accordance with Rule 11.04, the Commission may appoint
any one of the top five (5) candidates listed on the eligibility list.
- The Commission or their designee, in cooperation with the HR Director, may conduct
second interviews of any or all of the top five (5) candidates listed on the eligibility
list.
- The finalist selected by the Commission for appointment must successfully complete
a reference check, a background check, and obtain Criminal Justice Information
Systems (CJIS) clearance. These processes are pass/fail.

GENERAL PURPOSE
This is a combined position responsible for performing non-classified duties for the
Human Resources Department as a Recruitment Analyst and classified duties for the
Civil Service Commission as its Secretary/Chief Examiner. The proportional split
between the two roles is approximately 0.50 FTE as the Recruitment Analyst and
0.50 FTE as the Secretary/Chief Examiner.
Under the general direction of the Recruiting Manager, the incumbent will play a
crucial role in supporting functions through the entire recruiting lifecycle. This
individual will lead recruiting efforts in multiple departments, providing support to
hiring managers with job vacancies, maintaining candidate information, and
contributing to informed hiring decisions. This individual will be relied on to possess
solid expertise in the field of public sector talent acquisition.
Under the general direction of the Civil Service Commission, the incumbent will also
serve as the Civil Service Commission's Secretary/Chief Examiner in accordance with
the Commission's Rules and Regulations and applicable law.
NON-CLASSIFIED ESSENTIAL DUTIES AND RESPONSIBILITIES (approx. 50% :
Partner with City managers and supervisors to develop and conduct employee
recruitment and selection processes, including job announcements, sourcing,
advertisements, applications, interview questions, selection tests, rating forms, offer
letters and background checks.
Actively source candidates by screening similar recruitments (current or past),
attending job fairs, partnering with other agencies, and presenting at other external
events that showcase the City's recruitments. Utilize alternate methods to source
passive candidates.
Coach and train hiring managers and interview panels on effective recruitment and
selection strategies, to include awareness of unconscious bias; interview and select
candidates that meet the requirements and competencies for the position while
ensuring legal compliance as well as meeting the strategic objectives of the division,
department, and City.

Schedule, administer and proctor examinations at designated locations; oversee

candidates and the public.
Manage all recruitments as projects by utilizing a comprehensive recruitment plan to
design, attach milestones, and understand the type of candidate needed. Proactively
communicate with hiring managers to keep them informed of next steps, action
items and deadlines. Update applicant tracking system (ATS/HRIS) daily to keep
recruitments progressing.
Utilize ATS/HRIS to produce reports that objectively allow the department to assess
the success of recruitment strategies and understand the impact of hiring strategies
towards their goals (diversity, skill, competencies).
Collaborate with leadership, providing recommendations into a succession program
that is value-driven, integrated, evidence-based and inclusive for stakeholders to
administer on an ongoing basis; facilitate the program design and provide on-going
support to the stakeholders.
Utilize current competency-based tools to determine relevant competencies and train
staff to assess candidates for open positions and employees for succession planning
against objective measures that are defined prior to the recruitment process.
Test and implement changes and enhancements in the ATS.
Collect, compile, and analyze data. Prepare a variety of statistical, budgetary and
narrative graphs and reports as required. Prepare and maintain recruitment
documents, files and reports; maintain confidentially.
Actively support the vision, mission, values, and goals of the department and the City.
CLASSIFIED ESSENTIAL DUTIES AND RESPONSIBILITIES (approx. 50%):
In accordance with the Rules and Regulations of the Civil Service Commission,
Chapter 2.51 of the Kent City Code, Chapter 41.12 of the Revised Code of
Washington, and other applicable laws:
Oversee and manage the administrative and recruitment operations of the Civil
Service Commission in accordance with all applicable laws, rules, and regulations,
and serve as the executive officer for the Commission.
Administer police classified service examinations; score and rank examination
results; and notify each applicant of results; maintain updated eligibility lists;
analyze examination results and prepare recommendations; update data and

MACHINES, TOOLS AND EQUIPMENT USED:
Typical business office machinery and equipment including but not limited to
personal computer including spreadsheet and word processing software, printers,
telephone, fax and copy machine, calculator, typewriter, and other office equipment
appropriate to the position.

While performing the duties of this job, the employee is: frequently required to sit

frequently lift and/or move up to 10 pounds. Occasionally required to walk with or
lift at least 25 pounds with or without assistance. Subject to lift, move, carry, and
store boxes of examinations and supplies. Specific vision abilities required by this job
include close vision, distance vision, peripheral vision, depth perception and the
ability to adjust focus.
WORKING CONDITIONS:
Work is performed primarily indoor in an office environment subject to frequent
interruptions by walk-ins, employees, telephone calls and inter-office activities; may
be exposed to individuals who are irate or hostile. Work occasional evenings and
weekends.
